On the morning of March 8, at the Government headquarters, Prime Minister Pham Minh Chinh met with female heroes of the People's Armed Forces, female heroes of labor, and female generals; attended the 40th anniversary of the Kovalevskaia Award and presented the 2024 Award.

The event was organized by the Vietnam Women's Union in coordination with the Government Office and the Ministry of Home Affairs, on the occasion of the 1985th anniversary of the Hai Ba Trung Uprising and the 115th anniversary of International Women's Day (March 8); towards the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025); and the 40th anniversary of the Kovalevskaia Award (1985-2025).

Also attending were Comrade Nguyen Thi Doan, former Vice President, President of the Vietnam Association for Promoting Education, President of the Kovalevskaia Award Committee; President of the Vietnam Women's Union Nguyen Thi Tuyen; representatives of leaders of central departments, ministries and branches; 138 delegates who are female Heroes of the People's Armed Forces, female Heroes of Labor, female generals; 46 delegates representing individuals and groups of female scientists who have won the Kovalevskaia Award from 1985 to present.

New policy helps scientists feel secure in their research

The Kovalevskaia Prize is a noble award named after the outstanding 19th century Russian female mathematician - Sophia Kovalevskaia (1850-1891). The 2024 prize will be awarded to two individuals: Associate Professor, Dr. Nguyen Minh Tan - Director of the Institute for Research and Development of Applied Natural Compounds, lecturer at the Faculty of Chemical Engineering, School of Chemistry and Life Sciences, Hanoi University of Science and Technology; Associate Professor, Dr. Dang Thi My Dung - Deputy Director of the Institute of Nanotechnology, Ho Chi Minh City National University.

These two scientists have had outstanding achievements in scientific research and practical application, making important contributions to the development of the unit and the industry. Many research results have been put into practical application, transferring billions of dong worth of technology to businesses in Vietnam.

Speaking on behalf of the scientists receiving the Award, Associate Professor Dr. Nguyen Minh Tan expressed his emotion and pride to be among the pioneering female scientists; sincerely thanked the Party, State and relevant agencies for their constant attention and support in creating favorable conditions for women to have the opportunity to develop their talents and contribute to the development of science.

Believing that the Kovalevskaia Award will continue to be a strong source of encouragement for female scientists on the path of research and dedication, Associate Professor, Dr. Nguyen Minh Tan sent a message to female scientists: "Do not let any limits hinder your aspirations. Each failed experiment today is a brick for the tower of success tomorrow."

According to the President of the Vietnam Women's Union Nguyen Thi Tuyen, over the past 40 years, the Award has been presented to 22 groups and 57 outstanding female scientists in the fields of natural sciences in Vietnam. The Vietnam Women's Union is the standing body, advising the Award Committee.

The 2024 Kovalevskaia Award Ceremony and the 40th Anniversary of the Award held at the Government headquarters, attended and directly presented by the Prime Minister, is a great encouragement and motivation for the recipients in particular, for the Vietnam Women's Union and women across the country in general. It will certainly be a motivation for them to continue researching and contributing their efforts and intelligence to the development of the country.

In the coming time, the Vietnam Women's Union hopes to continue to receive the attention of the Party, State, Government and Prime Minister, so that the Union can better perform its role as the Standing Agency, promote the development of the Award, accompany and encourage women to participate in scientific research, apply it in practice, and affirm the role and potential of women in all fields.

Professor, Doctor, People's Teacher, Labor Hero Nguyen Thi Tram - who was awarded in 2000 for her achievements in rice breeding - said that researchers must always seek to discover, form new ideas and find solutions.

"Sometimes the state is poor and has no money or very little money for research, but researchers always have to think, diligently pursue their research subjects, explore and discover useful characteristics, and create appropriate methods to get the expected results," said Professor Nguyen Thi Tram.

Professor Nguyen Thi Tram mentioned that the Politburo issued Resolution 57 on breakthroughs in science and technology development, innovation and national digital transformation, and the National Assembly issued Resolution 193 on a number of special mechanisms and policies to create breakthroughs in science and technology development, clearly stating that organizations and individuals researching and developing technology are exempt from civil liability when causing damage in the process of using the state budget, provided that they have fully implemented the legal procedures and regulations.

According to Professor Nguyen Thi Tram, this new policy will help scientists confidently research and propose many bold ideas, not afraid to commit to difficult and new research to help the country truly rise up.

The shining marks of heroic Vietnamese women

Speaking at the event, on behalf of General Secretary To Lam, Party and State leaders and with personal feelings, Prime Minister Pham Minh Chinh sent to the delegates and Vietnamese women in general his warm greetings, sincere greetings and best wishes; expressed his respect, admiration and pride for the traditions of Vietnamese women through the ages and emphasized that the presence of the delegates at the meeting has created motivation and inspiration for all of us, for society and the young generation.

