Why do some vocational schools have good enrollment while others do not have enough students?

On the afternoon of November 9, at Ho Chi Minh City College of Economics, the first conference of the Council of Principals of colleges and intermediate schools in the city in 2023 took place. Mr. Duong Anh Duc, Vice Chairman of Ho Chi Minh City People's Committee, Chairman of the Council of Principals attended and chaired the conference.

Speaking at the conference, Mr. Duong Anh Duc commented: "Vocationaleducation plays a very important role in the economic and social development of the country. In Ho Chi Minh City, there are 376 vocational education institutions with hundreds of thousands of graduates of all levels every year, helping Ho Chi Minh City to be the locality with a high rate of vocational schools and trained workers compared to other localities in the country".

According to Mr. Duc, recently there has been a situation where there are prestigious colleges and intermediate schools that have no difficulty in recruiting students, and graduates have jobs right away, but there are also many schools that cannot meet their enrollment quota.

"There are many reasons for this situation. Partly due to the influence of the open policy in university admissions and partly due to the reputation of each school, when the quality of training and learning conditions are not guaranteed or do not attract students.

Many vocational training institutions have degraded facilities, outdated teaching techniques, small land areas, and do not meet the minimum area as prescribed...", said Mr. Le Van Thinh, Director of the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City, Permanent Vice Chairman of the Council of Principals.

Besides schools with difficulties in recruiting, many colleges and intermediate schools have very favorable recruitment conditions.

However, according to Mr. Thinh, the enrollment results in short-term training occupations alone account for a high proportion of the total enrollment results in recent years. That partly reflects the career choice trend of learners, who want to learn a profession quickly and enter the labor market early.

To help the city's vocational education institutions develop, Mr. Le Van Thinh noted that communication and vocational education guidance must be promoted in 2024. Schools are responsible for providing information on graduates (specific numbers in each profession and training level) according to the instructions of the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City to create a database of the field on the supply of trained labor.

“In addition, it is necessary to establish coordination and connection mechanisms between schools and businesses in each industry group to promptly supply human resources according to the recruitment needs of businesses and society,” Mr. Thinh emphasized.

Vice President Duong Anh Duc also expressed his wish that the 8 subcommittees of the Council of Principals must have a close working plan to find out the limitations and promote the strengths of vocational education in Ho Chi Minh City, from which to make proposals.

"However, first of all, schools must make efforts to standardize training programs, meet output standards to meet the needs of businesses, and promote key industries to create brands. At the same time, promote education quality assessment. In addition to promoting investment in facilities and equipment, schools can also cooperate and rent to optimize their financial operations," Mr. Duong Anh Duc shared.

The Council of Principals of Colleges and Secondary Schools was established in 2021, consisting of 8 sub-committees in charge of: transportation-warehousing-logistics, tourism-restaurant-hotel, mechanics-automation, information technology-communication, healthcare-beauty care -fashion , finance-credit-banking, construction-urban-environment, culture-arts-society and humanities.

Mr. Duong Anh Duc, Vice Chairman of Ho Chi Minh City People's Committee, is Chairman of the Council; Mr. Le Minh Tan, Director of the Department of Labor, Invalids and Social Affairs, is Permanent Vice Chairman of the Council, and Mr. Huynh Thanh Nhan, Director of the Department of Home Affairs, is Vice Chairman of the Council.

The Board of Principals proposed key tasks in 2024 including: communication, vocational education and career guidance; forecasting human resource needs, connecting labor supply and demand: improving the quality of post-vocational education training, training for policy beneficiaries, etc.
