Prioritize focusing on removing difficulties for production and business

On July 4, Prime Minister Pham Minh Chinh chaired an online conference between the Government and localities and the regular Government meeting for June 2023.

Considering that there are still many difficulties and challenges, the Prime Minister directed ministries, branches and localities to be determined to maintain macroeconomic stability, control inflation well, ensure major balances of the economy, in which priority is given to removing difficulties for production and business.

At the conference, Government leaders; Government members; leaders of ministries, branches, central agencies and localities focused on frank, responsible and practical discussions on: the socio-economic situation in June and the first 6 months of 2023, key tasks and solutions for the last 6 months of the year; the implementation of Resolution 01 of 2023 of the Government; the implementation of the socio-economic recovery and development program; the allocation and disbursement of public investment capital; and the implementation of three national target programs.

In particular, delegates also discussed and contributed ideas to build a draft resolution on removing difficulties for production and business, continuing to promote administrative procedure reform, tightening discipline and order...

Next month is better than last month, next quarter is better than last quarter

After listening to the opinions of ministries, branches, and localities, and concluding the conference, Prime Minister Pham Minh Chinh said that in June and the first 6 months of the year, the Government closely followed and focused on directing the drastic implementation of resolutions and conclusions of the Central Committee, Politburo, and National Assembly.

Accordingly, the Government focused on building and perfecting institutions and laws; organized 11 conferences and Government meetings, including 5 thematic meetings on law-making; issued 66 normative documents, 106 Government resolutions, 829 individual decisions, 41 telegrams, and 22 directives of the Prime Minister; carefully prepared and served the mid-term Central Conference and the 5th Session of the 15th National Assembly, including submitting to the National Assembly for approval 8 laws, commenting on 9 draft laws and resolutions on many important policies and guidelines on land, bidding, value-added tax reduction, immigration, etc.

The Government regularly organizes meetings, conferences, business trips, foreign affairs activities, consults experts and scientists; focuses on reviewing and perfecting legal regulations, mechanisms and policies to remove difficulties and create favorable conditions for people and businesses. In particular, the Prime Minister has established 25 working groups led by Government members to work directly with localities; has handled 300/1,000 thousand petitions and is continuing to review and handle the remaining 700 petitions.

“In the face of the difficult international and domestic situation, the Government and the Prime Minister have promptly issued and proposed many mechanisms and policies to remove difficulties and obstacles, promote recovery and development of production and business. In general, the tasks and solutions proposed are quite synchronous, comprehensive, correct and practical, highly appreciated by the people, businesses, and international organizations and have been clearly effective with many figures showing that the following month is better than the previous month, and the following quarter is more effective than the previous quarter,” the Prime Minister pointed out.

The Head of Government affirmed that in the context of international and domestic difficulties, thanks to the drastic participation of the entire political system, people and business community under the leadership of the Party, the socio-economic situation in June continued to trend positively, many fields achieved better results than in May and the first 5 months of the year, the second quarter was generally better than the first quarter, contributing to the overall results of the first 6 months of 2023.

Macroeconomic stability continues to be maintained; inflation is controlled; growth is promoted; major balances of the economy are ensured; public debt, government debt, national foreign debt, and state budget deficit are well controlled according to the resolution of the National Assembly. Inflation continues to decrease gradually. Growth recovers. The monetary market and exchange rate are basically stable. Import and export tend to increase again. State budget revenue ensures progress.

Major sectors and fields recovered well, especially the industrial sector continued to increase again. Total social development investment continued to increase, the second quarter was higher than the first quarter, contributing to promoting growth. Business development tended to be more positive. Cultural and social fields continued to be focused on; people's lives continued to improve.

The political and social situation is stable; national defense and security are maintained; social order and safety are basically guaranteed. The work of preventing and combating corruption and negativity continues to be strengthened. Foreign affairs and international integration are promoted, especially high-level foreign affairs and economic diplomacy. Vietnam's prestige and international position continue to be consolidated and enhanced.

“Many prestigious international organizations continue to forecast that Vietnam will be one of the countries with high growth in the region and the world; prestigious international credit rating organizations maintain and upgrade Vietnam's national credit rating,” said the Prime Minister.

The Prime Minister also frankly pointed out the shortcomings, limitations, difficulties and challenges such as: GDP growth rate is lower than the proposed scenario, 6 months reached 3.72% compared to the scenario of 6.2%; the international market situation is still very difficult; credit balance growth is low, many businesses still have difficulty accessing new credit, the actual lending interest rate is still high; state budget revenue tends to decrease; the industrial sector recovers slowly; registered FDI capital continues to be affected, down 57.1% compared to the same period; the shortcomings and obstacles of the corporate bond, insurance and real estate markets have only been initially handled, not resolved fundamentally, sustainably and effectively; administrative procedures in some areas and localities are still cumbersome and not yet open; the lives of a part of the people are still difficult; the security and order situation in some areas and sectors has potential risks...

