Vietnam to export poultry meat and eggs to Mongolian market

Mr. Nguyen Van Long - Director of the Department of Animal Health (Ministry of Agriculture and Rural Development) had an interview with reporters and the press about this issue.

It is known that recently, the Ministry of Agriculture and Rural Development has completed negotiations on the export of poultry meat and poultry eggs to Mongolia. Can the Department provide more specific information about the results of this negotiation?

Within the framework of the State visit to Vietnam of the President of Mongolia, on November 2, 2023, the Director General of the General Veterinary Department of Mongolia, Head of the veterinary agency of Mongolia visited and worked at the Department of Animal Health, and agreed and officially signed the export quarantine certificate forms.

Specifically, the form of Quarantine Certificate for frozen goat and sheep meat originating from disease-free areas for foot-and-mouth disease and small ruminant cholera (PPR) according to Mongolian regulations, ensuring compliance with the recommendations of the World Organization for Animal Health (WOAH) for export to Vietnam; form of Quarantine Certificate for export of animal products (including fresh and processed poultry meat; eggs and poultry egg products) from Vietnam to Mongolia.

This is the result of efforts after more than 7 years of negotiations in accordance with international regulations and practices, as well as implementing the direction of the leaders of the Ministry of Agriculture and Rural Development in the spirit of good cooperation between Vietnam and Mongolia. At the same time, to implement the contents of the Minutes between the Vietnam - Mongolia Intergovernmental Committee on Trade Cooperation.

Also at the meeting on November 2, 2022, the General Department of Veterinary Medicine of Mongolia and the Department of Animal Health agreed to request Mongolian enterprises to carefully study Vietnam's regulations and register enterprises exporting frozen goat and sheep meat to be evaluated, accepted, and published on the website of the Department of Animal Health (https://cucthuy.gov.vn/) in accordance with Vietnamese law. After that, Vietnam Agricultural Industry Group Joint Stock Company can register for quarantine of imported frozen goat and sheep meat from Mongolia in accordance with regulations.

On the other hand, the fact that Vietnamese animal products have been able to access new markets shows the effective implementation of the National Plan for the Prevention and Control of Avian Influenza; the National Plan for the successful establishment of disease-free zones and facilities for poultry to promote the export of animals and animal products (including fresh and processed products) to foreign markets. This is also a premise for Vietnamese fresh/frozen poultry meat and egg products to access new markets.

The livestock industry in Mongolia, with its unique steppe terrain, mainly develops nomadic livestock farming under veterinary control. Poultry farming in Mongolia accounts for a very low proportion.

Therefore, the Mongolian market is a potential market for Vietnamese poultry meat and egg products, and Vietnam will have many advantages when accessing this market.

Besides, the development trend of the economy and the consumption habits of people also change, especially the young people have access to fast food stores such as McDonald's, KFC, etc., which will open up many opportunities for Vietnamese businesses.

It is known that the Department is also negotiating to export poultry meat to South Korea and the United Kingdom; and negotiating to export poultry eggs to South Korea and the Maldives. Can you provide specific information about this?

Since the first successful negotiation on exporting heat-processed chicken to Japan in 2017, up to now, in addition to Vietnam being able to export processed chicken to demanding markets such as Japan, Hong Kong (China), Eurasian Union countries, and recently Mongolia is the first country to allow the import of poultry meat and poultry eggs (including fresh and processed products).

The Department of Animal Health has been negotiating to open more markets such as Hong Kong (China), Korea, EU, UK, and Middle Eastern countries.

In September 2023, the Department of Animal Health received and worked with the Korean food safety inspection team to inspect the processed chicken production chain of CP Company, Koyu & Unitek Company and the UK inspection team to inspect the management system and production of processed chicken for export in Vietnam. The Department of Animal Health is waiting for the reports of the inspection teams.

Currently, what livestock products are exported from Vietnam and what is the turnover, sir?

Currently, Vietnam has officially exported a number of animals and animal products to foreign markets, with an average export value of over 450 million USD/year.

Specifically, Vietnam exports bird's nests, milk and dairy products, and feathers to the Chinese market; processed chicken meat and poultry eggs to the Japanese market, Hong Kong (China), the Eurasian Economic Union, and Mongolia; eggs (including fresh and processed eggs) to dozens of countries and territories; pork to the Hong Kong (China) market; and honey to countries such as the United States and the EU.

Expanding export markets is an opportunity for livestock products to increase their value. But to export, it is important to build disease-free zones. How far has the construction of disease-free zones for each group of pork and poultry products been carried out, sir?

In the first 6 months of 2023, Vietnam has built 1 region and 235 disease-free facilities, specifically, 1 district-level region and 93 disease-free facilities for poultry; 130 disease-free facilities for pigs; 12 disease-free facilities for other livestock.

Up to now, the whole country has 4,037 facilities and areas certified as disease-free in 57 provinces and cities, including 01 provincial-level disease-free area, 39 district-level disease-free areas, 180 commune-level disease-free areas and 1,991 disease-free facilities.

On July 25, 2023, the Prime Minister issued Decision No. 889/QD-TTg approving the National Plan for building disease-free facilities and zones for livestock and poultry serving domestic consumption and export, period 2023 - 2030.

This is an especially important and necessary basis for localities, businesses and breeders to prioritize allocating resources to build disease-free areas for export in the coming years.
