Stuck in land clearance
As of September 18, the disbursement rate of public investment capital from Nam Sach district's budget in the 2024 capital plan reached nearly 40%, and the provincial budget support capital reached more than 7%. Of the total of more than VND 209.4 billion in provincial budget support, Nam Sach district has only disbursed nearly VND 15.3 billion.
Currently, the progress of disbursing provincial budget capital to support Nam Sach district is low, mainly due to difficulties in site clearance for key projects assigned to the district as the investor. Of the total of more than 209.4 billion VND of provincial budget capital supporting 8 works and projects, 150 billion VND is investment capital for the project to expand the road leading to Han bridge, from Han bridge (Nam Sach district side) to the intersection of provincial road 390 and to build a new route connecting the intersection of provincial road 390 to National Highway 18, with investment phases of 1/2 of the road scale according to the approved plan. This project has only disbursed more than 1.3 billion VND.
The investment decision was made at the end of November 2023, and the above project must reclaim more than 14.9 hectares of rice land , which must be submitted to the Prime Minister for approval to change the land use purpose. On July 4, the Prime Minister approved the People's Committee of Hai Duong province to change the purpose of using the rice land area to non-agricultural purposes to implement the project. At that time, the 2024 Land Law was about to take effect, the Provincial People's Committee needed to Specify some regulations to establish compensation plans and support site clearance.
On August 30, the People's Committee of Hai Duong province issued the unit price for compensation for actual damage to houses, housing, and construction works attached to land when the State reclaims land in Hai Duong province with many new regulations.
After the Decision of the Provincial People's Committee was issued, the People's Committee of Nam Sach district urgently reviewed and developed a compensation and resettlement support plan. According to the new regulations in Clause 3, Article 87 of the 2024 Land Law, the compensation, support and resettlement plan must be publicly posted at the headquarters of the People's Committee at the commune level, the common living place of the residential area where the land is recovered for 30 days before holding a meeting to collect people's opinions.
Nam Sach District People's Committee plans to publicize in early September. However, due to the impact of storm No. 3, all human resources are focused on preventing and overcoming the consequences of storms and floods and unfavorable conditions, so the plan is expected to be announced at the end of September; disbursement is expected to take place in November and December.
Along with the above project, some other projects in Nam Sach district supported by the provincial budget are also delayed. For example, the project to restore and embellish the relic of Tram Gian Pagoda in An Binh commune (supported by an additional 12 billion VND from the provincial budget) still has to pour concrete for parking lots, flower beds, and side gate exits. This project is expected to be completed by early September, but there are currently no materials for construction.
The remaining projects, including classroom buildings and police headquarters, have been disbursed, completed construction, or are preparing to start construction this September.
100% disbursement commitment
Faced with the slow progress of disbursement of public investment capital from the provincial budget, the People's Committee of Nam Sach district has directed to accelerate the progress, assigning each task and each specific time frame to determine to achieve the target of 100% of the plan for public investment disbursement rate in 2024.
Currently, the Chairmen of the People's Committees of communes and towns, the District Construction Investment Project Management Board and investors in Nam Sach district are reviewing the implementation progress, public investment disbursement plan and committing to disburse 100% of the capital paid in 2024 according to the written plan.
The Department of Economy and Infrastructure and relevant agencies have increased the arrangement of appraisal staff, ensured quality and strived to shorten appraisal time.
Based on the expected progress of project investment implementation and the ability to disburse 100% of the allocated capital in the 2024 budget year, the Nam Sach District Construction Investment Project Management Board and the investor are making a proposal to allocate and adjust the 2024 capital plan to be completed before November 15.
The People's Committees of communes and towns allocate and adjust public investment plans in the correct order of priority, in accordance with investment progress; prioritize allocating sufficient capital in 2024 to invest in completing residential infrastructure construction projects, organize auctions to transfer land use rights to have capital sources to implement projects...
