On May 15, Mr. Pham Le Tuyen (born in 1993, residing in Hung Nguyen district, Nghe An) said that the People's Court of Nghe An province had just issued an official dispatch responding to his family's request for bail for his mother, Ms. Le Thi Dung - former Director of the Continuing Education Center (Center for Continuing Education) of Hung Nguyen district.

According to Official Dispatch No. 12/CV-HS signed by Mr. Pham Hong Trang - Deputy Chief Justice of Nghe An Provincial People's Court, on May 5, the Provincial People's Court received an urgent petition from Mr. Pham Ngoc Thach (Ms. Dung's husband) and Mr. Le Pham Tuyen requesting bail for Ms. Le Thi Dung, who has been detained since March 28, 2022.
Pursuant to Articles 333, 337, and 339 of the Criminal Procedure Code, the time limit for appeal against the first instance judgment is 15 days from the date of judgment. The time limit for appeal by the People's Procuracy at the same level is 15 days, and by the People's Procuracy at a higher level is 30 days from the date of judgment.
The court of first instance must send the case file to the appellate court within 7 days from the date of expiration of the appeal or protest period.
“ Because the appeal and protest period has not yet expired, the People's Court of Nghe An province has not yet received the case file, so there is no basis to consider the bail applications of Mr. Pham Ngoc Thach and Mr. Pham Le Tuyen ,” the response document stated.

Previously, Mr. Tuyen said that because Mrs. Dung is old and has many illnesses such as heart disease, high blood pressure, colon disease, high cholesterol, etc., she has to take medication regularly.
Because of concerns for her mother's health and considering the nature of the case, during her detention for over a year, the family submitted three applications for bail for Ms. Dung to return home, but were not approved by the authorities.
As reported, on April 24, the People's Court of Hung Nguyen district concluded the first instance trial and sentenced Ms. Le Thi Dung to 5 years in prison for the crime of "Abusing position and power while performing official duties".
According to the indictment, from the 2011-2012 school year to the 2015-2016 school year, Ms. Dung made duplicate payments (paid twice) of VND 44,762,877 for the same content: Party cell secretary; graduate study and inspection training.
At the trial, although there were many mitigating circumstances, because Ms. Dung did not admit guilt and did not remedy the consequences, the court sentenced her to 5 years in prison for the crime of "Abusing position and power while performing official duties".
Meanwhile, Ms. Nguyen Thi Huong, who accused Ms. Dung, received a 2-year suspended sentence. It is known that the People's Court of Hung Nguyen district has received Ms. Dung's appeal against the entire first instance judgment. This unit is completing the file to transfer to the People's Court of Nghe An province to resolve the case according to the appeal procedure.
