Why is it necessary to adjust the direction of the 2,000 billion coastal route in Khanh Hoa?

According to the Management Board of Van Phong Economic Zone (EZ), after reviewing and consulting with functional units and localities in the project area, the project consultant assessed the need to adjust some project route directions compared to the old route plan that had been studied.

The area has the route of the Coastal Road from Van Luong commune (Van Ninh district) to Ninh Hoa town.

Specifically, section 1 from Km 0+400 - Km 1+640, locally adjusting the route to coincide with the existing road to avoid overlapping with the sea embankment project in Van Ninh district (just completed).

Section 2 from Km 3+120 - Km 4+100, section 3 from Km 4+650 - Km 5+150 and section 4 from Km 5+150 - Km 5+600 are adjusted to avoid the route going through the residential area; limit the impact and compensation for households in the project area.

Particularly, section 5 from Km 7+900 - Km 9+225, it is proposed to increase by 36m to avoid the production forest land area, avoiding digging and destroying about 70,000m3 of rock.

Mr. Hoang Van Khanh, Director of Van Phong Economic Zone Infrastructure Project Management Board, said that the local adjustment of the route creates a suitable boundary for site clearance, affecting less land and houses of people compared to the old plan.

The coastal route will contribute to connecting to the traffic system of Van Ninh district.

According to the leader of Van Ninh District People's Committee, if the route is kept according to the old plan, about 50 households will be affected, the locality will have to build a resettlement area at a cost of about 100 billion VND, resulting in compensation and land acquisition procedures taking a lot of time and money.

"Although the route adjustment increases construction costs, it has little impact on people's land and housing, reduces compensation and resettlement costs; and at the same time creates new development space for the locality," the leader of Van Ninh District People's Committee assessed.

Previously, Mr. Nguyen Khac Toan, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Khanh Hoa province, requested the Provincial People's Committee to direct the Management Board of Van Phong Economic Zone to coordinate with relevant units and the People's Committee of Van Ninh district to collect opinions, create consensus among the people, and maximize the effectiveness of the project.

The coastal road also contributes to connecting the economic and political centers of the northern localities of Khanh Hoa province.

According to the Management Board of Van Phong Economic Zone, the coastal road project from Van Luong commune (Van Ninh district) to Ninh Hoa town is part of the traffic and sea dyke system from Quang Ninh province to Kien Giang province.

Therefore, in the current period, investment in the project is very necessary to serve security and defense. The project also contributes to the formation of the coastal traffic network of the region, connecting with traffic in the Van Phong Bay area, meeting the transportation needs of Hon Khoi port (Ninh Hoa town). From there, it contributes to sharing, reducing the load, reducing traffic congestion on National Highway 1.

The coastal road project from Van Luong commune (Van Ninh district) to Ninh Hoa town has the starting point connecting to the northern approach road of Hien Luong 2 bridge (Van Luong commune), the end point connecting to the right side of National Highway 26B (Ninh Diem ward, Ninh Hoa town).

The route has a total length of more than 20km. Of which, nearly 12.5km passes through Van Ninh district and nearly 8km through Ninh Hoa town.

The total project investment is more than 2,000 billion VND, implemented in the period 2024 - 2027.
