On the afternoon of July 3, at the Government headquarters, Prime Minister Pham Minh Chinh received Ms. Armida Salsiah Alisjahbana, Under-Secretary-General of the United Nations and Executive Secretary of ESCAP, who is on an official visit to Vietnam.
Appreciating the significance of Ms. Armida Salsiah Alisjahbana's visit to Vietnam, Prime Minister Pham Minh Chinh affirmed that Vietnam highly values the role of the United Nations in promoting multilateral cooperation to solve global issues, as well as the important contributions of ESCAP to socio-economic development in the Asia-Pacific region since its establishment over 75 years ago.
The Prime Minister said that Vietnam is building and developing the country based on three pillars: building a socialist rule-of-law state, socialist democracy and a socialist-oriented market economy; promoting three strategic breakthroughs in institutions, human resources and infrastructure.
At the same time, Vietnam builds an independent and self-reliant economy associated with proactive and active international integration, comprehensively, practically and effectively. In that process, Vietnam takes people as the center, subject, goal, driving force and resource of development; does not trade progress, social justice and environment for mere economic growth; affirms that Vietnam attaches great importance to efforts to promote a peaceful, cooperative and developing environment in the world; is determined to develop people, protect nature and the living environment.
The Prime Minister suggested that the United Nations in general and ESCAP in particular continue to promote their strengths to support member countries, including Vietnam, in planning and implementing socio-economic development policies.

The UN Deputy Secretary-General and ESCAP Executive Secretary highly appreciated Vietnam's extremely important achievements in socio-economic development and sustainable recovery after the Covid-19 pandemic as well as Vietnam's positive and effective contributions to the United Nations in general and ESCAP in particular.
Highlighting Vietnam's efforts and commitments to implementing the Sustainable Development Goals (SDGs), responding to climate change, implementing the Just Energy Transition Partnership (JETP), digital transformation, etc., Ms. Armida Salsiah Alisjahbana believes that Vietnam will complete its socio-economic development goals, becoming a model that can share experiences with many other countries.
Ms. Armida Salsiah Alisjahbana affirmed that ESCAP and United Nations organizations are ready to support Vietnam in accelerating the implementation of the SDGs, preparing to participate in the SDG Summit organized by the United Nations Secretary-General in September 2023 in New York, equitable energy transition, climate change adaptation, and digital transformation.
Regarding the current world situation and context, the two sides shared concerns about the negative impacts of global challenges such as conflicts, climate change, inflation, etc.
Prime Minister Pham Minh Chinh emphasized that global issues affect all people, so a global and all-people approach is needed; especially ensuring fairness and justice.
The UN Deputy Secretary-General also stressed the importance of international cooperation, whole-of-Government and whole-of-society approaches in addressing these challenges.
ESCAP is one of the five regional Economic and Social Commissions under the United Nations Economic and Social Council (ECOSOC), entrusted by ECOSOC with the responsibility as a "Center for Economic and Social Development of the Asia-Pacific Region", with the following functions and tasks: Promote economic and social development cooperation and strengthen cooperative relations between countries in and outside the region; Research and disseminate information on socio-economic, technical and development issues in countries in the region; Provide technical assistance to countries in the region to address issues related to socio-economic development and be responsible for coordinating the activities of United Nations agencies in the region. ESCAP has been involved in Vietnam since the country's reunification and has provided technical assistance to most economic and social sectors; ESCAP's current focus of activities is also in line with the interests of the Vietnamese Government. In the context of the current situation in Vietnam, the issues that ESCAP is interested in are also the major issues that the Vietnamese Government is interested in. This uniformity is a favorable condition for ministries and branches to strengthen cooperation and seek the assistance of ESCAP, especially in three aspects: policy planning and socio-economic development strategies; directions and policies to remove difficulties in a specific field or issue; improving the capacity of cadres and employees through training courses and seminars organized by ESCAP in many fields such as macroeconomic policy, social issues, agricultural development, transportation, information and communication, statistics, natural disaster prevention, environmental protection, etc. |
