The conference focused on analyzing and clarifying the causes of the results, achievements, shortcomings, limitations, and lessons learned during the first half of the term of implementing the Resolution of the 13th National Party Congress and the Resolution of the 7th Central Public Security Party Congress; forecasting the situation, identifying key tasks from now until the end of the term and tasks that need to be carried out immediately in 2023.
Speaking at the conference, General Secretary Nguyen Phu Trong acknowledged, commended and congratulated the achievements and feats that the Central Public Security Party Committee and the Ministry of Public Security had achieved in the first half of the term. Dear Secretary and comrades of the Central Public Security Party Committee,
Dear comrades,
Today, I am very pleased to attend the Conference of the Central Public Security Party Committee, a conference of great significance (considered the Mid-term Conference of the Central Public Security Party Committee) with the content of evaluating the work in the first 6 months of the year and discussing the tasks for the last 6 months of 2023; at the same time, reviewing the work results from the beginning of the term to date; setting out directions and key tasks until the end of the term. The conference is held right after the 13th Central Executive Committee successfully organized the Mid-term Conference (7th Central Conference), so it is even more important. According to the working program, today we will discuss and give opinions on a number of major issues: (1) Giving opinions on the draft Report of the Central Public Security Party Committee evaluating the work results from the beginning of the term to date; directions and key tasks until the end of the term. (2) Comments on the draft Report reviewing the leadership and direction of the Central Party Committee of the Public Security in the first half of the 2020-2025 term. (3) Assess the public security work situation in the first 6 months of the year, and orientations for the work in the last 6 months of 2023 of the Ministry of Public Security. (4) Propose new contents and new policies in the summary of 10 years of implementing the Resolution of the 8th Central Committee, 11th tenure on the Strategy for protecting the Fatherland in the new situation; and a number of other important tasks.
Studying some documents that you sent in advance, I see that you have prepared very carefully, systematically, and with good quality. I also agree, approve, and highly appreciate the opinions expressed, especially those of President Vo Van Thuong and Prime Minister Pham Minh Chinh. Time is short, so I would like to contribute my comments, emphasize some issues; clarify and suggest for you to study, refer to, and implement if appropriate.
First of all, let's talk about the results of the first 6 months of 2023; and look back at the first half of the term implementing the Resolution of the 13th National Party Congress and the Resolution of the 7th Central Party Congress of the Public Security.
Looking back over the past half term, our country has experienced many difficulties and challenges; in the context of new, rapid and complicated developments in the world and domestic situation, causing many difficulties and challenges greater than forecast, but thanks to the wise, close and timely leadership of the Party; the effective accompaniment and supervision of the National Assembly; the drastic and methodical direction and administration of the Government and the Prime Minister; the solidarity and close coordination of all levels and sectors; the drastic participation of the entire political system and the efforts of the entire Party, the entire people and the entire army, we have successfully and quite comprehensively achieved the goals and tasks set out in the spirit of the Resolution of the 13th National Party Congress: Focusing on preventing, fighting and controlling the epidemic, while promoting socio-economic recovery and development, building an independent and self-reliant economy associated with proactive, active and deep international integration, and effectively. As for our Public Security sector, I think it was also a time when you worked very hard, but also very proud, leaving many good impressions. Under the leadership of the Party; the management and administration of the State, the Central Public Security Party Committee, the Ministry of Public Security, the Party committees and commanders at all levels have always been united, proactive, creative; closely following reality; promoting responsibility, leading and directing the entire People's Public Security force to strive to complete quite comprehensively all aspects of public security work, including many tasks that were completed excellently. I would like to review a few highlights as follows:
Firstly, the Central Party Committee of the Public Security has performed well its role as a staff force and core force in protecting national security and maintaining social order and safety.
