Of which, Van Don district has the largest number with 640 vessels and all are under the management authority of the district level. According to regulations, those Fishing vessels with a length of 6m or more must be registered in the national fishing vessel register and issued a fishing vessel registration certificate. Therefore, after Circular 06 / TT-BNN&PTNT of the Ministry of Agriculture and Rural Development and implementing the direction of the province, Van Don district is focusing on guiding temporary registered fishing boat owners to switch to official registration , striving to done within the month 8/2024 .

According to the review, in Van Don district, there are a total of 782 fishing vessels with a length of 6 to under 12m under the management authority of the district, of which 640 are temporarily registered. The remaining 142 vessels have been officially registered, granted, and re-granted fishing licenses. Implementing the direction of the Provincial People's Committee, coastal localities focus on eliminating "3 no" fishing vessels - no inspection, no registration, no operating license to be completed in 2024. In particular, Van Don district has issued a plan and established 2 working groups including members of the Department of Agriculture and Rural Development, the Department of Economic Infrastructure, the Tax Department of Cam Pha - Van Don - Co To area and the People's Committees of communes and towns to carry out this work. Up to now, the 2 working groups of the district have notified all 640 temporarily registered fishing vessel owners on the list announced by the Provincial People's Committee. Obtain information to complete related procedures for issuing official fishing vessel registration certificates to ensure fishing activities.
Mr. Nguyen Van Canh, owner of a fishing boat in Thang Loi commune (Van Don district), shared: My boat is 8m long but for many reasons I have not officially registered it. Recently, there was a new Circular and the district created favorable conditions to support the procedures, so now I have completed the official registration of the boat. I am very excited because having the official papers and license plate makes going to sea more secure.
Van Don is a locality with the fisheries sector as a key economic sector. In recent times, the district has focused on directing the dissemination and popularization of laws on exploitation and protection of aquatic resources, combating IUU fishing to raise awareness and compliance with the law among fishermen, and limit violations. At the same time, the management of fishing vessels has been tightened. Up to now, the district has no fishing vessels or fishermen illegally exploiting seafood abroad. Violations of exploitation and protection of aquatic resources have been promptly detected and handled to deter.

Mr. Ha Van Ninh, Deputy Head of the Department of Agriculture and Rural Development of Van Don district, said: We have coordinated with the Department of Home Affairs to advise the District People's Committee to issue a decision to assign a civil servant of the Department to be on duty at the District Public Administration Center to facilitate people to complete procedures to change from temporary fishing vessels to official fishing vessel registration. Accordingly, the registration dossier has 3 types of papers, including: Fishing vessel registration declaration certified by the People's Committee of the commune where the ship owner registers permanent residence, 2 9x12 photos of the fishing vessel, then go to the Tax Department to declare tax to receive a notice to pay the vessel's registration fee. The ship owner will then submit the dossier at the District Public Administration Center. The dossier receiving department of the Department of Agriculture and Rural Development will coordinate with the District Public Administration Center to enter data of each fishing vessel, then process and return the results to the ship owners.

From mid-July 2024 to present, the District Public Administration Center has received 400 sets of documents from fishing boat owners. Carry out procedures to convert temporary fishing vessels to official ones, of which 61 sets of documents have been assessed and the results are being returned to the fishing vessel owners. Van Don district is striving to complete the issuance of official registration certificates for all temporary fishing vessels in the area by early August, thereby effectively implementing solutions to combat illegal, unreported and unregulated fishing . At the same time, it helps the authorities to closely manage and monitor fishing activities in the area, contributing to the whole country's early removal of the yellow card of the European Commission.