The Prime Minister emphasized that women always play a very important role in the development of each family, each community, each country, each ethnic group and contribute to humanity in general. The history of the Vietnamese nation is closely associated with the shining marks of heroic Vietnamese women. Throughout the history of building and defending the country, generations of Vietnamese women have always strived to rise up, overcome all adversities, barriers, prejudices, difficulties, obstacles, and have made great contributions and dedications, contributing significantly to the construction and solid protection of the beautiful country of Vietnam.

Recalling the words of beloved President Ho Chi Minh: "The Vietnamese people are a heroic people, Vietnamese women are heroic women", the Prime Minister stated that the qualities of "Heroic, indomitable, loyal, and courageous" of Vietnamese women have always been clearly demonstrated throughout the glorious history of our nation.

"From the steadfast patriotism, indomitable will, and indomitable spirit of the Trung Sisters and Trieu Thi Mai - from the shining revolutionary heroism of female revolutionaries Nguyen Thi Minh Khai, Vo Thi Sau, Nguyen Thi Dinh... - from the noble sacrifices of the Vietnamese Heroic Mothers in the struggle for national independence, national reunification, and national construction and development - from the heroic and selfless examples of the female heroes of the People's Armed Forces Ngo Thi Tuyen, La Thi Tam... - from the spirit of enthusiastic, creative, and wholehearted work for the common cause of the female heroes of labor Cu Thi Hau, Nguyen Thi Rao (Ba Thi), Huynh Thi Phuong Lien... and many other outstanding examples", the Prime Minister said.

In the process of innovation, integration and national development, regardless of the circumstances and in any working position, Vietnamese women always strongly promote traditional values ​​and good qualities that have been nurtured for generations, overcome all difficulties, challenges, and adversities, always unite, join hands, be unanimous, dynamic, creative, strive and make great contributions to the cause of national construction and development of our Party, State and people.

The Prime Minister affirmed that our Party and State always pay special attention to the development of women and women's work, with many mechanisms, policies and solutions to create favorable conditions, care for, protect rights, enhance the role and contribution of women and promote gender equality in all aspects of life and society. The Party and State's guidelines, policies and strategies on women have always been focused on and implemented by all levels, sectors and localities, achieving many important results.

Under the leadership of the Party, the special attention of all levels, sectors, localities and the whole society, we are proud to see that Vietnamese women are increasingly developing in all aspects, affirming their role, position and important contributions in all fields, the Prime Minister emphasized.

Vietnam is one of the earliest countries to achieve the Millennium Development Goals on gender equality and women's empowerment. According to the Global Gender Gap Report 2024 published by the World Economic Forum (WEF), Vietnam's Gender Equality Index in 2024 ranked 72/146 countries, up 11 places compared to 2022.

The proportion of leaders and managers in Party and State agencies has been improved in quantity and quality. The proportion of female National Assembly deputies for the 2021-2026 term in Vietnam is high compared to other countries in the Asia-Pacific region (over 30%).

Women are also a large part of the country’s workforce. In recent years, the proportion of businesses owned by women has increased significantly (accounting for about 20%). 51% of Vietnamese businesses have women in their ownership structure, much higher than in many other countries.

In the fields of education - culture - sports - tourism, women play an important role in preserving and maintaining the source of the nation's fine traditional cultural quintessence. An example is the poetess Ho Xuan Huong who was honored by UNESCO.

At the same time, Vietnamese women have always been an important force in national defense, security, foreign affairs, preserving and protecting the independent, peaceful, cooperative and developing socialist Vietnam. Vietnam is one of the leading countries in the proportion of women participating in United Nations peacekeeping operations.

In particular, in the field of science and technology, the female intellectual force is growing stronger and stronger, many of whom have achieved great success both domestically and internationally, and have been recognized by the international community. According to the list of recognized titles of Professor and Associate Professor by the State Council of Professors, in the period 2019 - 2024, there are 601 female Professors and Associate Professors/a total of 2,798 Professors and Associate Professors, accounting for 21.5%.

Courage, intelligence, confidence, pride, learning and lifelong learning

The Head of Government assessed that the Kovalevskaia Award is the first prestigious national award, honoring the efforts and contributions of female scientists in the field of natural sciences. Since its inception, the Award has affirmed its position and prestige, received support from Vietnamese female scientists, and become a companion, a source of encouragement, and motivation for women to be more confident and enthusiastic in scientific research, especially in the field of natural sciences.

Over the past 40 years (1985-2025), 22 groups and 57 individuals have received the Kovalevskaia Award for their outstanding achievements in the field of research and application of science and technology into practical life, bringing many benefits to all aspects of economic and social life.

