According to the report of the United Nations Office on Drugs and Crime, there are about 244 million migrants in the world and the number continues to increase due to the impact of terrorism, conflict, violence... Many of them become victims of about 510 human trafficking rings in the world.
Particularly in the Mekong sub-region, including Vietnam, human trafficking and illegal migration are estimated to occur, with estimated profits from human trafficking in the region reaching tens of billions of USD per year.

Vietnam has had many policies and law enforcement results on preventing human trafficking crimes through illegal migration abroad.
Regarding legal policies, the President ratified the Convention against Transnational Organized Crime and the Protocol on the Prevention, Suppression and Punishment of Trafficking in Persons, Especially Women and Children; the ASEAN Convention against Trafficking in Persons; the National Assembly passed the Law on Prevention and Suppression of Trafficking in Persons 2011, the Penal Code 2015 and the Law amending and supplementing the Penal Code 2015, which fundamentally revised the provisions related to the crime of human trafficking in the direction of expanding the acts and increasing the level of punishment to approach new international laws.
In the field of labor migration, the National Assembly passed the Law on Vietnamese people working abroad in 2016 and the Government, relevant ministries and sectors, especially the Ministry of Labor, War Invalids and Social Affairs, have issued many documents guiding the implementation of labor crossing the land border. The Government has signed and effectively implemented international treaties with Cambodia and China to create favorable conditions for laborers to be sent across the border to work in order to limit illegal migration and the risk of being trafficked abroad.
In the field of marriage and adoption involving foreign elements, the National Assembly promulgated the Law on Marriage and Family, the Law on Civil Status, and the Law on Adoption; the Government promulgated decrees detailing the implementation of a number of articles of the Law on Marriage and Family, on marriage and family relations involving foreign elements. The Ministry of Justice promulgated circulars guiding the implementation to rectify marriage involving foreign elements, including overcoming loopholes to prevent human trafficking criminals from taking advantage of criminal activities in this field.
As a standing agency, the Ministry of Public Security has presided over and coordinated with ministries and branches to submit to the Prime Minister documents implementing the law on prevention and combat of human trafficking, approved and effectively implemented the national program on prevention and combat of human trafficking and projects in each phase; approved the National Day for Prevention and Combat of Human Trafficking on July 30, which focuses on preventing and combating human trafficking through illegal migration abroad.
In particular, the Ministry of Public Security has advised the Prime Minister to issue a directive on preventing and combating the situation of Vietnamese citizens illegally exiting, migrating, residing and working illegally, and violating the law abroad in order to limit the situation of human trafficking criminals taking advantage of the situation to send people abroad for sale.
Law enforcement results
The Ministry of Public Security has issued many plans to direct and guide local police to coordinate with relevant departments, agencies and sectors to conduct a general investigation and review of the situation of human trafficking crimes and other related subjects, focusing on reviewing cases, criminals, victims of trafficking, cases of marriage with foreigners, human trafficking activities; strengthening the work of grasping the situation, resolutely eliminating illegal migration routes; illegal marriage brokerage establishments, illegal adoptions, and venues organizing meetings for foreigners to meet Vietnamese women who want to marry foreigners.
At the same time, direct the rectification of state management of security and order, especially in the fields of resident management, foreigner management, immigration management, and management of conditional business establishments to promptly detect and handle violations.

In particular, investigating and discovering human trafficking cases, illegal migration routes, disguised brokerage centers, and profit centers for marriage and adoption with foreign elements to trick women into selling abroad.
Thanks to that, the authorities have investigated and solved hundreds of cases, and arrested hundreds of related subjects. The police, prosecutors and courts at all levels have coordinated to speed up the progress and select typical cases for investigation, prosecution and trial; many localities have brought human trafficking cases to public and mobile trials to improve people's compliance with the law and deter criminals, with severe sentences to punish criminals.
Regarding international cooperation, on the basis of bilateral cooperation agreements between Vietnam and other countries on preventing human trafficking and on land border management, the Ministry of Public Security coordinates with relevant ministries and branches to direct local authorities, especially provinces bordering Cambodia, Laos, and China, to proactively coordinate in exchanging information, verifying, investigating, arresting criminals, rescuing and receiving back victims of human trafficking.
Meanwhile, the Ministry of Foreign Affairs has actively directed and guided Vietnamese representative agencies abroad, focusing on countries with many Vietnamese victims of human trafficking, to carry out protection work, deploy a citizen protection hotline to promptly resolve consular functions; and actively propagate, educate, and assist Vietnamese citizens.
In addition, localities proactively coordinate with international organizations such as the United Nations Children's Fund (UNICEF), the United Nations Alliance against Human Trafficking in the Mekong sub-region, the International Organization for Migration, World Vision, etc. to implement support projects to promote communication and counseling on foreign marriages and safe migration.
