Not only growing in quantity and quality, the working class has increasingly contributed to the development of the country.
On December 10, the Vietnam General Confederation of Labor (VGCL) held a conference to evaluate the results of 15 years of implementing the Action Program to implement Resolution No. 20 of the 10th Party Central Committee on "Continuing to build the Vietnamese working class in the period of promoting industrialization and modernization of the country".
The working class grew in both quantity and quality.
On March 7, 2008, the Executive Committee of the Vietnam General Confederation of Labor issued Action Program No. 399 to direct and implement Resolution 20 throughout the trade union system. According to Mr. Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor, this is a very important resolution, demonstrating the Party's thinking and vision for the strategic task of building the working class and improving the quality and efficiency of trade union activities.
After 15 years of implementing the Resolution, with the strong leadership and direction of the Party, the participation of organizations in the socio-political organization system, including the important role of the Trade Union, many results have been achieved. Notably, the working class has grown in quantity and quality.
According to the assessment of the Vietnam General Confederation of Labor, by the end of 2023, the number of workers and employees receiving wages in enterprises and cooperatives will be more than 14.5 million people. The workforce continues to play an important role, being the main production force, directly creating the majority of material wealth for society. Although accounting for only about 14% of the population and 27% of the labor force, the workforce, together with employers, has directly contributed over 50.34% of the country's added value.
The report of the Vietnam General Confederation of Labor also shows that after 15 years of implementation, Action Program 399 has made an important contribution to building a modern, dynamic and highly qualified working class, meeting the requirements of an integrated economy. Training, improving skills, and caring for the material and spiritual lives of workers are focused on.
Notably, the patriotic emulation movements organized by the Trade Union are both broad and deep. From the emulation movements organized and launched by the Trade Union, many heroic and typical advanced collectives and individuals have emerged. In the period 2008 - 2012, there were 834,796 initiatives and technical improvements that brought in a profit of VND 52,228,045 billion; in the period 2013 - 2017, there were 1,170,884 initiatives and technical improvements that brought in a profit of VND 203,579 billion; in the period 2018 - 2023, there were 2,889,318 initiatives, technical improvements, and new solutions that brought in a profit of VND 163,724 billion.
Trade unions actively participate in building a strong working class.
According to the Vietnam General Confederation of Labor, the past 15 years have also been a period of affirming the active participation of Trade Unions in building the working class.
In which, trade union levels have focused on implementing and basically completing outstanding tasks:
Participate in solving some pressing and urgent problems of workers and laborers, creating changes in improving the material and spiritual life of workers; building harmonious, stable and progressive labor relations in enterprises; collective work stoppages have significantly decreased over the years.
Training to improve workers' educational level, professional skills and expertise is of special interest to Party committees, authorities and trade unions. The number of trained workers working in enterprises is increasing, basically meeting the requirements of production skills in enterprises.
The work of developing union members and establishing grassroots unions has been directed with attention, achieving and exceeding the set targets. The number of outstanding cadres, union members, workers and laborers introduced to the Party for admission has increased...
At the conference, many presentations from delegates shared practical experiences in implementing Resolution 20 at localities and enterprises, and contributed solutions to strengthen the protection of workers' rights, improve labor productivity and apply science and technology in production.
Mr. Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor emphasized a number of key solutions that trade unions at all levels need to continue to implement to build a modern and strong Vietnamese working class: Continue to study and perfect the theory of the working class in the conditions of developing a socialist-oriented market economy, promoting industrialization, modernization of the country and international economic integration; Participate in building and implementing mechanisms and policies for workers; promote and improve the quality of vocational training; implement well policies and laws and care for, protect the legitimate and legal rights and interests and improve the material and spiritual life of workers; Pay attention to fostering political awareness, class awareness, national pride and self-respect for the working class; Promote the role of Vietnam Trade Unions in gathering, uniting and building a modern and strong Vietnamese working class...
