Vietnam aims to operate high-speed railway by 2045

The government aims to start construction of the North-South high-speed railway in 2030 and complete and put the entire route into operation in 2045.

On October 31, the Government issued an action program on the development orientation of Vietnam's railways to 2030 with a vision to 2045.

Accordingly, the Government aims to complete the approval of the investment policy for the North-South high-speed railway project by 2025. The work of proposing investment policies for newly built railway lines and urban railways is also being carried out. Existing railway lines are being upgraded and renovated.

Vietnam will start construction of the North-South high-speed railway in 2030, with priority given to the Hanoi-Vinh and Ho Chi Minh City-Nha Trang sections. Half of the urban railway length in Hanoi and Ho Chi Minh City is in operation. Some urban railways in cities with a population of one million or more are also being built.

By 2045, Vietnam will complete and put into operation the North-South high-speed railway. The key routes in Ho Chi Minh City and Hanoi will be completed. The urban railway network in the two largest cities in the country will be completed.

To achieve the above goal, the Government will prioritize investment capital for the North-South high-speed railway, including sources of increased revenue and cost savings. Economic sectors are called upon to participate in railway business and transport support services.

The Politburo's conclusion in March set a target of completing approval of the investment policy for the North-South high-speed railway project by 2025 and starting construction before 2030. The Hanoi-Vinh and Ho Chi Minh City-Nha Trang high-speed railway sections are given priority to start construction in the 2026-2030 period; striving to complete the entire North-South high-speed railway route before 2045.

There are currently two high-speed railway options. In February 2019, the Ministry of Transport submitted to the Government a pre-feasibility report on the North-South high-speed railway project passing through 20 provinces and cities. This is a double-track, 1,435 mm gauge, electrified line, with a design speed of 350 km/h and an operating speed of 320 km/h.

At the end of 2022, the Project Appraisal Consultant pointed out some disadvantages of investing in a 350 km/h railway and proposed a plan to carry both passengers and freight, with an operating speed of 225 km/h for passenger trains and 160 km/h for freight trains, with an investment capital of more than 61 billion USD. The Government Party Committee and the State Appraisal Council have requested the Ministry of Transport to further study this plan.

On October 18, the Government Office announced the conclusion of Deputy Prime Minister Tran Hong Ha, requiring the development of the North-South high-speed railway to be synchronous, modern, in line with world trends, with a design speed of 350 km/h and truly become the backbone.
