Provincial People's Committee deploys tasks for June

Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference. At the conference, delegates listened to a report on the socio-economic development situation in May. Accordingly, with flexible solutions in direction, management, and implementation, the socio-economic situation in the province continued to improve. In particular, the Conference to announce the Ninh Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050 and sideline events and activities was successfully held. The industrial production value reached nearly 9,054 billion VND, the accumulated 5 months reached nearly 40,000 billion VND, an increase of 6.3% over the same period. The industrial development index of the whole province increased by 5.75%. Revenue of enterprises in industrial parks in May reached 5,437 billion VND; the accumulated 5 months reached more than 25,800 billion VND.

In addition, the province has strengthened planning management, accelerated the progress of planning and improved the quality of important planning. Focused on synchronous development of transport infrastructure, implemented solutions, directed the acceleration of progress, completed investment procedures, disbursement and construction of important national and provincial infrastructure projects. Land valuation, land recovery and land allocation, and issuance of land use right certificates were carried out in accordance with regulations. Total development investment capital implemented in May reached VND 2,687 billion; accumulated in 5 months reached nearly VND 12,448 billion.

Agricultural production, building new, advanced and exemplary rural areas; irrigation, dyke and natural disaster prevention and control work continue to receive attention and early implementation direction.

Trade and service activities continued to be vibrant and achieved high growth rates. Total retail sales of goods in the month reached 6,295 billion VND; accumulated in 5 months reached over 33,000 billion VND, up nearly 27% over the same period. Total export turnover in May reached nearly 303 million USD; accumulated in 5 months reached 1,390 million USD. Total import turnover in May reached over 257 million USD; accumulated in 5 months reached nearly 1,215 million USD.

During the month, the province focused on promoting tourism activities on the occasion of the Ninh Binh Tourism Week "The Golden Color of Tam Coc - Trang An"; the number of tourists coming to Ninh Binh increased, contributing to increasing revenue from the accommodation, food and beverage and travel services. The number of visitors to tourist attractions reached nearly 730 thousand; the cumulative number of visitors in 5 months reached 5.67 million, revenue from tourism activities reached nearly 5,338 billion VND. Total state budget revenue in 5 months reached nearly 6,990 billion VND, reaching 37.5% of the estimate, up 8.3% over the same period last year.

Social security work has been directed with attention; labor, employment, and social insurance work has been closely directed. Poverty reduction work has been effectively implemented. Up to now, the whole province has had 105 households start building houses according to Resolution No. 43 of the Provincial People's Council stipulating policies to support the construction and repair of houses for poor households in Ninh Binh province in the period of 2023-2025.

Cultural, sports, information, radio and television activities are promoted with diverse and rich contents and forms. Cultural heritage conservation activities are given attention and focus, associated with the construction, promotion and preservation of tangible and intangible cultural values. Mass physical training and sports movements are maintained, high-performance sports are focused on training and coaching.

The Health sector strengthens measures to prevent and control epidemics, monitor, supervise, detect early and promptly and thoroughly handle infectious disease outbreaks, preventing them from spreading in the community. The Education and Training sector focuses on completing the program, testing, and evaluating students at the end of the school year.

Foreign affairs activities are actively implemented, associated with establishing relationships, enhancing exchanges and cooperation in investment promotion between Ninh Binh province and other provinces.

Regarding the work of building the government, focus on developing a detailed project to arrange district and commune-level administrative units in Ninh Binh province, period 2023 - 2025 and a detailed project to establish Hoa Lu city, at the same time arranging commune-level administrative units into a number of new wards. State management of ethnic groups and religions; administrative reform is focused on. According to the latest announcement, in 2023, the results of the PAR INDEX administrative reform index, Ninh Binh ranked 11th/63 provinces and cities; PCI index ranked 19th/63 provinces and cities. Provincial public administration and governance performance index PAPI ranked 14th/63 provinces and cities; SIPAS administrative service satisfaction index ranked 28th/63 provinces and cities.

The work of receiving people, handling complaints and denunciations, and preventing and combating corruption continues to be strengthened and focused on. National security, defense, and social order and safety are ensured.

After listening to the report, delegates discussed and clarified the results achieved in May and the first 5 months of the year, difficulties and obstacles; at the same time proposed and recommended solutions to effectively implement key tasks in the coming time.

The Vice Chairmen of the Provincial People's Committee gave their assessment of the socio-economic development situation, the impacts on the implementation of growth targets, especially in the fields of industry, export, state budget collection, disbursement speed of public investment capital, and site clearance for projects. Although the implementation of the task of building new rural areas is being focused and promoted by sectors and localities, there is a potential risk of backlog in debt for basic construction investment, rural clean water treatment, environmental treatment, etc.

At the conference, opinions also focused on discussing solutions to remove difficulties in production and business, continuing to have solutions to speed up the progress of auctioning land use rights, strictly managing revenue sources from tourism activities... contributing to ensuring the set State budget revenue target. In addition, strengthening solutions to attract investment, reviewing the implementation of investment in new projects to avoid outstanding debts in basic construction; speeding up the progress of implementing waste and solid waste treatment projects...

Regarding the planning issues of Hoa Lu Ancient Capital, it is recommended that departments, branches and localities coordinate to ensure quality and efficiency, which is a premise for the construction of a millennium heritage city. Actively prepare to implement the contents for the 3rd Festival; continue to seriously implement high school entrance and graduation exams in the province...

Concluding the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc affirmed that in May and the first 5 months of the year, closely following the leadership of the Government, the Prime Minister, the Provincial Party Committee, the Provincial Party Committee Standing Committee, the Provincial People's Committee, the Heads of departments, branches, and People's Committees of districts and cities have been proactive, positive, and highly determined in organizing the implementation of socio-economic development tasks right from the beginning of the year. Proactively anticipating difficulties and challenges, proposing synchronous solutions to remove them, and promoting production development. This demonstrates the highly responsible coordination of departments and branches with localities, so in May there were many positive results, creating an important foundation and momentum for implementing tasks for the whole year.

In particular, the implementation of long-term management and administration solutions of the Provincial People's Committee has brought about comprehensive results, especially for economic development indicators such as: growth quality, competitiveness index, per capita income, service sector always reaching high levels, industrial sector maintaining double-digit growth recovery rate; the allocation of capital for basic construction investment, key projects have basically met requirements and ensured progress; the fields of culture, education, health have had stable development, better quality, ensuring social security has many new and positive results... this demonstrates the solidarity and high determination of all levels and sectors in the province.

Regarding the issues focused on implementation in the coming time, the Chairman of the Provincial People's Committee requested all levels and sectors to pay attention to the settlement of investment projects to ensure progress; pay attention to implementing waste treatment projects in accordance with the law and the set progress, proactively coordinate with investors to remove difficulties and obstacles. In particular, to meet the growth requirement of 8.5% for the entire term, it is recommended to: remove difficulties for production and business; continue to promote investment attraction, focus on reviewing administrative procedures to support investors, create favorable conditions for investors to soon implement projects in the area.

He also requested financial agencies and localities to advise on effective implementation of land use right auctions; review and re-evaluate land use right auction areas applying specific mechanisms in localities. Proactively focus on solutions to prevent natural disasters, fire prevention and fighting in industrial parks and residential areas; closely inspect, control and appraise the contents of investment projects in the area and the project implementation process of investors... Localities and sectors in the province strictly implement the conclusions of inspections and audits, and overcome the shortcomings that have been pointed out.
