The right to life, the right to pursue happiness, freedom, equality… are basic human rights. Human rights are the result of the long history of the struggle for liberation, social reform and natural transformation of all mankind.

Awareness of people's diplomacy has been raised; the work of leadership, direction and state management of people's diplomacy has been promoted; the participating forces and partnerships have been expanded. People's diplomacy together with party diplomacy and state diplomacy have created a combined strength, actively contributing to maintaining a peaceful and stable environment, protecting national and ethnic interests; expanding and strengthening friendly relations and mutual understanding between our people and people of other countries, making the international community better understand the country and people of Vietnam, the policies and guidelines of our Party and State and the achievements of the renovation process; strengthening cooperation, creating more resources, international consensus and support for the cause of national construction and defense; at the same time, actively contributing to the common struggle of the world's people for peace, national independence, democracy and social progress; enhancing the role, prestige and international position of Vietnam. Along with the trend of democratization, the role, voice and participation of people's organizations are increasingly valued from the national, regional to global levels. Thoroughly grasping the Party's viewpoint on foreign affairs in the new situation; improving the effectiveness of people's foreign affairs, contributing to building a comprehensive and modern diplomacy with three pillars: party diplomacy, state diplomacy and people's diplomacy, the Secretariat requests Party committees at all levels, authorities, the Vietnam Fatherland Front, socio-political organizations and people's organizations. By focusing on thoroughly grasping and creating a profound change in awareness of the role, position and importance of people's foreign affairs, one of the three pillars of foreign affairs, creating the combined strength of a comprehensive and modern Vietnamese diplomacy. People's foreign affairs is the task of the entire political system, of each cadre, party member and citizen. Improving the effectiveness of people's foreign affairs is to contribute to consolidating the great national unity bloc, practically serving the cause of building and defending the Fatherland in the new situation. Strengthening the unified and comprehensive leadership and direction of the Party, the centralized and effective management of the State, the close and effective coordination between the three pillars of foreign affairs and between people's organizations with the core role of the Vietnam Fatherland Front, socio-political organizations and the Vietnam Union of Friendship Organizations. Consistently implementing the foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralizing and diversifying relations in foreign affairs activities. Continuing to strongly innovate the content and methods of operation, constantly improving the effectiveness of people's foreign affairs according to the motto " proactive, flexible , creative, effective " . Building a positive and favorable social foundation, strengthening and consolidating friendly relations, improving the effectiveness of cooperation with people of other countries, first of all neighboring countries, traditional friends, major countries and other important partners through people-to-people exchange activities, foreign non-governmental cooperation, development cooperation, economic - trade connection, tourism - investment promotion, innovation, digital transformation, cooperation in culture - education, health, environmental protection, climate change response, green development, sustainable development, humanitarian assistance, overcoming the consequences of war... Constantly innovating the form and content of cooperation, expanding relations with foreign organizations and individuals with goodwill towards Vietnam, contributing to improving the effectiveness of bilateral relations with other countries. Raising the level of multilateral diplomacy through the active and effective participation of people's organizations in important international and regional multilateral cooperation mechanisms and frameworks; Contribute responsibly, in accordance with the requirements, capabilities and specific conditions in the cooperation activities, the common movement of progressive people in the world, for peace, national independence, democracy, development cooperation and social progress. Promote and improve the effectiveness of advocacy work, the struggle to protect national and ethnic interests in people's foreign affairs activities, especially in international and regional multilateral mechanisms, on the basis of the basic principles of the United Nations Charter, international law, practices and the motto of both cooperation and struggle, contributing to protecting the independence, sovereignty, unity and territorial integrity of the Fatherland, maintaining a peaceful and stable environment for national development. Actively combat activities against Vietnam, especially in the fields of democracy, human rights, ethnicity, religion, etc. Actively mobilize, diversify and effectively manage and use international resources to serve socio-economic development, in accordance with Vietnamese law, international law and practices, contributing to enhancing the overall national strength, for the benefit of the nation. Do a good job of mobilizing overseas Vietnamese, especially the young generation, to promote patriotism and the great resources of our compatriots abroad to serve the cause of national construction and defense; link the movements and activities of overseas Vietnamese associations with the movements and activities of people's organizations in the country; promote the bridging role of the overseas Vietnamese community, contributing to promoting good relations between Vietnam and other countries. Improve the effectiveness of people's foreign information work, on the basis of proactively and actively propagating, mobilizing, creating consensus and broad support from international friends and partners for the Party's guidelines and policies, the State's policies and laws in the cause of protecting, building and developing the country. Strongly innovate the content, methods and thinking of foreign information, increase the exchange of information and experiences, promote the application of digital technology and new media; exploit the positive aspects of social networks to contribute to raising awareness of all classes of people about international issues, foreign affairs, as well as enhancing the positive understanding of people of other countries about Vietnam and Vietnam's relations with other countries. Improve the quality of research and consulting work on people's foreign affairs; Proactively monitor and promptly grasp information on the situation and development trends of global issues, political-social movements, people's livelihood movements, democracy, and social progress in the world; proactively research and develop plans to expand and develop in-depth relations with partners in each period, locality, field, and prioritize the activities of each partner; propose initiatives that benefit the community and the country. Perfect the coordination mechanism between forces working on foreign affairs between the three pillars of foreign affairs, between the Central and local levels to unify viewpoints, policies, measures, and specific foreign affairs activities. Improve the effectiveness of building, perfecting, and effectively implementing the legal system on people's foreign affairs in the new situation. Simplify administrative procedures, strengthen decentralization of authority in a specific and effective direction; have a mechanism to ensure favorable conditions for people's foreign affairs to promote their specific advantages in foreign affairs. Pay attention to innovation, arrangement, and consolidation of the organization, apparatus, and staffing for people's foreign affairs work from the central to local levels in a streamlined and effective manner; improve the quality of the staff for people's foreign affairs work through recruitment, treatment, training, and capacity building of staff and members to ensure a solid political stance, knowledge, expertise, and foreign languages. The Party and State's viewpoint on human rights is based on the ideological foundation of Marxism-Leninism, Ho Chi Minh's thought, national cultural traditions, and considers and selects human rights standards that are widely recognized by the world.
