This is also good and appropriate. Basically, if the government provides methods and standards, businesses can base on that to calculate themselves, so that prices do not fluctuate too much.
With the domestic petroleum market, gradually allowing enterprises to be autonomous in the purchase and sale of petroleum according to the market mechanism will be a problem that the management agency must consider and must have a gradual transition. In these transitional steps, perhaps allowing enterprises to calculate and announce retail prices within the prescribed limits is also necessary.

Public opinion is also a bit worried about this issue and that issue. However, without such stepping stones, it is difficult for the market to move towards a market economy.
The oil market in each country still has two roles in parallel, the government still regulates and manages but still lets oil operate according to the market mechanism. Oil is one of the essential commodities. If we loosen management, it will cause great risks.
The management agency also proposed to transfer the Petroleum Price Stabilization Fund to the state budget for management and would not spend it as it is now, but would only use it when the market fluctuates abnormally. What is your assessment of this proposal?
Regarding the Petroleum Price Stabilization Fund, countries may have different methods, but in Vietnam, we currently have nothing that can replace it in adjusting petroleum prices according to the State's requirements. Therefore, abolishing the Petroleum Price Stabilization Fund is impossible, but how to manage it is the problem. If it is brought under State management, there will be advantages such as being tighter, better, clearer, and more transparent. There will no longer be the ambiguity of petroleum traders like before.

However, this also has its difficulties when placing the responsibility on the shoulders of the state. Therefore, along with this proposal, the drafting agency needs to conduct research to have a mechanism to manage and supervise this Fund more closely, ensuring the use of the Fund in a reasonable and effective manner.
For distributors, the Ministry of Industry and Trade continues to propose that this group can only buy gasoline from the main source and not buy and sell gasoline from each other. What is your opinion on this issue?
This is true, especially when we develop independent gasoline retail businesses. Traders only buy from the source and sell to businesses, not to buy and sell to each other to strictly control the quality of goods, protect consumers and protect legitimate businesses.
