Over the past five years, the emulation work and emulation movement of the Navy Political Department have been actively, comprehensively, in-depth and in the right direction, with focus and key points; innovative and creative in implementation and have had many progressive changes.

The emulation movement to win truly became a driving force, promoting the combined strength, promptly encouraging and motivating all cadres, employees and soldiers of agencies and units in the whole organization to overcome all difficulties, unite as one, complete all assigned tasks well, build a comprehensively strong organization "Exemplary, typical", and a clean and strong Party organization.
From the emulation movement, the organizational work has focused on improving the leadership capacity and fighting strength of party organizations; building party committees and branches according to the "4 good" criteria, and building a team of vanguard and exemplary cadres and party members.
Personnel work is carried out correctly and fully in all aspects; especially in creating and developing a source of personnel to meet the requirements of force development.

The Navy's Military Procuracy and Court have improved the quality of practicing the right to prosecute and supervise judicial activities; tried cases in accordance with the law; and promoted coordination in disseminating and educating the law to the subjects.

The presentations, typical reports of collectives, individuals and discussion opinions have clarified the results of emulation, reward and emulation movement for the period 2019-2024; at the same time, proposed solutions to improve the quality and effectiveness of emulation, reward and emulation movement of the unit.
From 2019 to present, 5 collectives and 4 individuals have been awarded the Fatherland Protection Medal of various ranks by the Party and State; 11 collectives have been awarded the Emulation Flag by the Prime Minister, the Ministry of National Defense, and the Navy Command. Hundreds of collectives and individuals have been awarded at all levels. At the Emulation Congress for the period 2019-2024, 11 collectives and 22 individuals with outstanding achievements were honored and awarded.
Speaking at the congress, Lieutenant General Nguyen Van Bong acknowledged, highly appreciated and commended the emulation achievements of the Navy's Political Department.
Regarding the upcoming tasks, comrade Nguyen Van Bong requested the Political Bureau to continue to innovate emulation and reward work, and promote the emulation movement to win.
Focusing on 5 contents, first of all, it is necessary to thoroughly grasp and well implement the Party's directives and resolutions and Ho Chi Minh's thought on patriotic emulation; making all cadres, employees and soldiers correctly perceive the position, role and importance of emulation and reward work and the emulation movement to win.

The emulation movement must truly permeate the lives, studies and work of soldiers, becoming a voluntary need and a regular activity of cadres and soldiers. Emulation must contribute to building a steadfast political stance, absolute loyalty to the Party, the Fatherland and the people, and readiness to accept and complete tasks well in all situations.
Strengthen the leadership and direction of Party committees, political commissars, commanders, political agencies and the role of emulation and reward councils at all levels. Regularly innovate the content, form, method and content of emulation organization to be close to the practical life and activities of soldiers.
Competition targets must be specific, diverse, and exciting right from the grassroots, while at the same time arousing the enthusiasm of the troops; instead of using orders, it is necessary to create motivation for cadres and soldiers to enthusiastically compete and strive, in order to promote combined strength and create great motivation to successfully complete all tasks.
Closely follow political tasks, focus on emulation to build a strong, exemplary, and representative unit, a clean and strong Party Committee; improve the quality of staff work, propose to the Party Committee and the Military Command on policies and solutions for leadership, direction, and organization to build a politically strong Military Service, improve the leadership capacity and fighting strength of the Military Service Party Committee; effectively direct, guide, and carry out Party work and political work in tasks.
