Why is the first water intake result of the 2025 Spring crop lower than previous years?

According to the Department of Irrigation (Ministry of Agriculture and Rural Development), the first water intake for the 2025 Spring crop was carried out as planned. The total water intake period lasted 5 days, from 0:00 on January 12 to 24:00 on January 16, 2025.

The weather in the Northern region during the first water intake period is generally dry, no rain, low humidity; early morning fog in some places, sunny during the day; cold, mountainous areas are very cold, some places are very cold.

To ensure water levels for downstream areas, Hoa Binh, Tuyen Quang and Thac Ba hydropower reservoirs have increased power generation from 12:00 on January 9, 2025 (2.5 days before the first water intake day).

The water level of the Red River at the Hanoi Hydrological Station (Long Bien Bridge area) in the first phase averaged 1.47m, the highest reached 1.95m. The total discharge volume of hydroelectric reservoirs in the first phase was 1.363 billion m3 of water.

With the water level in the first phase, irrigation works have been renovated, repaired, upgraded, and field pumping stations are qualified to operate to take water. However, the ability to push back salinity is not good, and high salinity intrusion in the downstream area of ​​Thai Binh River has affected the water taking capacity of some works.

Prevent water loss

Statistics up to now, the total planting area for the 2025 Spring crop of 11 provinces and cities (including Hanoi) has reached more than 181,446ha/488,615ha, equal to 37.1% of the planned planting area.

Phu Tho province is the locality with the largest 2025 spring crop area with enough water, at 83.5%. Next are the provinces: Nam Dinh 60.5%; Ninh Binh 43.4%; Ha Nam 42.5%... In Hanoi alone, the water-supplied area by the end of January 16 only reached 20%.

According to the assessment of the Department of Irrigation, compared to the Spring crop of previous years, the area with water is 10 - 20% lower. The reason is that before and during the first crop, the entire Northern region had almost no rain, the fields were dry, so the amount of water for land preparation increased.

Deputy Director of the Department of Irrigation Nguyen Hong Khanh said that after the first phase, localities will continue to operate irrigation works to get water using makeshift pumping stations, taking advantage of the tides... It is expected that before the second phase of water intake, the area with enough water to prepare the land will increase by about 10 - 15%.

To ensure water sources for planting and save water discharge, the Department of Irrigation has sent a document requesting the Department of Agriculture and Rural Development of provinces and cities in the Northern Midlands and Delta to continue operating irrigation works to bring water to the fields before the second phase if water source conditions permit.

Organize and guide people to prepare the land early to retain water in the fields, strengthen the embankments and plot banks, and ensure against water loss for areas that have been supplied with enough water. For areas with enough water, it is necessary to urgently organize planting.

The Department of Irrigation also requested that localities with low water availability (Hanoi, Bac Ninh, Hung Yen) review areas of cultivation that may be lacking water; install field pumping stations and implement plans to supplement water sources.

 

It is expected that the second phase of water intake for the 2025 Spring crop will start from 0:00 on February 8 to 24:00 on February 14, 2025 (a total of 7 days). Hydropower plants will operate at maximum power generation capacity about 2-3 days in advance, the flow will be maintained at a high level (the average water level is expected to reach about 1.7-1.9 m at the Hanoi Hydrological Station), so the irrigation works will have favorable conditions to take water. Depending on the progress of water intake, the second phase can be flexibly adjusted to ensure water conservation.
