Model ward police in terms of security and urban civilization is a major policy of the Ministry of Public Security, aiming to improve the overall quality of all aspects of ward police work, truly creating a civilized and safe environment for the people. This content has been seriously implemented by Quang Ninh Police, making an important contribution to ensuring security and order in the area right from the grassroots level.
As one of 6 units in the whole province selected to build the model of "Model Ward Police for Security and Urban Civilization", up to now, Nam Hoa Ward Police (Quang Yen Town) has completed all 20 criteria and has been recognized by the Ministry of Public Security as a model in 2023.
To achieve that result, Nam Hoa Ward Police regularly coordinates with local authorities to remind, guide, and inspect business establishments with security and order conditions, business households, agencies, and enterprises at risk of fire and explosion. In 2023, in Nam Hoa ward, there will be no fires, explosions, or serious traffic accidents; there will be no illegal racing.
The ward police also proactively advise the local government to build advanced models and examples in the direction of socialization, with many forms of self-defense, self-management, self-protection, and self-reconciliation. Currently, the models of "Self-defense, self-management of security and order", "Inter-family fire safety team", "Public fire fighting point", "Security camera" are being maintained in the area. Through these models, the strength of the masses in the movement of the whole people to protect national security , creating a people's security posture from the grassroots, supported by local people.
Crime prevention and control work has been strengthened with many strict solutions; the rate of receiving crime reports and classifying and handling them reached 100%. In 2023, in the ward, there were 6 cases/14 subjects committing crimes against social order, no complicated criminal, drug, or social evil hotspots; no violent crimes, no gang-like activities.
Mr. Nguyen Huu Dan, Party Cell Secretary, Head of Ward 5 (Nam Hoa Ward, Quang Yen Town) said: For many years, the security situation in Ward 5 has been very well ensured. The ward police have a very good grasp of the local situation, especially taking measures to manage, educate, and deter if there are bad teenagers in the area; at the same time, strictly managing released prisoners and drug addicts, so there are almost no thefts or disturbances of security and order.
From the success of the first batch, The provincial police have advised the provincial People's Committee to issue a plan to direct departments, branches, sectors and local Steering Committees to implement the "Basic Security" model associated with building "Model Ward Police in terms of Security and Urban Civilization"; at the same time, selecting 20 ward police to build models in the localities: Ha Long, Cam Pha, Mong Cai, Uong Bi, Dong Trieu and Quang Yen.
Along with that, the Provincial Police issued instructions on implementing the Criteria and Regulations on procedures for considering and recognizing "Model Ward Police on Security and Urban Civilization" of the Ministry of Public Security. Up to now, the professional departments have directly inspected, guided and urged the police of units and localities to implement 20 criteria in 7 groups of criteria; reviewed and perfected the staff and commanders of 20 model-building wards; surveyed, guided and completed contents related to festive decorations at the headquarters of model ward police.
Up to now, the Provincial Police have assigned tasks to professional units to focus on advising on the direction of building model ward police and in coordinating with departments, branches, and local Party committees on the above content. Strengthening inspection and guidance for 20 selected ward police to ensure that they meet the criteria prescribed by the Ministry of Public Security, focusing on criteria related to staffing, headquarters, procurement, equipment provision, festive decoration, subject management, crime reduction and urban civilization. At the same time, requiring The police of 6 localities were selected to build model ward police stations, advising local Party committees and authorities to direct relevant forces to actively coordinate with the police force to complete the criteria according to regulations.

100% of the officers and soldiers of Cam Binh Ward Police maintained the proper etiquette and manners of a People's Public Security officer when performing their duties to receive citizens, maintained discipline and administrative discipline according to regulations, and no officers and soldiers were reported or commented on by the people regarding their qualifications, moral qualities, lifestyle, etiquette and manners.