In very special conditions, in the context of the situation where we have to deal with many difficulties and challenges in the socio-economic and political security fields, with many potential complex issues; hostile and reactionary forces, and an increasing number of opportunistic subjects who sabotage the Party and the State, and divide the great national unity bloc. The Central Public Security Party Committee has advised the Party, the National Assembly, and the Government to maintain a strategic initiative, with thousands of reports sent to the Central Committee; many contents have been highly appreciated by the Central Committee; the Politburo, and the Secretariat, contributing to the completion of major orientations, policies, and important decisions on political security, order, social safety, protection of territorial sovereignty, national interests and security; Over the past 2 years (half of the term), the Central Party Committee of the Public Security and the Ministry of Public Security have issued 16 Resolutions, 194 Circulars, 10 Plans, 33 Projects, 28 Directives, 24 Programs, 1,439 Plans, 6 Regulations on coordination of work and 4,610 reports to the Central Party Committee, the National Assembly and the Government. At the same time, synchronously and promptly deploy all aspects of public security work; maintain political and social stability, create a peaceful, stable, secure and safe environment, effectively serve the task of socio-economic development and expanding the country's foreign relations (this is the most important and comprehensive result in the first 6 months of 2023 and the past half of the term).
Second, the Central Party Committee of the Public Security has focused on leading and directing the effective implementation of the task of maintaining national security.
Maintaining security from afar, proactively grasping the situation, not being passive or surprised; actively advising the Party and State in all fields, from politics, economics, culture, society, foreign affairs, national defense, security, prevention and control of the Covid-19 epidemic; not allowing the formation of opposition political organizations in the country. Crime prevention and control work has achieved and exceeded many targets set by the National Assembly and the Government, reducing crime; most very serious and especially serious crimes have decreased; social order and safety have changed positively; traffic accidents have decreased in all three criteria, creating a secure, safe and healthy environment, receiving high consensus and support from the people.
Third, continue to promote and do well the work of mobilizing the masses and building a movement of the entire people to protect national security.
The police force has promoted its core role, mobilizing the strength of the entire political system to participate in the work of ensuring security and order, and fighting against crime. Promoting its role as a working army, the police are one of the leading and vanguard forces in the prevention and fight against the Covid-19 pandemic; comrades have also proactively coordinated with departments, ministries, branches and localities, participating in the effective implementation of social policies; directly contributing to and implementing the policy of supporting, building and repairing thousands of houses for poor households, boarding houses for students in remote and disadvantaged areas; especially in areas and localities heavily affected by natural disasters, storms, floods and epidemics, using socialized capital (building, renovating and repairing 12,880 houses with a total amount of VND 508 billion), which has been recognized and highly appreciated by Party committees, authorities and people in many places.
Fourthly, the police force has promoted its role as a combat army, one of the core forces that proactively detects, prevents and effectively fights against hostile forces and political opportunists who sabotage the Party, the State and our regime: Closely coordinates with internal affairs agencies in preventing and combating corruption and negativity; has made new progress in investigating and solving many major cases; has initiated new prosecutions and investigated many corruption and negativity cases that are particularly serious and complicated, of great concern to public opinion, occurring in specialized fields, operating in closed areas, with interweaving between the state and non-state sectors that have not been handled before (commonly known as major cases), such as: Cases related to Viet A Company; cases occurring at the Consular Department (Ministry of Foreign Affairs); cases occurring at FLC Group; Tan Hoang Minh; AIC Company; The case occurred at SCB Bank, Van Thinh Phat Group, An Dong Company...; handled many defendants who were high-ranking officials, both incumbent and retired; received the trust, agreement and support of officials, party members and the people.
Fifth, the work of Party building and force building continued to receive focused leadership and direction and achieved positive results.
The Central Public Security Party Committee, the leaders of the Ministry of Public Security, Party committees and leaders of the public security at all levels have proactively deployed the tasks of Party building and building the People's Public Security force, considering this a key task, of primary decisive significance for the successful implementation of the task of protecting national security and maintaining social order and safety. The Public Security Party Committee is one of the Party Committees that has promptly developed programs to concretize the implementation of the Resolution of the 13th National Party Congress and the Resolution of the 7th National Party Congress of the Central Public Security Party Committee, the Resolutions of the Central Conference, the Resolutions of the Politburo, especially the Resolution of the Politburo on socio-economic development and ensuring national defense and security of 6 regions across the country. In particular, the Central Public Security Party Committee has proactively completed the Project to report to the Politburo to issue Resolution No. 12 on "Promoting the building of a truly clean, strong, disciplined, elite, modern People's Public Security force, meeting the requirements and tasks in the new situation". I am pleased to see that the implementation has achieved very positive results; the participation and combined strength of the entire political system have been gradually mobilized; the dissemination and implementation to cadres and soldiers have been completed very early; the component projects have been built appropriately, with a specific roadmap and detailed plans for implementation. Recently, I have received a book published by the Central Public Security Party Committee in coordination with the National Political Publishing House Truth with the title "Honor is the most sacred and noble thing" to propagate throughout the industry, preserve and promote the heroic tradition of the People's Public Security force; Building a truly clean and strong People's Public Security force in accordance with the spirit of "Forgetting oneself for the country, serving the people".
