Implementing projects and contents of the National Target Program 1719, Vinh Long province is also effectively deploying funding sources for social security activities, especially for the poor and ethnic minorities. Thanks to that, the average income of ethnic minorities has reached 75.3 million VND/person/year; the poverty rate among ethnic minorities has decreased to only 3.4%; 100% of communes have car roads to the commune center; 100% of schools, classrooms and commune health stations are solidly built; the rate of households using national grid electricity and clean water for daily life has reached 99%; the rate of ethnic minorities participating in health insurance has reached 98%...

Mr. Thach Duong, Head of the Ethnic Minorities Committee of Vinh Long province, affirmed: “The National Target Program 1719 has brought very positive results to ethnic minority areas. Not only contributing to changing the appearance of difficult areas, the program also improves the material and spiritual life of the people. In particular, essential infrastructure works, livelihood support models, as well as training and human resource development activities have all been implemented synchronously and effectively, becoming an important driving force to help ethnic minorities have the opportunity to develop sustainably, escape poverty and build an increasingly better life.”

According to Mr. Thach Duong, contributing to this success, there is an important role of prestigious people in the ethnic minority region. Therefore, in recent years, the locality has always focused on encouraging prestigious people to continue to demonstrate their contributions to the community.

Accordingly, policies for the prestigious people are always given attention. Prestigious people are visited by the government when they are sick; given gifts on traditional holidays and Tet...; Implementing Sub-project 1 of Project 10 under the National Target Program 1719, the province periodically commends and honors advanced models, promoting the role of Prestigious People.

“The good implementation of policies and regimes has promptly encouraged, motivated and created conditions for prestigious people to promote their roles and voices, making more practical contributions to patriotic emulation movements, socio-economic development, hunger eradication and poverty reduction, building cultural life, contributing to consolidating trust and strengthening the great national unity bloc,” said Mr. Thach Duong.

"Fulcrum" of ethnic minorities

Tra On, a remote district of Vinh Long province, is home to over 2,000 Khmer ethnic households. Implementing the National Target Program 1719, Tra On district has invested in building many rural traffic works, schools, stations, etc.

Up to now, over 99% of rural Khmer households use electricity; over 90% of rural households use centralized tap water, creating favorable conditions for people to produce and live, and improving the appearance of the countryside. Khmer people actively develop the economy, build "prosperous, equal, progressive and happy" families; stick together with the nation, unite - harmonize, join hands to build new rural areas and civilized urban areas.

As evidenced in Tan My commune, when the National Target Program 1719 was implemented, Mr. Thach Quon, a prestigious person of Tan My commune, studied the benefits of the program, then he made a propaganda plan to help people understand the Party and State's policies for ethnic minorities.

Therefore, the projects and sub-projects under the National Target Program 1719, when implemented, have quickly brought about practical results, helping to improve people's lives; helping localities maintain and raise standards of new rural construction criteria; at the same time, consolidating the great national unity bloc, protecting the security and order situation in the locality.

In addition, Mr. Quon also encouraged households to enthusiastically produce to improve their lives. Thanks to that, many Khmer households in the hamlet have actively produced and worked effectively, thereby escaping poverty and gradually improving their quality of life.

Or like Mr. Thach Viet, a prestigious person among the Khmer ethnic people in Tra Con commune (Tra On district). He is always at the forefront of implementing local movements, and at the same time actively coordinates with mass organizations, promotes propaganda and mobilization activities to help people change many backward customs, focus on economic development...

“To gain people’s trust, I have to set an example and always put the interests of the collective above personal interests. I have to explain things that people don’t understand, and I have to patiently support things that people can’t do,” Mr. Thach Viet shared.

Mr. Nguyen Van Trang, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Tra On District, acknowledged: Thanks to the active propaganda and mobilization of the people by prestigious people, the locality has implemented projects and sub-projects under the National Target Program 1719 very smoothly, receiving the consensus of the people in the project implementation area.
