The planning of Vinh Long province for the period of 2021 - 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1759/QD-TTg dated December 31, 2023, is an important legal tool for Vinh Long province to plan socio-economic development, organize development space to ensure synchronous connectivity, rapid and sustainable development. This is the basis for institutionalizing and realizing the visions, viewpoints, and development goals of the whole province; an important basis for the province to attract investment, allocate resources, maximize the potential and advantages of the province, and build Vinh Long into a fairly developed province in the Mekong Delta region.
The approved planning of Vinh Long province for the period of 2021 - 2030, with a vision to 2050, is the beginning of a new phase, a phase of organizing and implementing the planning with strict and scientific requirements but also requiring flexibility, demonstrating the will to be self-reliant and the aspiration to rise from the potentials and advantages of the province. At the same time, the approved planning of the province is also the time when Vinh Long has prepared the conditions to attract and invite investment into the province.
Vinh Long is a high-tech, ecological agricultural province; one of the agricultural economic centers of the Mekong Delta; has a synchronous, modern infrastructure system that connects smoothly with localities in the Mekong Delta. People have a prosperous, civilized, and happy life.
According to the Planning of Vinh Long province for the period 2021 - 2030, with a vision to 2050, the development space of the province is organized reasonably and harmoniously between sub-regions, dynamic axes, economic corridors associated with the development of a synchronous socio-economic infrastructure system, gradually modernized and adapted to climate change. The plan to organize socio-economic activities of Vinh Long province includes: two socio-economic regions, one dynamic axis, two economic corridors.
The two socio-economic regions include the Northwest region and the Southeast region. Accordingly, the Northwest region includes Vinh Long City, Binh Minh Town and the districts of Binh Tan, Long Ho and Tam Binh, which are the driving forces for the province's development. In particular, Vinh Long City is the political, cultural, economic and social center of the province. Focusing on developing urban areas, services (commerce, eco-tourism, logistics), industry, high-tech agriculture; connecting traffic with provinces in the Mekong Delta region.
The Southeast region includes Vung Liem, Tra On and Mang Thit districts, focusing on developing high-tech agriculture, eco-tourism, culture and industry.
The development axis of Vinh Long province is determined by National Highway 1 passing through Vinh Long city - Long Ho district (Phu Quoi urban area) - Binh Minh town, focusing on developing industrial parks, urban areas, commercial services, and logistics.
The two economic corridors include: the economic corridor along the Hau River and the economic corridor along the Tien River and Co Chien River. In which, the economic corridor along the Hau River connects the socio-economics of the southern district-level administrative units of the province (including Binh Tan district - Binh Minh town - Tam Binh district - Tra On district), focusing on developing eco-tourism, resorts, logistics services, urban areas, entertainment services, and high-tech agriculture.
The economic corridor along Tien River and Co Chien River connects the socio-economics of the northern district-level administrative units of the province (including Vinh Long City - Mang Thit District - Vung Liem District), focusing on urban development, environmentally friendly industry, eco-tourism combined with health care.
Five key tasks, three development breakthroughs
To realize the goals of the Vinh Long Provincial Planning for the period 2021 - 2030, with a vision to 2050, Vinh Long province has identified 5 key tasks to be implemented: building and perfecting mechanisms and policies to mobilize resources to focus on development breakthroughs; promoting administrative reform, improving the investment and business environment, enhancing provincial competitiveness, and improving the effectiveness of state management to meet the socio-economic development of the province.
Along with that, innovating the growth model and restructuring the province's socio-economic sectors towards green economy, circular economy, digital economy; promoting the application of science and technology, innovation and digital transformation (on three pillars: digital economy, digital society, digital government), developing a safe and convenient digital environment, serving the maximum production, business and living needs of the people; creating a favorable environment and promoting startups; mobilizing economic sectors to participate in investment, production and business; focusing on improving the competitiveness of the private economy.
Vinh Long is a province with comprehensive, civilized, modern, ecological, sustainable development, with a fairly high level of development compared to the whole country; has a synchronous, modern and climate change-adaptive economic and social infrastructure system; historical relics and cultural identities are preserved, embellished and promoted; national defense and security are ensured; people have a prosperous and happy life.
In addition, Vinh Long province also identified 3 development breakthroughs including: focusing on mobilizing and effectively using all resources to invest in completing a synchronous and modern economic-social infrastructure system, focusing on completing technical infrastructure; focusing on developing dynamic axes, economic corridors and key economic sectors and fields of the province, including high-tech agriculture, tourism, trade, urban areas and processing industry; developing high-quality human resources, especially management human resources and highly skilled human resources, to meet the development requirements of the province's key economic sectors.
Mr. Lu Quang Ngoi, Chairman of Vinh Long Provincial People's Committee, said that the Vinh Long Provincial Planning for the period of 2021 - 2030, with a vision to 2050, is the basis for the province to implement socio-economic development goals and targets, aiming to become a high-tech, ecological agricultural province, one of the agricultural economic centers of the Mekong Delta; developing agricultural economy as a foundation for tourism, service, urban and industrial development. Along with that, the synchronous and modern infrastructure system connects smoothly with localities in the region, forming a dynamic axis, two economic corridors, development space, modern dynamic urban centers, adapting to climate change; national defense and security are ensured, cultural values are preserved and promoted, people have a prosperous, civilized and happy life.

According to the People's Committee of Vinh Long province, the province is urgently completing the Plan to implement the Vinh Long Provincial Planning for the period 2021 - 2030, with a vision to 2050, to submit to the Prime Minister for approval; effectively implementing the contents and orientations of the provincial planning, land use planning, construction planning; strengthening investment promotion activities, introducing investment incentive and support policies, a list of priority projects to attract and call for investment, and proactively approaching and inviting large domestic and foreign enterprises and corporations to learn about and invest, especially large-scale investment projects in the processing industry, electronics, projects in the fields of agriculture, culture - tourism, urban - housing, trade - services.