The Prime Minister warmly commended and congratulated the outstanding and remarkable achievements of the two female scientists who were awarded the 2024 Prize. These are living examples, demonstrating the intelligence, creativity, and tireless, persistent efforts in studying and researching of Vietnamese female intellectuals and scientists in the cause of building and defending the Fatherland, contributing to enhancing the prestige and position of our country in the international arena.

The Prime Minister respectfully thanked Prof. Dr. Nguyen Thi Doan, former Vice President, President of the Vietnam Association for Promoting Education, President of the Vietnam Kovalevskaia Award Committee, and former Vice President Nguyen Thi Binh - the first President of the Vietnam Kovalevskaia Award Committee, for devoting much enthusiasm and intelligence to the cause of promoting education, directing the maintenance of the effective operation of the Kovalevskaia Award over the years, contributing to encouraging and motivating women in the field of scientific research.

On behalf of the Party and State leaders, the Prime Minister acknowledged and highly appreciated the great contributions of the female heroes of the armed forces, female heroes of labor, female generals, and female scientists over the past time. They are role models for learning, training, and contributing to building a learning society, firmly entering the new era, the era of science and technology, innovation, and digital transformation. They are positive factors, creating motivation, inspiration, spreading good values, and inspiring women's forces, so that they can develop together and contribute to the common cause of the country.

According to the Prime Minister, 2025 is of special significance, being the year of many major national celebrations, the year of "acceleration, breakthrough, and reaching the finish line", contributing to the successful implementation of the 5-year Plan 2021-2025; at the same time, focusing on implementing the revolution in streamlining the organizational apparatus; organizing Party Congresses at all levels towards the 14th National Party Congress; contributing to "creating position, creating force, creating momentum" for the country to enter a new era.

Recently, the Government has proposed, the Central Committee has concluded, the National Assembly has passed the Resolution on the GDP growth target of 8% or more in 2025; creating momentum for double-digit growth in the next period. This is a very heavy task, but also very important and glorious to be able to achieve the 2 strategic goals of 100 years; requiring the synchronous, drastic and effective participation of the entire political system, the business community and the people of the whole country, including the particularly important role of women with more contributions.

The Prime Minister emphasized that it is necessary to both more strongly promote women's movements, further promote the role and good qualities of women, and create favorable conditions for women to promote those roles and qualities and enjoy the achievements, ensuring women's legitimate and legal rights and interests such as gender equality, progress, fairness, sustainable and inclusive development.

The Prime Minister requested the Vietnam Women's Union to further promote the representative role of women of all walks of life in advising on support policies, creating conditions for Vietnamese women in general and female scientists in particular to continue to promote their talents, intelligence and dedication to the progress and development of women; so that women can proactively, positively and effectively participate in implementing major policies of the Party and State.

The Prime Minister requested that all levels, sectors and localities prioritize resources, have policies and mechanisms for training, fostering and developing high-quality female human resources. In particular, special attention should be paid to women working in science and technology, innovation, economic, social and humanistic fields, and women working in disadvantaged areas, mountainous areas and islands in the country's digital age.

Along with that, create all favorable conditions for women to access and apply science and technology, innovation, digital transformation in production and life in an equal, proactive, and positive manner, especially in scientific research and creative startups in the spirit of Resolution 57 of the Politburo.

At the same time, proactively and actively support women to integrate deeply, substantially and effectively into the international community, contributing to enhancing the country's position in all fields, especially in science and technology, innovation and digital transformation.

The Prime Minister suggested that the Vietnam Kovalevskaia Award Committee in the following years should continue to select and honor outstanding female collectives and individuals with influential and outstanding achievements in scientific research activities, especially in the fields of education, healthcare, digital technology, automation, biotechnology, energy and environment, etc.

The Prime Minister also asked the Ministry of Home Affairs and the Vietnam Women's Union to study and propose awards to honor scientists in other scientific fields such as socio-economics and humanities, and young female scientists.

The Prime Minister stated that we hope and believe that Vietnamese women today will continue to uphold and promote the tradition of Ba Trung and Ba Trieu, the glorious cultural and historical traditions of the country, creatively applying them in the current national and international conditions, with morality, knowledge, health, responsibility for themselves, their families and society, constantly innovating and creating, contributing to building a strong and prosperous Vietnam, worthy of the praise of beloved President Ho Chi Minh: "The beautiful mountains and rivers of Vietnam are woven and embroidered by our women, young and old, to make them more beautiful and brilliant".

The Prime Minister wished Vietnamese women to always be brave, intelligent, confident, proud of their nation and glorious traditions, always study and learn throughout their lives to continuously contribute to the cause of building and defending the country.
