On the morning of July 30, the delegation of the National Assembly - Standing Committee of the People's Council - People's Committee - Vietnam Fatherland Front Committee of Hanoi City held a conference to unify the implementation plan of the Law on the Capital and the time and content of the thematic session of the 16th term People's Council, term 2021-2026.
Deputy Secretary of the City Party Committee, Chairman of the City People's Council, Deputy Head of the National Assembly Delegation of Hanoi Nguyen Ngoc Tuan chaired the conference.
Also attending the conference were members of the Standing Committee of the City Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Lan Huong, Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha, Permanent Vice Chairman of the City People's Committee Le Hong Son; Vice Chairman of the City People's Council Pham Qui Tien.
Plan to organize 2 thematic meetings to specify the Law
The Standing Committee of the City People's Council said that the unification of the implementation plan of the Capital Law 2024 aims to enhance the initiative and high responsibility in organizing the implementation of the Law, ensuring timeliness, synchronization, and unity; ensuring effectiveness and operation in organizing the implementation of the tasks of the City People's Council.
At the same time, promptly specify the tasks of the City assigned in the Capital Law, improve the quality of the work of drafting resolutions of the City People's Council, continue to perfect the system of legal documents to implement State management in the City according to the prescribed authority. Thereby, ensuring compliance with the situation, conditions and contributing to promoting the effectiveness of State management according to the development orientation of the Capital in the coming time.
The Standing Committee of the City People's Council plans to organize two thematic sessions of the City People's Council to review and decide on detailed regulations and mechanisms and policies to implement the 2024 Capital Law. One session is expected to be held in November 2024 and one session is expected to be held in May 2025. Regarding legal normative resolutions, it is expected to consider 28 contents at the thematic session in November 2024 and 4 contents at the thematic session in May 2025.
With 21 contents of the resolution issued to implement the authority assigned in the Capital Law, the agencies assigned to preside over the drafting of documents proactively develop implementation plans. Focus on reviewing, researching and proposing central, key, necessary contents that can be implemented immediately for early promulgation, taking effect together with the enforcement of the Capital Law.
Departments and branches need to proactively review tasks to implement the Law.
After listening to the opinions of departments and branches on the tasks of implementing the Capital Law, speaking at the conference, Standing Vice Chairman of the City People's Committee Le Hong Son said that the Capital Law was passed on June 28, 2024 at the 7th Session of the 15th National Assembly and the Law has also been announced. The Capital Law 2024 takes effect from January 1, 2025 (of which 5 contents take effect from July 1, 2025).
The Capital Law is a law of decentralization and delegation of power, so most of the work and tasks are assigned to the People's Council and the People's Committee of the City. This is the task of the entire political system, under unified leadership and direction, therefore, there needs to be a common plan of the City Party Committee unified throughout the city.
Proposing 5 groups of tasks to implement the Law on the Capital, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son said that it is necessary to disseminate and popularize the content of the Law on the Capital 2024 throughout the city; review each field to determine the tasks of developing detailed legal documents. The Hanoi People's Committee established a working group of the city to develop legal documents; ensure specific mechanisms and conditions on funding and human resources to develop legal documents related to the Law on the Capital.
"The city needs to launch an emulation movement to soon put the Capital Law 2024 into practice, ensuring quality and efficiency, serving the development of the capital in accordance with the orientation of Resolution No. 15-NQ/TW of the Politburo on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045" - Permanent Vice Chairman of the City People's Committee Le Hong Son emphasized.
Highly agreeing with the spirit of implementing the Capital Law 2024 to ensure the effectiveness and efficiency of implementation, to develop legal documents with detailed regulations and regulations according to the authority assigned in the Capital Law 2024, the Chairman of the Vietnam Fatherland Front Committee of the City said: It is necessary to clearly define the responsibility of the entire political system in implementing the Law. In addition, carefully review to not miss the content and tasks in the Law that need to be specified in detail. Pay attention to and invest in the work of propagating, disseminating and training the Law; pay attention to collecting opinions from experts, managers, scientists and people during the implementation process by appropriate methods so that people can easily access and participate in giving opinions to bring about effectiveness.
Concluding the conference, Chairman of the City People's Council Nguyen Ngoc Tuan emphasized that the agreement to implement the plan to implement the Capital Law 2024 is a methodical, scientific, early, and remote preparation, concretizing the direction of the Standing Committee of the City Party Committee to the Party Delegation of the City People's Council and the Party Committee of the City People's Committee to bring the Law into life.
The Chairman of the City People's Council noted that departments and branches should proactively review tasks, propose tasks that need to be supplemented, revised, renewed, and contents that need to be changed... to send to the Office of the People's Committee, the Office of the National Assembly Delegation and the People's Council for agreement to complete the plan and report to the Standing Committee of the City Party Committee.
Emphasizing that the process of building the Capital Law 2024 has been very meticulous and responsible, Chairman of the City People's Council Nguyen Ngoc Tuan requested that all levels and sectors of the city make efforts with the highest sense of responsibility to implement the Capital Law in the most effective and quality manner.
