Vietnam - Brazil negotiate Agreement on mutual exchange and protection of confidential information

During the cooperation process, the two sides have exchanged a lot of information, but the provision and transfer of confidential information has no legal basis to bind the responsibilities of each party in the management and use process.

From June 25 to 27, in Brasilia (Brazil), a round of negotiations on the Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Federal Republic of Brazil on the exchange and protection of confidential information took place.

Representatives of the two Governments signed to confirm the draft agreement and the Minutes recording the negotiation results.

Under the authorization of the Prime Minister, the Vietnamese Government's negotiation delegation was led by Colonel Nguyen Anh Tuan, Deputy Director of the Department of Internal Political Security (Ministry of Public Security), with members including experts from the Ministry of Public Security, the Government Office, the Ministry of Foreign Affairs, and the Ministry of Justice. The Brazilian negotiation delegation was led by Lieutenant Colonel José Carlos Comel Junior, Director of the Department of Security and Certification, Office of Institutional Security of the Presidential Palace. Vietnam and Brazil officially established diplomatic relations on May 8, 1989 and established a comprehensive partnership in May 2007. 2024, marking the 35th anniversary of the establishment of diplomatic relations between Vietnam and Brazil and the 17th anniversary of the comprehensive partnership, is a step forward for the two countries to get closer, opening up opportunities for cooperation in many fields. In recent times, the two sides have signed many cooperation documents in various fields, such as: Agreement on educational cooperation between the Government of Vietnam and the Government of Brazil, Memorandum of Understanding on Cooperation between the Ministry of National Defense of Vietnam and the Ministry of National Defense of Brazil, Action Plan for the period 2024 - 2026 implementing the Memorandum of Understanding on agricultural cooperation between the Ministry of Agriculture and Rural Development of Vietnam and the Ministry of Agriculture and Livestock of Brazil, Action Plan for the period 2024 - 2025 between the Diplomatic Academy of Vietnam and the Rio Blanco Academy... During the bilateral cooperation process, the two sides have exchanged a lot of information related to the fields of cooperation, including state secret information. However, the provision and transfer of confidential information has no legal basis to bind the responsibilities of each side in the management and use process. In the spirit of friendship, cooperation and mutual understanding, the two sides met and negotiated on the basis of the English version of the draft Agreement developed by Vietnam. The two sides reached an agreement on the name of the agreement, the competent authority to sign it, and the contents of the draft agreement. At the end of the negotiation, the two sides signed the confirmation of the draft agreement and signed the Minutes of the negotiation results, and agreed to report to the competent authority of each country to allow the signing of the Agreement as soon as possible.
