Promoting agricultural, forestry and fishery exports to exploit advantages from international economic integration

In recent years, international economic integration has contributed to creating new impetus for agricultural development, boosting agricultural exports by leveraging strengths and potential to expand export markets for Vietnamese agricultural, forestry, and aquatic products.
The objectives are to promote the growth of agricultural product exports, participate comprehensively and sustainably in the global agricultural and food supply chain, improve the quality and value of Vietnamese agricultural export products to meet the regulations of importing markets, and continue to position and develop the brand of Vietnamese agricultural products in the international market. By 2025, Vietnam aims for the export value of agricultural and forestry products to reach approximately US$50-51 billion. This includes US$22 billion for major agricultural products, US$13.5-14 billion for forestry products, US$12.5 billion for seafood, US$1-1.5 billion for livestock products, and US$1-1.5 billion for other agricultural and forestry products. Approximately 20% of Vietnam's exported agricultural and forestry products will be branded with national trademarks, 50% will be traceable to their origin, and about 50% of the export value will be processed and deeply processed. By 2030, Vietnam's agricultural and forestry export value is projected to reach approximately US$60-62 billion. Of this, major agricultural products will account for US$25 billion, forestry products for approximately US$16-17 billion, aquatic products for US$15 billion, livestock products for US$3-4 billion, and other agricultural and forestry products for approximately US$2 billion. The export growth rate for agricultural and forestry products is expected to be around 6-8% per year; approximately 40% of Vietnam's exported agricultural and forestry products will be branded with national trademarks, 70% will be traceable to their origin; and approximately 60% of the export value of agricultural and forestry products will be processed and deeply processed. We need to review, supplement, and improve policies and laws to facilitate and simplify procedures related to the export of agricultural, forestry, and fisheries products, including regulations on quarantine, food safety, registration of businesses, lists of products permitted for export, and customs procedures. We propose consolidating and establishing new industry associations, and improving the operational capacity and effectiveness of existing agricultural, forestry, and fisheries industry associations. We need to promote the export of agricultural, forestry, and fisheries products to improve their quality and value, ensure food safety, and develop supporting industries and processing of agricultural, forestry, and fisheries products to meet market demands.完善 policies to support agricultural export businesses in establishing and protecting their intellectual property rights in export markets. Support businesses in building and implementing activities to develop product brands; promote product images and brands through domestic and international mass media... Reorganize agricultural production towards sustainable development based on potential and comparative advantages, applying high technology, focusing on developing high-quality, advantageous products; develop businesses in the agricultural sector, overcoming the situation of small-scale and fragmented production; strengthen the linkage of the six stakeholders: farmers - the state - businesses - banks - scientists - distributors, with the core being the linkage between farmers and businesses; Continue building linkages in the production, preservation, processing, and distribution of agricultural products, effectively participating in the global agricultural production network and value chain. Guide and support businesses in applying Good Agricultural Practices (GAP), traceability in cultivation, and advanced quality management systems in processing to enhance the quality and safety of exported agricultural products from cultivation to harvesting, transportation, processing, and export. Strengthen policy research and assess the impact of FTAs ​​on each sector under the ministry's management to identify advantages and prioritize markets, and orient sectors according to each FTA. Negotiate technical terms and open markets for agricultural products, thereby promoting exports to the world market. Developing and applying technical standards and regulations from input materials to output product quality, ensuring food safety for products of animal and plant origin in accordance with Vietnamese regulations and those of importing markets; minimizing risks of food insecurity and disease outbreaks, protecting domestic production and supporting the maintenance and expansion of export markets for agricultural products. Provide foreign market information to guide domestic agricultural product production to meet international regulations and standards; develop policies to support technology in preservation, deep processing, and packaging for agricultural product manufacturing and trading enterprises; develop quality standards and regulations for agricultural products. Implement solutions for registering trademark protection for key Vietnamese agricultural products. Research solutions for applying traceability technology to products protected by intellectual property rights; support businesses in registering trademark protection domestically and internationally; negotiate with countries in market opening, resolving trade disputes, and removing difficulties and barriers to agricultural trade in the international market. Prioritizing the promotion of Vietnamese agricultural products is a key economic diplomacy activity in international political events.
