The 2025 Bogota 3-cushion billiards World Cup is based on the rankings of the World Carom Billiards Federation (UMB) updated on December 7, 2024. The top 14 players on the UMB rankings on December 7, 2024 are scheduled to appear from the main round of the 2025 Bogota World Cup. According to the above rankings, Tran Quyet Chien is ranked 4th, Tran Thanh Luc is ranked 11th, Bao Phuong Vinh is ranked 13th, and Chiem Hong Thai is ranked 14th, so they are given special treatment. Meanwhile, the 2024 Ho Chi Minh City Billiards World Cup champion Tran Duc Minh is ranked 25th and must compete from the 4th qualifying round.

The main round (round of 32) of the 3-cushion billiards carom World Cup Bogota 2025 has 8 groups, each group has 4 players. The remaining names will be determined after the qualifying round ends. In the round of 32, the players compete in a round-robin to calculate points and rank (with a draw). The top two players in each group will compete in the knockout round (round of 16 onwards).
Tran Duc Minh is the only one of the 5 Vietnamese players who has to compete from the qualifying round of the Bogota 2025 Billiards World Cup. Tran Duc Minh is in Group J, meeting his first opponent Rui Manuel Costa (Portugal). In this final qualifying round, 36 players are divided equally into 12 groups (3 players each). The top players of each group (12 players) and the 3 best second-place players will qualify for the main round of the Bogota 2025 Billiards World Cup.
