By 2030, Vietnam will become a digital, stable and prosperous country, pioneering in testing new technologies and models.
This is the vision identified in the National Digital Transformation Program (DTP) to 2025, with a vision to 2030, approved by the Prime Minister in 2020.
Opportunity to break through and rise up
According to Minister of Information and Communications Nguyen Manh Hung, Vietnam is one of the first countries in the world to issue a national digital transformation program and strategy, making Vietnam a country with digital transformation awareness on par with advanced countries in the world. This is a favorable condition for Vietnam to proactively exploit the opportunities brought by the technological revolution and make a breakthrough to rise up and change its ranking.

The national digital transformation program aims at the dual goal of developing digital government, digital economy, digital society, and forming Vietnamese digital technology enterprises with the capacity to reach out globally, with a number of specific basic indicators.
The program defines a vision for Vietnam by 2030, becoming a digital, stable and prosperous country, pioneering in testing new technologies and models; fundamentally and comprehensively innovating the management and operation activities of the Government, production and business activities of enterprises, the way people live and work, and developing a safe, humane and widespread digital environment.
Accordingly, at the national level, digital transformation is the transformation of the national digital government, digital economy and digital society. At the local level, digital transformation is the transformation to digital government, digital economy and digital society in that locality. Successful digital transformation at the local level will contribute to the overall success of national digital transformation . Therefore, digital transformation is a task that requires the determined participation of the entire political system, and consistent and synchronous implementation from the central to local levels.
The program also identifies a number of areas that need digital transformation priority, including: healthcare, education, finance - banking, agriculture, transportation, energy, resources and environment, and industrial production.
Assessing the results achieved, Minister of Information and Communications Nguyen Manh Hung said that up to now, awareness of digital transformation has reached all levels of government and people. Digital institutions have been basically completed, many laws, decrees, and national strategies on digital transformation have been issued. Telecommunications infrastructure and data infrastructure have been considered essential national infrastructure and are receiving special attention for development. National databases have been invested in and effectively promoted. Network safety and security are considered necessary conditions for digital transformation.
In addition, digital training, including digital universities, digital vocational colleges, and online digital skills training for people, is the solution for Vietnam's digital workforce. The remaining months of 2023 and the remaining two and a half years of the 2020-2025 term will focus on digital transformation to create practical values for people, businesses, and government systems at all levels.

Digital economy grows 3-4 times faster than GDP growth
In order for Vietnam to become a developed country with high income, strength, prosperity and happiness by 2045, the 13th National Party Congress has identified green transformation and digital transformation as the two most important transformations. At the recent national online conference to review the first 6 months of 2023 on national digital transformation, Minister of Information and Communications Nguyen Manh Hung emphasized that to be "green" one must be "digital". Therefore, comprehensive digitalization will be the foundation of a fast-growing, sustainable, inclusive and resilient economy. Digital transformation creates a digital economy and the digital economy will be the main growth driver.
As the head of the standing agency of the National Committee on Digital Transformation, Minister Nguyen Manh Hung said: "Digital transformation is rapid development because the digital economy grows 3-4 times faster than GDP growth. Digital transformation is sustainable development because it consumes few resources and generates new resources, which are data. Digital transformation increases the resilience of the economy because the digital environment has no distance or contact. Digital transformation is inclusive development because anyone, anywhere, if they have a mobile signal and a smartphone, can access all digital services and will not be left behind."
Resolution 6 of the 13th Central Committee also emphasized that digital transformation is a new development method that helps accelerate and shorten the process of industrialization and modernization of the country. Industrialization is digital transformation in the processing, manufacturing and production sectors. Modernization is comprehensive digital transformation in the economy, culture, society, politics and environment, but the focus of digital transformation is still on economic growth.
"It is expected that by the end of this year, Vietnam's digital economy will account for 17% of GDP, and continue to grow at over 20% per year. Vietnam's digital economy will be over 20% of GDP by 2024, meaning we will reach the finish line 1 year earlier than the target set by the 13th National Congress," said Minister Nguyen Manh Hung.
Vietnam will become a dragon
According to Minister Nguyen Manh Hung, Vietnam has been invaded frequently throughout history. Nearly 1,000 years of Chinese domination, nearly 100 years of Western colonization, and many wars, each time taking decades to regain the country, to unify the country. And when it was regained, the country was devastated. Rebuilding from scratch only to have another invasion 50-70 years later and history repeating itself. "For thousands of years, Vietnam has been like that, up and down, never rising to become a powerful country so that no enemy would dare to invade, so that peace would last long, so that it could build and accumulate over time to become a powerful, prosperous and happy country," Minister Hung shared.
And this opportunity is coming, the 13th National Party Congress has identified digital transformation as the driving force for economic development; the desire for development, the desire for a strong, prosperous and happy Vietnam will create the spiritual strength for Vietnam to break through and become a developed country with high income. The wings for Vietnam to fly are technology and the desire for development.
Evidence from Viettel making the "magic crossbow" - making 5G network equipment, going abroad with revenue of over 3 billion USD; VinGroup making cars exported to the US; FPT doing information technology, digital transformation for developed countries such as Japan, the US and having revenue of over 1 billion USD... The Minister of Information and Communications acknowledged that these businesses, these businessmen inspire us, give us the belief that "it can be done". If hundreds of thousands of Vietnamese technology businesses can do it, then surely Vietnam will become a dragon.
In 2023, the Ministry of Information and Communications will launch a campaign to support digital technology enterprises operating abroad or going abroad, bringing Vietnamese knowledge and digital technology to expand their horizons. The state opens the way, then the pioneers pull the followers. For the world to know Vietnam, it is not only because Vietnam is the destination but also because of where Vietnam is going.
