Hospital charges on request at public hospitals: Only applicable to voluntary users

On July 1, the Ministry of Health issued Circular No. 13/2023/TT-BYT stipulating the price framework and pricing method for medical examination and treatment services upon request provided by State medical examination and treatment facilities.

This Circular aims to guide medical examination and treatment facilities to develop price lists for medical examination and treatment services in accordance with the requirements of the law; at the same time, encourage medical examination and treatment facilities to improve the quality of medical examination and treatment services, promote facilities and a team of highly qualified doctors and nurses, contributing to improving income so that medical staff can confidently serve for a long time. Along with that, the Circular will also contribute to meeting the increasingly high and diverse demands of the people when using medical examination and treatment services at public medical facilities; limit people with economic capacity to go abroad for medical examination and treatment and attract foreigners and overseas Vietnamese to receive medical examination and treatment in Vietnam.

The Ministry of Health emphasized that the price of on-demand medical examination and treatment services at public medical examination and treatment facilities only applies to those who voluntarily register to use on-demand medical examination and treatment services (accounting for 5-10% at provincial and central hospitals). People with health insurance cards still pay according to the price levels in the regulations related to health insurance, so they are not affected. In particular, the circular also stipulates a number of quality indicators and principles that public medical examination and treatment facilities must implement when providing on-demand services, such as: the rate of on-demand hospital beds must not exceed 20% compared to the average beds of the previous year; the time for experts and good doctors to participate in on-demand medical examination and treatment must not exceed 30%.
