On the morning of June 27, in Beijing, within the framework of his working trip to attend the WEF Dalian Conference and work in China, Prime Minister Pham Minh Chinh received Politburo member and Deputy Prime Minister of the State Council of China Zhang Guoqing.

Prime Minister Pham Minh Chinh expressed his joy and gratitude to Deputy Prime Minister Truong Quoc Thanh for attending the Vietnam-China Cooperation Conference on Strategic Transport Infrastructure Development and the Role of Vietnamese and Chinese Enterprises, demonstrating the great interest of the two Governments in cooperation in this field between the two countries in the coming time.

Prime Minister Pham Minh Chinh and Deputy Prime Minister Truong Quoc Thanh said that the Conference is of great significance to continue implementing and concretizing the high-level common awareness and strategic directions of General Secretary Nguyen Phu Trong and General Secretary and President of China Xi Jinping, especially the Vietnam-China Joint Statement on continuing to deepen and elevate the comprehensive strategic cooperative partnership, building a Vietnam-China Community of Shared Future with strategic significance in the direction of "6 more".

Prime Minister Pham Minh Chinh emphasized that among the many tasks that need to be done to materialize the high-level common awareness and the Vietnam-China Joint Statement, transportation is a breakthrough, feasible and symbolic field, of great significance to strategically connect the two economies, connecting Vietnam's "Two Corridors, One Belt" Framework with China's "Belt and Road" Initiative.

The Prime Minister suggested that in the immediate future, the two sides focus on promoting cooperation in implementing three railway routes connecting Vietnam and China (Lao Cai - Hanoi - Hai Phong; Lang Son - Hanoi; Mong Cai - Ha Long - Hai Phong).

Prime Minister Pham Minh Chinh and Deputy Prime Minister Truong Quoc Thanh agreed on the importance of the three railway lines mentioned above, helping Vietnam connect with Central Asia and Europe through China and helping China connect with ASEAN through Vietnam, in which China's Yunnan province will have a closer access to the sea when passing through Vietnam.

Prime Minister Pham Minh Chinh assessed that these railway lines will contribute to helping Vietnam and China “connect mountains and rivers”, reduce logistics costs, reduce prices, increase the competitiveness of products and goods, promote production and business, create jobs and livelihoods for people, and develop the economy and society.

Agreeing with Deputy Prime Minister Truong Quoc Thanh's opinion on strongly promoting the role of enterprises in implementing projects, Prime Minister Pham Minh Chinh said that it is important that both sides have high determination, great efforts, drastic and effective actions, "clear people, clear work, clear time, clear products", "what is said must be done, what is committed must be done", work with focus, key points, and complete each task.

The Prime Minister suggested that China focus on supporting Vietnam in three main areas in the railway sector: research, technology transfer, preferential capital, and human resource training; and that both sides learn from previous projects to adjust and improve their upcoming cooperation plans and projects.

Deputy Prime Minister Truong Quoc Thanh expressed his impression and appreciation of Prime Minister Pham Minh Chinh's speech at the WEF Dalian Conference, and agreed with Prime Minister Pham Minh Chinh's opinions, visions, and concerns regarding economic and transport connectivity between Vietnam and China, in which the railway sector is a priority, especially the early implementation of the three railway projects mentioned by the Prime Minister.

The Chinese Vice Premier said that this conference on cooperation in developing strategic transport infrastructure attracted the participation of many Chinese enterprises and Chinese enterprises will actively participate in implementing strategic transport connection projects between the two countries, especially the important role of state-owned enterprises.

The Chinese Vice Premier suggested that ministries, localities, and agencies between the two countries, especially the two agencies managing state capital in enterprises, continue to closely coordinate to implement projects according to the orientation and direction of the leaders of the two countries.

On this occasion, through Deputy Prime Minister Truong Quoc Thanh, Prime Minister Pham Minh Chinh expressed his thanks to Prime Minister Li Cuong for the warm welcome, affection and effective cooperation for the Vietnamese delegation during their working trip to attend WEF and work in China this time.