Up to now, it can be affirmed that the People's Public Security force has basically completed its assigned political tasks excellently, affirming its role and position.
On this occasion, on behalf of the Party and State leaders, and with personal feelings, I would like to sincerely thank, congratulate and commend the achievements and feats of the Ministry of Public Security and the entire Public Security sector of our country.

In addition to the above-mentioned remarkable results, the summary reports and review reports of the Central Party Committee of the Public Security have also frankly pointed out the shortcomings and shortcomings and analyzed the causes that need to be overcome. I suggest that comrades need to analyze more deeply, more completely, and with a higher combativeness the shortcomings and weaknesses, especially those in the work of grasping the situation, providing strategic advice, and building the force; building the image of "a truly clean and strong People's Public Security".
On the tasks for the last 6 months of 2023 and the implementation of the Resolution of the 13th National Party Congress and the Resolution of the 7th Central Public Security Party Congress from now until the end of the term.
As stated in the Report, it is forecasted that in 2023 and the coming years, we will continue to face many difficulties and greater challenges; the world situation continues to have many rapid, complex, unpredictable changes, many unprecedented and difficult-to-foresee problems. The strategic competition between major powers is increasingly fierce; the Russia-Ukraine military conflict is likely to continue; inflation is rising sharply, the trend of increasing interest rates, narrowing monetary and fiscal policies in many countries leads to a decline in global economic growth; financial and monetary risks are increasing; the risk of supply chain disruption and energy security instability is increasingly present... Domestically, inflationary pressure is increasing; prices of gasoline, oil, raw materials, and input factors are still fluctuating strongly, affecting many industries and fields; on the other hand, epidemics, natural disasters, storms and floods will continue to develop complicatedly, causing many difficulties and damage to production, business and people's lives; Hostile forces will continue to take advantage of this opportunity to sabotage us with more insidious and fierce tactics; the work of ensuring political security, order and social safety will have to face many greater challenges.
I basically agree with the directions and tasks that you have mentioned and that you have expressed. I would just like to note and emphasize the following points:
Firstly, the Central Party Committee of the Public Security needs to proactively conduct fundamental research and actively advise the Party, State, Party committees and local authorities to propose policies, laws, projects, plans and options to ensure security and order, associated with socio-economic development and expanding foreign relations.
Grasp, evaluate, and closely forecast the changing situation, the world and regional situation, the East Sea situation early and from afar, especially the strategic and policy adjustments of major countries and neighboring countries related to Vietnam's national interests and security to promptly advise the Party and State on policies to harmoniously handle relations with other countries; avoid confrontation and conflict, to maximally protect national interests, especially the issue of protecting sovereignty and islands. Mobilize the participation and strength of the entire political system, resolutely and effectively implement the Resolutions of the Central Committee, the National Assembly, and the Government on ensuring national defense, political security, social order and safety, economic recovery, and taking care of people's lives to ensure that they are suitable to the country's socio-economic development conditions.
Second, more synchronously and effectively implement policies and solutions to ensure national security and territorial sovereignty.
Proactively develop specific plans and solutions to prevent, combat, and thwart all plots and sabotage activities of hostile, reactionary, and opposing forces; especially intelligence, espionage, infiltration, internal transformation, spies, and sabotage activities; effectively implement plans and projects to prevent and combat protests, riots, terrorism, hostage-taking, "street revolutions", "color revolutions" and handle complicated situations related to the East Sea issue. Absolutely protect the safety of important political, cultural, and foreign affairs targets and events of the country, and the activities of Party and State leaders, delegations, and international conferences in Vietnam.
