After more than a year of coming into effect, Decree No. 28/2022/ND-CP of the Government on preferential credit policy to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030 has had positive impacts on beneficiaries in the province.
In the last days of the year, we had the opportunity to visit with the staff of the Vietnam Bank for Social Policies (VBSP) households that received loans and used them effectively in the mountainous commune of Cuc Phuong - the locality with the largest ethnic minority population in Nho Quan district. Here, preferential capital has helped people develop many effective economic models.
The family of Mr. Dinh Van Hung (Muong ethnic group) in Sam 2 village, Cuc Phuong commune is one of the first households to receive loans from the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas according to Decree No. 28/2022/ND-CP dated April 26, 2022 of the Government.
According to Mr. Hung, his family is a poor household, and the couple works for hire all year round but still cannot make enough money to cover their living expenses. In October 2022, through the Savings and Loan Group of Sam 2 village, his family learned about the preferential capital from the Program and was facilitated by the Transaction Office of the Social Policy Bank of Nho Quan district to borrow 100 million VND to change jobs.
"The preferential capital has helped my family buy 4 cows. Up to now, the cows have given birth, the family's herd currently has 12 cows with a value of over 200 million VND. I am very happy because thanks to this capital, my family has stable jobs and can escape poverty sustainably" - Mr. Hung said.

Ninh Binh currently has 7 communes of Nho Quan district in ethnic minority and mountainous areas that enjoy incentives from Decree No. 28. Most ethnic minorities in these localities have limited agricultural and residential land and their lives are still difficult.
The Provincial People's Committee has directed relevant agencies, units and localities to focus on effectively implementing Decree 28. The Provincial Social Policy Bank Branch has coordinated with relevant departments, branches, entrusted socio-political organizations, People's Committees at all levels, and Savings and Loan Groups to promote propaganda on loan policies to support land, housing, production land, job conversion and production development according to the value chain so that people, cooperatives and enterprises know and implement.
Direct the Transaction Office of the Social Policy Bank of Nho Quan district to coordinate with the district People's Committee, departments, branches and relevant units to review and synthesize the loan needs of beneficiaries, ensuring publicity, transparency, avoiding overlap, exploitation and profiteering.
On that basis, the District People's Committee has approved the list of eligible beneficiaries of preferential loan policies according to the provisions of Decree No. 28/2022/ND-CP of the Government. To date, the Nho Quan District Social Policy Bank Transaction Office has disbursed loans to 30 ethnic minority households with a total capital of nearly 3 billion VND. People who received loans have all used the loans for the right purposes and effectively.
Mr. Pham Duc Cuong, Director of the Provincial Branch of the Bank for Social Policies, said: The Decree has practical and humane significance, demonstrating the Party and State's concern for ethnic minorities and mountainous areas. The preferential credit policy is welcomed by the people with the hope that low-interest and long-term loans will help them soon improve their conditions regarding production land, residential land, housing, job conversion, etc.
To continue effectively implementing the lending policy under Decree 28, in the coming time, the Provincial Branch of the Bank for Social Policies will coordinate with associations and organizations to strengthen the dissemination and propaganda of the Party and State's policies and guidelines on social credit to members, union members and people of all walks of life; encourage the poor and policy beneficiaries to boldly borrow capital for production and business, rise up to escape poverty and become rich legitimately.
Regularly inspect and supervise the implementation of policies for entrusted units, improve the efficiency of loan capital. Direct the Transaction Office of the Bank for Social Policies of Nho Quan district to coordinate with localities to continue to do a good job of reviewing and synthesizing the loan needs of beneficiaries, advising on the approval of the list of beneficiaries as a basis for timely loan consideration.
Also based on the results of reviewing and synthesizing loan needs, the Provincial Branch of the Vietnam Bank for Social Policies continues to report to the Vietnam Bank for Social Policies to arrange capital to promptly meet the needs of policy beneficiaries in the area.
