No one opposes the process of university autonomy because the world's education system is moving towards this autonomy. However, in Vietnam, the process of university autonomy has many problems and needs a specific roadmap.
The two most important areas
There are two areas that are most important to the people: health and education. Developed countries have different approaches and policies for these two areas. There is educational autonomy, but there must also be educational subsidies, which come from the state budget. It is not true that subsidies are not good, because the decision to subsidize or not depends on each area. For example, Cuba subsidizes all education and health. Meanwhile, Nordic countries or Germany subsidize more than half.
Subsidizing health care and education is also the "socialist orientation" that Vietnam always affirms as its goal.
Many students are admitted to university but face financial burden due to high tuition fees.
The two fields of health and education have the greatest impact on people's lives. Therefore, the superiority of the socialist regime must be demonstrated most clearly, most extensively, most specifically, and most prioritized in these two fields.
People only need to look at health care and education to see the government's concern. Although Cuba is a socialist country that has been under the US embargo for many years and its economy has faced countless difficulties, its people still enjoy free education and health care. Cuban children do not have to pay tuition, and patients are treated for free. Not to mention, Cuba's health care system is developing with many achievements in research and application.
The question is why, in such difficult circumstances, Cuba is still a country with outstanding achievements in health care and education, recognized and admired by the whole world? For the people, wholeheartedly serving the people.
'Challenge of faith'
University education in Vietnam faces "trust challenges", not only for teachers, but also for the majority of the population. Children from many families are now admitted to universities, but tuition fees are high compared to the income of the majority, while schools are struggling to ask for tuition increases because universities in Vietnam must be "financially autonomous", but still not enough to organize research in schools, not enough to truly upgrade the qualifications of lecturers.
Besides, upgrading does not really mean "upgrading degrees", but rather upgrading the professional qualifications of teaching staff, not trying to publish many so-called "scientific research" articles in a number of foreign journals, including many "fake" journals that only require payment to be published.

Therefore, to regain the trust of the people, teachers, and university lecturers, the best way is for the state to have a clear educational target program, requiring schools to be somewhat autonomous, and the state to "subsidize" and finance some. The state must have a decentralized tuition payment system, the rich and the well-off pay at what level, the poor and the disadvantaged pay at what level, not to equate tuition fees.
In addition, the government needs to mobilize the billionaire and USD millionaire class to support highly effective research programs at universities so that schools have research funds, helping researchers to fully devote themselves to researching topics that serve higher-level education.