Firmly ensure internal political security, cultural security, ideological security, economic security, information security, communications, cyber security, social security, religion, ethnicity and security and order in strategic areas and major cities, focusing on proactively detecting, advising on prevention and handling early, right at the grassroots level, to prevent the emergence of "hot spots" of security and order. Do not let the bad situation happen like in some places in the Central Highlands recently.
Third, we need to be more drastic and synchronous in implementing solutions to prevent and combat crime, for the peaceful life of the people.
Taking prevention as the main motto, closely combining prevention with the determination to attack, hit and hit all types of crimes in a positive, urgent and effective spirit. Implement well the slogan of the people's police force that comrades have just emphasized in 2023, which is: "Proactive, exemplary, disciplined, responsible, effective - for the peace and happiness of the people". To do so, the entire people's police force must continue to innovate, improve the quality and effectiveness of working measures, and at the same time improve leadership and command work in a deep and grassroots direction, in order to successfully organize the implementation of policies and work plans that have been set out. Ensure progress, improve the quality of investigation and handling of crimes, especially cases and incidents under the supervision and direction of the Central Steering Committee on anti-corruption and negativity.
Fourth, the Central Party Committee of the Public Security needs to continue to strive, be exemplary, and take the lead in implementing the Resolution of the 4th Central Committee of the 11th and 12th tenures and Conclusion No. 21-KL/TW of the 4th Conference of the 13th Party Central Committee on promoting Party building and rectification and the political system; resolutely prevent, repel, and strictly handle cadres and Party members who have degraded political ideology, ethics, and lifestyle, and who show signs of "self-evolution" and "self-transformation".
Specifically, the Central Party Committee of the Public Security needs to focus on effectively implementing Resolution No. 12 of the Politburo on "Promoting the building of a truly clean, strong, disciplined, elite, modern People's Public Security force to meet the requirements and tasks in the new situation". I earnestly hope that you comrades will continue to promote your exemplary role, continue to attach importance to the work of Party building and rectification, and building a truly clean and strong People's Public Security force, considering this a central and key task of the entire term and the following years. With the spirit of "As long as the Party exists, we exist"; "Honor is the most sacred and noble thing". At the same time, starting from the position and role of the People's Public Security force in the work of protecting the Party, protecting the People, and protecting the socialist regime, you comrades need to focus on effectively leading and directing the work of protecting internal political security; fighting against "self-evolution" and "self-transformation"; Fight against the degradation of political ideology, morality, and lifestyle within the People's Public Security force; truly be the core force leading the way in protecting Marxism-Leninism, Ho Chi Minh's thought, the Party's viewpoints, guidelines, policies, and the State's policies and laws. Protect internal politics for departments, ministries, branches, and organizations in the political system, making an important contribution to Party building and rectification throughout the Party.
Dear comrades,
From now until the end of the term, we have a lot of work to do. Time is running out, only 2 years left to successfully complete the Resolution of the 13th National Party Congress, the Resolution of the 7th Central Party Congress of the Public Security, the results of this term will be an important premise for the successful implementation of the country's strategic goals in the next period; by 2030 (the 100th anniversary of the Party's founding); by 2045 (the 100th anniversary of the country's founding). In your report, you have also set out 8 key tasks until the end of the term, identifying 10 tasks that need to be carried out immediately in 2023. Thus, in terms of direction, the tasks are clear, the goals are specific, the problem is what is the political determination, the leadership and direction methods, and the implementation organization, what are the results achieved? Therefore, I suggest that comrades need to focus on leadership and direction to thoroughly disseminate throughout the People's Public Security force to unify awareness, determination, efforts, and strive to complete the set goals and tasks with the spirit of "the last half of the term has been a good effort, so the remaining half of the term must be even more effortful and achieve better results", so that at the Central Public Security Party Committee Conference at the end of 2023, we will be excited and happy to report to the Central Committee on the results achieved, creating a new mindset to continue to excellently complete the glorious and honorable tasks assigned by the Party, State and People.
