Saigon Dai Ninh case: Former Lam Dong Secretary Tran Duc Quan received a bribe of 2.1 billion VND

The Ministry of Public Security's Investigation Police Agency informed that it has completed the investigation conclusion of the case of Bribery, Receiving bribes, and Abusing position and power while performing official duties that occurred in Lam Dong province and some related localities, and proposed to prosecute 10 defendants.

Among the 6 defendants proposed for prosecution for the crime of accepting bribes are former Secretary of Lam Dong Province Tran Duc Quan and Tran Van Hiep, former Chairman of the province.

According to the investigation conclusion, Mr. Tran Duc Quan received a bribe of 2.1 billion VND from defendant Nguyen Cao Tri (General Director of Saigon Dai Ninh Company).

In his role as Secretary of Lam Dong Provincial Party Committee, Tran Duc Quan received VND2.1 billion from Nguyen Cao Tri to, at Tri's request, direct subordinates to help Saigon Dai Ninh Company carry out procedures to extend and delay the progress of the Dai Ninh Project in violation of the law.

Defendant Quan directed, intervened, and influenced Tran Van Hiep (Chairman of the Provincial People's Committee) and Dang Tri Dung (Vice Chairman of the Provincial People's Committee) in granting the Certificate of Change of Business Registration of Saigon Dai Ninh Company, changing the legal representative, and agreeing with the Government Inspectorate not to revoke or delay the progress of the Dai Ninh Project.

Along with that, continue to pay attention and direct Tri to complete investment procedures, determine financial obligations, calculate land prices, planning, construction... to implement the Dai Ninh Project.

Former Secretary of Lam Dong confessed that around the end of 2020, Mr. Tran Van Minh, Deputy Inspector General of the Government, called the District to introduce Nguyen Cao Tri to meet the District to ask for attention and create conditions for Tri to carry out procedures related to the Dai Ninh project.

Around the beginning of January 2021, Tri asked the District to help change the business registration so that the District could approve the direction on the document of Saigon Dai Ninh Company and transfer it to the Provincial People's Committee for settlement. At the same time, the District directed Tran Van Hiep, Chairman and Dang Tri Dung, Vice Chairman of the Provincial People's Committee to help Tri change the business registration and legal representative from Ms. Hoa to Tri.

Meanwhile, Saigon Dai Ninh Company has not fulfilled its financial obligations, the project still has many violations that have not been corrected and is being recommended by the Government Inspectorate to be revoked, and is not allowed to change its business registration.

During the process of the Government Inspectorate establishing a working group to verify the application of Saigon Dai Ninh Company, Tran Van Hiep participated in the meetings on March 30, 2021 and April 26, 2021 with the Government Inspectorate to agree to extend the project; Hiep reported to the District about the Provincial People's Committee's viewpoint to allow Saigon Dai Ninh Company to extend the project progress and the District agreed.

After Lam Dong Provincial People's Committee received a document from the Government Office requesting the Provincial People's Committee to provide comments on Report No. 715/BC-TTCP of the Government Inspectorate, Hiep asked for comments and the District agreed to allow Saigon Dai Ninh Company to extend the progress of the Dai Ninh project. Hiep signed the document and sent it to the Government Office without waiting for the opinion of the Provincial Party Standing Committee.

The District acknowledged that the direction to change the business registration of Saigon Dai Ninh Company and change the legal representative while the Government Inspectorate had recommended revoking the project; agreed with the Government Inspectorate's report to cancel the recommendation to revoke the Dai Ninh project, which was against the law.

Tri met the District many times to ask for the District's attention and direction to help Tri change his business registration, support the verification results of the Government Inspectorate and carry out procedures for project extension and land use fee calculation. At the same time, Tri went to the District's office at Lam Dong Provincial Party Committee 5 times to meet and give the District a total of 2.1 billion VND.

During the investigation of the case, Tran Duc Quan and his family paid the full amount of money.