Prioritize focusing on removing difficulties for production and business

Pointing out the shortcomings, limitations, difficulties, challenges, causes, lessons learned and analyzing the domestic and international situation and context, Prime Minister Pham Minh Chinh directed ministries, branches and localities to carry out tasks and solutions for July, the third quarter and the coming time in order to maintain macroeconomic stability, control inflation well and ensure major balances of the economy.

Accordingly, we must resolutely and persistently focus on implementing the general goals according to the Resolution of the 13th Party Congress, the resolutions and conclusions of the Central Committee, the Politburo, and the resolutions of the National Assembly and the Government.

In the immediate future, priority should be given to resolving difficulties in production and business, especially prioritizing growth associated with macroeconomic stability and ensuring people's livelihoods; continuing to implement a more proactive, flexible, loose, timely and effective monetary policy; coordinating synchronously, closely and harmoniously with a reasonable, focused, key, effective, quick and decisive expansionary fiscal policy; focusing on improving the production capacity of the economy.

The Prime Minister requested ministries and sectors to proactively and actively resolve difficulties and problems in localities, synthesizing reports from 26 working groups of the Government. These working groups continue to operate monthly to achieve the “dual goal”: both reviewing and evaluating the handling of previous recommendations; and promptly resolving newly arising issues.

Ministries, branches and localities must grasp the situation, based on their functions, tasks and powers, proactively respond and resolve promptly and effectively; tighten discipline and order, promote administrative procedure reform, create favorable conditions for people and businesses, especially pay attention to not shirk responsibility, avoid harassment, negativity and strictly handle violations (if any).

In addition, strongly promote the three growth drivers: investment, consumption, and export; focus on removing difficulties, immediately overcoming stagnant production, restoring and finding new markets and orders; maintain macroeconomic stability, control inflation, promote growth, ensure major balances of the economy; focus on ensuring social security, employment and people's lives; promote the fields of culture, society, health, education and training, science and technology, environmental protection, energy conversion, green growth, and circular economy; strengthen the prevention and fight against corruption and negativity; maintain political and social stability; strengthen national defense and security; promote foreign affairs and international integration.

Prepare carefully and serve well the meetings of the Politburo, the Secretariat and especially the Central Conference and the National Assembly session at the end of the year.

In particular, focus on promptly and effectively resolving important, urgent or newly arising issues in planning work; arranging administrative units at district and commune levels; ensuring sufficient electricity and gasoline for production, business and consumption; handling the imbalance between labor supply and demand in some localities; resolving complaints and lawsuits; responding to opinions and recommendations of people and businesses, focusing on preventing and combating corruption, negativity, and group interests...

Besides, doing a good job of information and communication, especially policy communication, contributes to creating social consensus; resolutely fighting against distorted, bad, toxic, and slanderous information...

The Prime Minister assigned specific tasks and solutions to each ministry, branch and locality. Accordingly, the People's Committees of provinces and centrally run cities must focus on proactively implementing well the planning work; disbursing public investment capital, the Socio-Economic Recovery and Development Program, three national target programs; further promoting administrative procedure reform; reviewing and having specific measures to promote the implementation of industrial, construction, real estate and commercial projects; coordinating to handle the issue of corporate bonds in the area; researching and proactively having policies to support enterprises, ensuring social security and appropriate living conditions for workers.

“Provinces and cities must strengthen discipline, strictly handle and promptly replace cases of officials and civil servants who avoid, shirk responsibility, fear responsibility and violate the law,” the Prime Minister reminded.

The Head of Government directed the State Bank of Vietnam to continue reducing interest rates, especially lending rates; increase credit, ensure meeting credit capital needs for the economy; increase access to credit. The Ministry of Finance effectively implements policies to extend and reduce taxes, fees, and charges that have been issued; and accelerate VAT refunds.

The Ministry of Construction strictly implements Resolution 33 of the Government on removing difficulties for the real estate market; together with the Ministry of Public Security, ministries and branches, urgently removes obstacles in fire prevention and fighting. The Ministry of Transport focuses on directing the implementation of key transport projects, especially expressway projects, and selects contractors to build Long Thanh airport. The Ministry of Industry and Trade focuses on developing the domestic market; stimulating consumption; expanding export markets, promoting negotiations and signing new FTAs.

The Prime Minister requested the Ministry of Natural Resources and Environment to focus on removing difficulties and obstacles in land planning and administrative procedures; promptly handle recommendations and obstacles from localities and enterprises regarding land and environment. The Ministry of Health should focus on removing difficulties and completely resolving obstacles in the procurement and bidding of medicines, equipment and medical supplies.

The Ministry of Education and Training will effectively implement university and college enrollment in 2023; organize public bidding for textbook printing. Corporations and general companies will effectively implement production and business plans, focus on disbursing investment capital; promote investment in developing new large-scale and effective projects in the second half of 2023...

Regarding recommendations from localities, ministries and branches: Require relevant ministries and branches to proactively and actively handle according to their authority and report to the Government and Prime Minister in cases beyond their authority.
