Why are hundreds of PhDs, Masters, and staff... of Quang Binh University owed salaries?

On January 10, Quang Binh University confirmed information that 136 of the school's officials and employees had not received their salaries, ranging from 2 months to 7.5 months late depending on the case.

Quang Binh University is currently in a very difficult situation.

According to many lecturers at Quang Binh University, they have been owed salaries for many months, which has greatly affected their lives. Due to the lack of resources to pay, it is likely that many lecturers and staff of the school will continue to be owed salaries in the first months of 2024.

Due to difficulties in enrollment and reduced revenue, salary payments and other benefits for employees at Quang Binh University have not been made according to regulations. In addition, other payments such as overtime pay and rewards for lecturers and staff are also in arrears.

Quang Binh University currently has only over 1,000 students, more than half of whom are pedagogical students, so revenue has decreased.

As the Lunar New Year of Giap Thin approaches, workers who are owed wages are facing even more difficulties.

At the end of December 2023, the school's Trade Union Standing Committee registered to work with the Party Committee Standing Committee, the school's Board of Directors and relevant functional units to find measures to ensure the workers' regime. However, according to the conclusion of Party Committee Secretary and Principal Nguyen Duc Vuong, from January to March 2024, the school still had no source to pay salaries for 136 civil servants and contract workers.

The Trade Union of Quang Binh University has sent a report on the situation of delayed salary and benefit payments to the Quang Binh Provincial Labor Federation.

According to the leaders of Quang Binh University, the root cause of the salary arrears comes from the enrollment process. The large number of lecturers and workers currently recruited at a time when the school was still recruiting a large number of students (peaking at 10,000 students). But currently, the school has only over 1,000 students, more than half of whom are pedagogical students, so the revenue has decreased.

Quang Binh University has 99 civil servants receiving salaries from the state budget, 137 civil servants and contract workers receiving salaries from the unit's budget.

According to this leader, the school will soon have to restructure its staff, and those who are not in the job position will have to be laid off.

Quang Binh University is the only university-level training institution in the locality. The school currently has 236 officials and employees, including 154 lecturers and 82 administrative and service staff. Of the 236 officials and employees, 99 are paid by the state budget, 137 are contracted employees and employees receive salaries from the unit's budget.

In addition to salary arrears, Quang Binh University also owes about 2 billion VND in social insurance payments to staff and lecturers.
