'Priority given to starting construction of high-speed railway to China before 2030'

The Government Standing Committee agreed to prioritize the commencement of two high-speed railway lines before 2030, including the Hanoi - Lang Son route connecting with China.

On April 8, the Government Office announced the conclusion of the Government Standing Committee on the planning of the Red River Delta region for the 2021-2030 period, with a vision to 2050.

The Government Standing Committee believes that it is necessary to study, expand, develop, and organize appropriate and innovative traffic to solve congestion in the region; promote railway and subway planning in Hanoi; and develop the North-South high-speed railway section passing through the Red River Delta.

"Priority will be given to preparing and starting construction before 2030 of the Lao Cai - Hanoi - Hai Phong - Quang Ninh high-speed railway and the Lang Son - Hanoi high-speed railway connecting with China," the announcement said.

In addition, agencies need to review industrial corridor routes, ensure traffic connections, and minimize logistics costs for industrial development. A suitable location for the second airport - a major international transit airport in the Red River Delta region - must be studied in a suitable area, as a backup for Noi Bai International Airport.

The construction of the Hanoi - Lang Son high-speed railway connecting with China has been proposed many times. National Assembly delegate Tran Van Tuan (Deputy Head of Bac Giang Delegation) said that the Hanoi - Lang Son high-speed railway needs to be invested soon because the cost is not too high and is feasible. This route can be put into operation immediately when completed because China already has a modern, synchronous railway system connecting with many countries.

Deputy Prime Minister Tran Hong Ha has also directed more than once to develop a synchronous, modern North-South high-speed railway that is in line with world trends, with a design speed of 350 km/h. Investing in high-speed railways is related to national interests, so "it cannot be delayed and requires strong political determination to implement".

The Politburo aims to complete approval of the investment policy for the North-South high-speed railway project by 2025 and start construction before 2030. The Hanoi - Vinh and Ho Chi Minh City - Nha Trang high-speed railway sections are given priority to start construction in the 2026-2030 period; strive to complete the entire North-South high-speed railway line before 2045.

In addition to the transport development orientation , the Government Standing Committee also agreed that the planning of the Red River Delta region for the 2021-2030 period, with a vision to 2050, needs to develop reasonable urban space, urban planning towards green, smart, modern spaces, connected with public transport; review the sub-regional division plan to promote advantages, ensuring the goal of connection and mutual support.

In addition, regional planning must restore and "revive" rivers, connect the culture of river basins in the region; develop inland waterway transport in the region and regional connectivity, promote the advantages of tourism along waterways....

The Red River Delta region has been identified by the Government Standing Committee as a special strategic area with Hanoi as its "core" - the leading political, economic, cultural, educational and technological center. This is also the region that plays a leading role in the process of economic restructuring and transforming the growth model of the whole country. Therefore, regional planning must have breakthrough thinking, strategic vision, long-term and stable.
