Vietnam - Türkiye study upgrading relations

Prime Minister Pham Minh Chinh suggested that Vietnam and Türkiye consider upgrading bilateral relations to a new level that is more substantial, effective, and profound.

On the afternoon of November 29, speaking at a press conference after talks with Turkish Vice President Cevdet Yilmaz, Prime Minister Pham Minh Chinh said that Vietnam and Türkiye have a long history of cooperation. The leaders and people of both countries want to promote the relationship, so there is still a lot of room for cooperation, but the cooperation mechanism is still limited. The Prime Minister said that in the coming time, the two countries need to build a mechanism to deepen the relationship, including researching and reporting to competent authorities to upgrade the relationship.

The Prime Minister proposed that Türkiye soon recognize Vietnam as a full market economy. The two countries should soon negotiate a Free Trade Agreement (FTA) and an Investment Protection Agreement, aiming to create a breakthrough to soon raise bilateral trade turnover to 4 billion USD.

"These cooperation documents, when completed, will contribute to removing the narrow space for cooperation between the two countries, promoting relations in politics, economics, security and defense," said the Prime Minister.

The Vietnamese government leaders highly appreciated Türkiye as the largest direct investor in the Middle East in Vietnam with a total registered capital of nearly one billion USD. Vietnam will create all conditions for Turkish enterprises to invest in priority areas such as industrial production, high-tech agriculture, consumption, green economy, and innovation.

The leaders of the two countries agreed to strengthen cooperation in trade, investment, development of Halal (products in accordance with Islamic rules), agriculture, and tourism.

"The economies of Vietnam and Türkiye complement each other, one country is in Southeast Asia, the other is in Northwest Asia. Similar issues are cooperated, different issues are complemented, obstacles are resolved, challenges are overcome together," said the Prime Minister, adding that Vietnam has approved the opening of a Turkish Consulate General in Ho Chi Minh City.

The Prime Minister announced that the Vietnam Red Cross will transfer nearly VND15 billion in donations to support the Turkish people in overcoming the consequences of the earthquake in February. Previously, Vietnam had provided US$100,000 in aid and sent two rescue teams to help Turkey overcome the consequences of the earthquake.

Vice President Cevdet Yilmaz affirmed that Vietnam is Türkiye's most important trading partner in the ASEAN region, especially in terms of economy, trade, investment, defense, security, and tourism. The country wants to increase investment in Vietnam. He highly appreciated the success of the Vietur consortium led by a Turkish company in winning the bid for the Long Thanh airport passenger terminal construction project.

Mr. Yilmaz emphasized that the opening of the Consulate General in Ho Chi Minh City, the economic and defense center of Vietnam, will contribute to the development of relations between the two countries. He thanked Vietnam for providing human and material support to Türkiye to overcome the consequences of natural disasters and affirmed that it is always ready to support Vietnam when facing difficulties.

Türkiye pledged to support Vietnam in developing the Halal industry to increase bilateral trade turnover. The two countries agreed to strengthen cooperation in the defense industry, fight against crime; promote cooperation in training, technical and technological training, search and rescue, and humanitarian relief. The two leaders also agreed to consider simplifying visa procedures to facilitate tourists from both countries.

Earlier, Prime Minister Pham Minh Chinh and Vice President Yilmaz witnessed the signing of cooperation documents on aviation, agriculture and forestry, and cooperation between the Diplomatic Academies of the two sides.

Prime Minister Pham Minh Chinh is on an official visit to Türkiye from November 29-30. Vietnam and Türkiye established diplomatic relations on June 7, 1978, and the two countries have maintained friendly relations and multifaceted cooperation.

Türkiye is one of Vietnam's leading trading partners in the Middle East and a gateway for Vietnam to export to the Middle East and Southern European markets. Bilateral trade turnover in 2022 reached more than 2 billion USD, of which Vietnam exported 1.6 billion USD.

As of October, Türkiye had 36 valid investment projects with a total registered capital of 974.3 million USD, ranking 26th out of 143 countries and territories with investment projects in Vietnam.
