Implementing the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas (EMMA) for the 2021-2030 period, the People's Committee of Vinh Phuc province directed functional branches and localities to implement solutions to exploit the potential and advantages of mountainous communes where ethnic minorities live; promote economic development, sustainable poverty reduction; maintain political security, social order and safety; consolidate and strengthen the great solidarity of ethnic groups, enhance the trust of ethnic people in the Party and the State.
Vinh Phuc currently has 41 ethnic groups living, of which more than 55,000 are ethnic minorities, accounting for 4.8% of the province's population.
The province currently has no more particularly disadvantaged communes; 37/40 communes in ethnic minority and mountainous areas have completed the new rural construction program; infrastructure in communes has been gradually completed and synchronized; average income per capita in ethnic minority and mountainous communes of the province has reached 37.2 million VND/year; the poverty rate has decreased to 5.7%.
In the period of 2016-2020, the ethnic minority and mountainous areas of the province have 90 cooperatives with thousands of workers, of which cooperatives operating in agriculture and forestry account for 70%, and non- agricultural cooperatives account for 30%.
Agricultural cooperatives initially created connections and cooperation in agricultural production, contributing to the shift in the structure of crops, livestock, and gradually changing production practices in mountainous areas, contributing to improving economic efficiency, protecting the environment, and linking with the national target program on new rural construction.
Typical examples include Tam Dao Dairy Cooperative, VietGAP-standard safe vegetable production cooperative in Ngoc Thanh, Tam Dao Sturgeon Cooperative, Tam Dao Mushroom Cooperative, etc.

Farm economy, livestock and cultivation in ethnic minority and mountainous areas are increasingly focused on investment in the direction of concentrated commodity production and food safety; forming more than 100 typical farms and models of production and product consumption linkage such as breeding cattle and beef cattle farms in communes of Tam Dao and Lap Thach districts; pork farms in Bac Binh, Quang Son (Lap Thach), Dao Tru (Tam Dao) communes; laying hen and meat chicken farms in communes of Tam Duong district; seedless grape farms in Trung My commune, Binh Xuyen district...
In addition, there are models for developing medicinal plants, rare herbs such as golden tea, Morinda officinalis, Polyscias fruticosa, Codonopsis pilosula, Solanum procumbens, turmeric... in communes of Tam Dao district. The models have promoted advantages and potentials, brought about economic efficiency, created jobs for people in ethnic minority and mountainous areas, and developed the local socio-economy.
In recent years, the quality of education for ethnic minority students has changed positively, and preferential policies for ethnic minority students and teachers have been implemented promptly. The province has invested in increasingly spacious school facilities and equipment, ensuring teaching and learning.
The social culture of ethnic minority and mountainous areas is focused on consolidating, building and constantly improving. Cultural activities are organized enthusiastically and widely in ethnic minority and mountainous areas. Traditional cultural values are preserved and promoted.
Medical work, protection and health care for the people have been gradually consolidated and the network of medical facilities and technical equipment has been improved, increasingly meeting the needs of medical examination, treatment and health care for the people; social security policies have been implemented synchronously and promptly, contributing to improving the material and spiritual life of the people in ethnic minority and mountainous areas.
In addition to advising on the implementation of policies issued by the Central Government, in 2022, the Provincial Ethnic Committee advised the Provincial People's Committee to submit to the Provincial People's Council a resolution on adjusting and supplementing specific mechanisms and policies to support health insurance for ethnic minorities in communes in Region I according to Decision No. 861/QD-TTg of the Prime Minister; resolution on monthly support for prestigious people among ethnic minorities in the province (support level equal to 50% of the basic salary).
To implement the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2022-2025 period, the Provincial People's Committee requests relevant agencies and localities to continue to preside over and advise on the implementation of projects and sub-projects of the program; urgently complete procedures for approving investment projects, models and tasks in organizing implementation.
People's Committees of districts and cities that have not yet allocated resources to implement the 2023 program (from district-level budget sources) urgently review and make investment estimates for reporting tasks and submit them to the People's Councils of the same level for approval to supplement implementation funding.
Restructuring the agricultural sector, including forming and developing concentrated specialized areas with reasonable scale, focusing on developing the production of valuable crops and livestock; focusing on investment in developing agricultural and forestry economy, producing raw materials associated with processing of planted forest wood products; focusing on protecting and developing forests associated with sustainable socio-economic development.
At the same time, upgrade and protect water reservoirs, invest in renovating the system of religious works in areas with many ethnic minorities to develop tourism and services; develop forms of cooperation, link production and consumption of agricultural products according to the value chain; play a leading role in production, ensuring that farmers enjoy more incentives when participating in cooperatives.
Develop and improve the quality of teachers and educational managers in ethnic minority and mountainous areas; increase investment capital from the state budget to develop school and classroom facilities at all levels from preschool to high school in the direction of standardization and modernization in accordance with local socio-economic conditions.
Implement policies on health care for ethnic minorities and mountainous areas in 3 groups, including prioritizing the resolution of health issues of ethnic minorities and mountainous areas; increasing access to and provision of quality health and population services for ethnic minorities; reducing the burden of health care costs for the poor and ethnic minorities and mountainous areas.
Continue to implement and concretize the Party's guidelines, directives, and resolutions, and the State's policies on ethnic affairs related to national defense and ensuring security in ethnic minority and mountainous areas.
Units and localities prioritize the arrangement, focus on mobilizing and integrating resources and direct and operate specialized agencies and affiliated levels to implement in order to complete the goals, targets and tasks of the 2023 plan and the entire 2022 - 2025 period.
Strengthen inspection, supervision and evaluation of program implementation; advise and propose to the Provincial People's Committee to ensure completion of the contents according to the plan. Agencies and localities coordinate with the Fatherland Front at the same level in implementing the contents of the program.
