At the discussion session on the afternoon of November 4, Minister of Education and Training Nguyen Kim Son, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung, and Minister of Agriculture and Rural Development Le Minh Hoan explained and clarified many contents of interest to National Assembly deputies.
Human resource training to meet the needs of FDI enterprises

Regarding continuing education and vocational education centers, Minister of Education and Training Nguyen Kim Son said that nationwide there are 92 centers under the management of the Department of Education and Training, 526 centers are under the management of the Department of Labor - Invalids and Social Affairs or managed by the People's Committees of districts, towns and cities.
Current regulations such as Joint Circular No. 39 issued in 2010 and Circular No. 01 issued in 2019 of the Ministry of Education and Training both provide a legal basis, but there are still many problems in practical application. Therefore, the Ministry of Education and Training will coordinate with the Ministry of Labor, War Invalids and Social Affairs to resolve issues related to Circular 39. At the same time, the Ministry also proposed to amend Decree 127 on state management responsibilities for education, including considering which focal point is appropriate for continuing education and vocational education centers. At the end of November 2024, the Ministry plans to organize a national conference for all center directors to discuss and remove bottlenecks in the management and operation of these centers.
Regarding the content of training high-quality human resources for emerging industries and key technical and technological industries, Minister Nguyen Kim Son said that human resource training is carried out in the context of an economy with a large proportion of FDI enterprises. The characteristics of FDI enterprises are that they often bring new fields to Vietnam and whether or not there is adequate human resource preparation is always a difficult question to answer.
The Minister emphasized that it is necessary to analyze the difficulties in training human resources to meet the needs of FDI enterprises; planning and initiative are needed to meet the requirements.
Regarding the issue of printing and distributing textbooks, Minister Nguyen Kim Son stated that recently, the education sector has rectified and handled cases related to "group interests" in printing and distributing books; at the same time, he affirmed that the Ministry of Education and Training is ready to coordinate with relevant agencies to thoroughly handle this issue.
Promoting innovative startups
Speaking to explain and clarify a number of issues raised by National Assembly deputies, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that in recent times, with the participation of the entire political system, social policies have generally been implemented correctly, sufficiently and promptly, thereby creating very important changes in awareness, action and effectiveness. In particular, the policy on people with meritorious services is one of the outstanding policies; sustainable poverty reduction policies for disadvantaged groups towards ensuring minimum social security and gradually increasing social assistance levels are being effectively implemented.
Accordingly, the poverty reduction rate reached the standard of 1%, now only 1.93% is a great effort in the conditions of natural disasters, floods, and storms occurring continuously. For the first time, Vietnam achieved the target of labor productivity of 5.56% compared to the set requirements, the good news is that the happiness index increased by 11 levels...
Minister Dao Ngoc Dung added that at the end of October 2024, Vietnam was the only country in Asia to be directly invited by the G7 countries to report on typical examples of implementing social policies and promoting the role of people with disabilities and disadvantaged people in today's society...
Minister Dao Ngoc Dung said that, in addition to focusing on mass human resource training, it is necessary to focus on training high-quality human resources associated with promoting scientific research, developing technology applications, promoting innovative startups; striving by the end of 2025, Vietnam must be in the top 3 leading ASEAN countries in the global innovation index.
According to the Minister, it is necessary to focus on two major projects; namely the Project on human resource development in the semiconductor industry to 2030, with a vision to 2050 and the Project on high-quality human resource development to serve high-tech development. In addition, it is necessary to pay attention to a number of issues such as having effective policies to attract high-quality human resources to the public sector; in university training, it is necessary to focus on scientific research, especially taking university autonomy as a breakthrough. In vocational education, it is necessary to focus on innovation in the direction of openness, flexibility, and cooperation between schools, businesses and the state, in which connecting businesses must be a breakthrough.
At the same time, the Minister pointed out that it is necessary to focus on two major issues. Specifically, from 2025, it is necessary to develop a national policy framework on preventing and combating population aging and adjusting the replacement birth rate. This is a very important and strategic issue.
Resolutely remove the IUU "yellow card"
Referring to issues related to storm No. 3 (Yagi), Minister of Agriculture and Rural Development Le Minh Hoan shared his sympathy for the loss of lives and property of local authorities and people. The Minister of Agriculture and Rural Development has submitted to the Prime Minister two decrees on supporting agricultural production losses due to natural disasters and supporting production losses due to animal diseases.
Minister Le Minh Hoan emphasized that, in the context of limited resources, the Ministry has redesigned the policy to increase the level of support for people who have suffered losses while avoiding the situation of taking advantage of the policy.
Regarding agricultural insurance after storms, Minister Le Minh Hoan said that the Ministry is reviewing and revising inadequate regulations.
Regarding sustainable fisheries development, the Minister of Agriculture and Rural Development informed that the Prime Minister has just issued Official Dispatch No. 111/CD-TTg dated November 4, 2024 on focusing on implementing urgent tasks and solutions, focusing on combating illegal, unreported and unregulated (IUU) fishing, preparing to welcome and work with the 5th Inspection Delegation of the European Commission (EU).
The Minister stated that IUU is a step towards sustainable development. IUU includes three actions: combating illegal, unregulated and unreported fishing, all of which are included in Article 10 of the 2017 Fisheries Law. This means that there are clear regulations but for many reasons they have not been strictly enforced. Therefore, it is necessary to review the enforcement issue at all levels of government.
“This is a difficult time to try to remove the yellow card as soon as possible. I affirm that we have improved a lot in implementing the EU's recommendations. This has been recognized by the EU inspection team,” Minister Le Minh Hoan emphasized.
The Minister suggested that at meetings with voters, National Assembly deputies, the Government, and local authorities spread the spirit and stories of sustainable fisheries development; that is, reducing exploitation, increasing aquaculture, and preserving the sea.
