The Traffic Police Department, Ministry of Public Security is consulting on the development and completion of a draft Decree regulating administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points and restoration of driving license points.
One of the notable proposals of this draft is the proposal to increase administrative penalties for some groups of behaviors that are direct causes of traffic accidents.

Accordingly, the Traffic Police Department proposed to increase the fine for motorbike drivers who do not comply with traffic light signals (run red lights) to 4-6 million VND, instead of the current level of 800,000 - 1 million VND.
The drafting committee also found that the fine for handing over a vehicle to an unqualified person should be increased to VND8-10 million. The current fine is VND600,000-800,000.
According to the Traffic Police Department, to ensure traffic order and safety, law enforcement must be strict, both in terms of propaganda and deterrence. In particular, increasing penalties to deal with violations, especially intentional violations of traffic order and safety, is necessary.
For example, not obeying traffic lights is common in Hanoi and many other large cities and provinces, mainly in the early morning or at night at intersections where there are no traffic police on duty.
The main violators are motorcyclists and motorbike drivers. This behavior poses a very high risk of causing traffic accidents and intentionally violating traffic safety and order.
Many vehicles stop at red lights illegally.
In Hanoi, from the beginning of July 2024, authorities have piloted the use of cameras to fine motorbikes at two intersections on Pham Van Bach Street, Cau Giay District. However, the situation of motorbike drivers violating red light violations is still quite common.
According to the explanation of the Traffic Police Department, the basic cause of red light running behavior comes from the subjective awareness of traffic participants. Currently, the traffic monitoring system focuses mainly on handling car drivers who violate the law.
Meanwhile, the imposition of fines on motorcycles is still limited because the transfer of ownership of motorcycles is not strictly implemented by the people. In addition, this type of vehicle is not yet subject to registration inspection.
