At the meeting, Hoi An City People's Council unanimously approved the Project to arrange and streamline the organizational structure of specialized agencies and public service units under the City People's Committee.

According to the project, the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs will be merged into the Department of Home Affairs. The Department of Home Affairs will perform the functions and tasks of the current Department of Home Affairs and the functions and tasks of employment; labor, wages; social insurance; occupational safety and hygiene; meritorious people, and gender equality of the Department of Labor, Invalids and Social Affairs. At the same time, it will receive the functions and tasks of ethnic affairs from the Office of the People's Council and the People's Committee of the city.

Establish the Department of Agriculture and Environment on the basis of receiving the functions and tasks of the Department of Natural Resources and Environment and the functions and tasks on agriculture and rural development of the Department of Economics; at the same time receiving the functions and tasks on poverty reduction from the Department of Labor, Invalids and Social Affairs.

Establish the Department of Economics, Infrastructure and Urban Areas on the basis of receiving the functions and tasks of advising on state management of construction, traffic, industry and trade from the Department of Economics and the Department of Urban Management.

Establish the Department of Culture, Science and Information on the basis of receiving the functions and tasks of the Department of Culture and Information and the functions and tasks of science and technology from the Department of Economics.

The Office of the People's Council and People's Committee of Hoi An City received the function of advising on state management in the fields of social protection, children and social evil prevention from the Department of Labor, Invalids and Social Affairs. The Department of Education and Training received the function and tasks of vocational education from the Department of Labor, Invalids and Social Affairs.

After establishment and reorganization, Hoi An City People's Committee has 9 specialized agencies, reducing 2 specialized departments (18.2%); reducing 1 public service unit (10%).

Nine specialized agencies include: Department of Internal Affairs; Department of Agriculture and Environment; Department of Culture, Science and Information; Department of Education and Training; Department of Economics, Infrastructure and Urban Areas; Inspectorate; Department of Justice; Department of Finance and Planning; Office of the People's Council and People's Committee of Hoi An City.

Ending the operation of the City Regulation Inspection Team, transferring the functions and tasks of inspection, detection and coordination in handling administrative violations in the fields of construction, repair of houses, civil works, urban infrastructure, tourism trade to the Department of Economics, Infrastructure and Urban Areas and the People's Committees of communes and wards. The functions of inspection, detection and coordination, advising on handling administrative violations in the fields of culture, tourism civilization are transferred to the Department of Culture, Science and Information.
