Vietnam signs cooperation agreement to develop semiconductor chips

Vietnamese authorities have signed cooperation agreements with several US corporations to promote design capacity, product development and human resource training for semiconductor chip manufacturing.

At noon on September 19 (late night of the same day Hanoi time), Prime Minister Pham Minh Chinh had lunch and worked with CEOs of leading US enterprises and corporations in the semiconductor sector. Members of the high-ranking Vietnamese delegation, US Ambassador to Vietnam Marc Knapper and Mr. John Neuffer, President and CEO of the Semiconductor Industry Association (SIA) attended.

Here, Prime Minister Pham Minh Chinh witnessed the signing ceremony of three memorandums of understanding between the National Innovation Center (Ministry of Planning and Investment) and Cadence Design Systems, Inc. on implementing activities to promote product design and development capacity; the National Innovation Center and Arizona State University on developing human resources for the semiconductor industry; and the Vietnamese Ministry of Education and Training and Intel Corporation on developing human resources for high-tech industries.

According to Minister of Planning and Investment Nguyen Chi Dung, this is the next step in implementing cooperation between organizations and enterprises in the US semiconductor industry with Vietnamese partners. If the US is a leading country in the semiconductor industry with many outstanding technological achievements, Vietnam has a lot of potential and opportunities to develop with full capacity, a stable political system, and a favorable geographical location.

Minister Dung affirmed that the Vietnamese Government, especially Prime Minister Pham Minh Chinh, is very interested in promoting investment cooperation and developing the semiconductor industry. He assigned the Ministry of Planning and Investment, the Ministry of Information and Communications, and other ministries and sectors to develop strategies and action plans to develop this industry in Vietnam, and to develop a human resource development project with the goal of forming a team of 50,000 engineers for this industry by 2030.

Vietnam has built a large enough electronics industry domestically; has a good workforce in the technical and technological fields suitable for the semiconductor industry. Many research and training units have prestige in the semiconductor field such as Hanoi National University and Ho Chi Minh City National University, Hanoi University of Science and Technology, many large enterprises have resources and are ready to cooperate to develop the semiconductor industry.

Along with that, Vietnam has established the National Innovation Center (NIC) and three high-tech parks in Ho Chi Minh City, Hoa Lac (Hanoi) and Da Nang, ready to welcome semiconductor investors with high incentives. NIC and these high-tech parks will be an important bridge to support the development of the Vietnamese semiconductor industry ecosystem.

Prime Minister Pham Minh Chinh said that in addition to the existing cooperation focuses, in the statement establishing the Comprehensive Strategic Partnership, Vietnam and the US agreed to make science, technology, and innovation an important new pillar in the bilateral relationship. Therefore, he suggested that businesses of the two countries actively coordinate, focus resources and intelligence, and prioritize a number of key areas for Vietnam, including the semiconductor industry.

The Head of Government welcomed semiconductor enterprises that have invested and operated in Vietnam, contributing to promoting the upgrading of Vietnam-US bilateral relations. He suggested that US semiconductor enterprises continue to cooperate and invest more deeply, widely and more in Vietnam in all stages such as infrastructure investment; technology transfer, design, production and distribution organization; human resource training with the participation of enterprises and research and training facilities of both countries.

From there, Vietnam will have the conditions to improve the quality of human resources and business capacity and gradually participate more deeply in the value chain and supply chain of the global semiconductor industry in many stages from design, assembly, packaging, testing, and production.

The Prime Minister said the Government and ministries will create an equal and healthy business environment, creating the best conditions for foreign enterprises to invest and operate more and more conveniently, including American semiconductor enterprises.

Prime Minister Pham Minh Chinh arrived in New York on the evening of September 19 (morning of September 20, Hanoi time) to attend high-level meetings of the United Nations General Assembly. This is part of the Prime Minister's working trip to the US from September 17-23, taking place right after President Biden's visit to Vietnam.
