In our country, in recent times, along with the explosive development of information and communication technology, people's activities on social networks have become increasingly popular and the number of users has increased rapidly. This also poses many challenges and urgent requirements for the management of digital media content, especially the issue of ensuring cultural values, ethics and legal regulations of billions of digital content on social networks, in the context that these contents are increasingly deeply affecting the awareness, behavior, habits and daily spiritual life of many groups of people in society.
Prof. Dr. Tran Minh Huong, Party Secretary, Director of the People's Police Academy, said that, besides positive factors, digital media on social networks also poses challenges: Hostile, reactionary and criminal forces also thoroughly exploit the anonymity, anonymity, and characteristics of spreading and disseminating information quickly. Social networks are not limited by the space and time of digital media on social networks to conduct propaganda activities that distort and sabotage cyberspace, directly affecting national security and social order and safety of Vietnam. Along with that, the infiltration and assimilation of harmful cultural flows from abroad through digital media on social networks can threaten or erode the fine traditional cultural and ethical values of the nation.
At the workshop, the presentations addressed theoretical, practical and experiential issues related to the culture, ethics and legality of digital media content on social networks in Vietnam today. From there, the discussion focused on clarifying some main contents such as: Analyzing and clarifying the theoretical and practical basis of culture, ethics and legality of digital media content on social networks in Vietnam. Analyzing the current cultural, ethical and legal status of digital media content on social networks in Vietnam today, assessing the advantages, limitations and analyzing the causes, thereby clarifying the issues raised; orientation, solutions and recommendations for building culture, ethics, ensuring legal compliance of digital media content on social networks in Vietnam in the coming time.

According to Prof. Dr. Le Van Loi, Deputy Director of the Ho Chi Minh National Academy of Politics, it is necessary to build a civilized and safe social network environment with digital media content in the current context: There are still legal and security loopholes and many difficulties in managing billions of digital content on social networks every day in Vietnam, making it challenging to monitor, inspect, supervise and handle anti-cultural, unethical and illegal behaviors on social networks.
Therefore, building a civilized and safe social network environment with digital media content that ensures culture, ethics, and is strictly regulated by law in Vietnam today is extremely urgent and important.
Opinions also said that in order to effectively implement solutions to build culture, ethics, and ensure legal compliance of digital media content on social networks, there needs to be close coordination between authorities, social organizations, and people in building a cultural, civilized, and healthy social network environment. Each social network user needs to raise their sense of responsibility, use social networks in a civilized, ethical, and law-abiding manner.
