*Constituents of Cu Kuin district request that authorities at all levels pay attention, consider, and urge functional units to promptly resolve problems related to boundary markers and administrative boundaries between the communes of Ea Hu, Ea Bhok, and Cu Ewi. Because currently, households are facing difficulties in administrative transactions related to land procedures and loan applications for economic development.
According to the report of the Department of Natural Resources and Environment (TN-MT), boundary markers, administrative boundaries, administrative boundary records at all levels (including communes in Cu Kuin district) currently in use were established according to Directive No. 364-CT, dated November 6, 1991 of the Council of Ministers (administrative boundary records 364). From 2005 to present, land inventory work in commune-level administrative areas has been investigated, evaluated, and synthesized based on cadastral records and current land use status; the boundaries are inventoried according to administrative boundary records 364 and the actual administrative boundaries managed in the field to establish land inventory maps and land use status maps.
The land inventory data set and the current land use status map over the periods have been approved by the competent authority and stored in paper and digital form according to regulations. This data set is the basis for planning and land use plans as well as developing local socio-economic development plans. The surveying unit has checked and compared the administrative boundaries made on the cadastral map with the 364 administrative boundary records and the boundaries being managed in the field, and agreed on the determination of administrative boundaries shown on the cadastral map according to regulations.
Currently, the Department of Home Affairs is implementing the Project to complete and modernize records and maps of administrative boundaries at all levels in the province according to Decision No. 513/QD-TTg, dated May 2, 2012 of the Prime Minister (Project 513). After the competent authority approves Project 513, the Department of Natural Resources and Environment will advise the Provincial People's Committee to implement the adjustment of cadastral maps according to the records of administrative boundaries at all levels in the province according to the provisions of Circular No. 25/2014/TT-BTNMT, dated May 19, 2014 of the Ministry of Natural Resources and Environment. While waiting for the competent authority to approve Project 513, the People's Committee of Cu Kuin district is requested to use the administrative boundaries determined according to the land inventory data set, the current land use map and the cadastral map to carry out state management of land in the locality.
*Constituents of Cu M'gar district requested the Provincial People's Committee to continue directing the Department of Natural Resources and Environment and relevant agencies to pay attention to, conduct inspections, reviews, and classify registration dossiers for the issuance of Land Use Right Certificates (LURCs), speed up the approval process for granting LURCs to create conditions for people to stabilize their lives.
The project to build a cadastral records system and land management database for Cu M'gar district was approved by the Provincial People's Committee in Decision No. 1192/QD-UBND, dated May 22, 2019, and was extended and ended on December 31, 2023 according to Official Dispatch No. 11291/UBND-NNMT, dated December 27, 2022. Up to now, the project has completed cadastral mapping, is organizing the registration declaration, appraisal of the issuance of land use right certificates and building a land database using VBDLIS software. The results are as follows: the work of registration declaration, issuance of certificates, and construction consulting units have organized the registration declaration of 74,321/103,931 records.
Taking note of voters' opinions and recommendations, in the coming time, the Department of Natural Resources and Environment will continue to coordinate with the People's Committee of Cu M'gar district to strengthen the direction of the construction consulting unit, the People's Committee at the commune level, the Branch of the Land Registration Office and related agencies and units to speed up the progress of the Project, especially the declaration, registration, and appraisal of dossiers for granting land use right certificates to land users, ensuring progress, volume and quality according to regulations. It is recommended that the People's Committee of Cu M'gar district direct the People's Committee at the commune level to strengthen propaganda for people to know and contact the People's Committee at the commune level, the construction consulting unit for instructions on declaration, registration and granting of land use right certificates according to regulations.

*Constituents of Dak Lieng, Krong No and Dak Phoi communes (Lak district) petitioned that many households are currently facing difficulties when going to the district to register for land use right certificates. Officials and civil servants are not providing adequate guidance, causing inconvenience and frustration among the people. We request that superiors issue specific guidance on land use right certificate registration procedures.
According to the report of the People's Committee of Lak district, the order, procedures, and dossier components in the land sector have been specifically regulated in Article 70, Decree 43/2014/ND-CP, dated May 15, 2014 of the Government detailing a number of articles of the Land Law. The People's Committee of Dak Lak province has announced the list of administrative procedures (TTHC) in Decision No. 2220/QD-UBND, dated September 30, 2022; The People's Committees of districts and communes and towns publicly post them at the One-stop dossier receiving and returning results department of the district and commune levels. The submission of dossiers at the Reception and Returning Results Department of the People's Committee at the district level has a dossier receipt and specific instructions. At the same time, to receive, handle and promptly resolve problems and feedback related to administrative procedures in the district, the District People's Committee has established a Working Group to receive, handle and resolve problems and feedback related to administrative procedures in the district via the hotline, publicly at the One-stop Document Reception and Return Department of the district and communes and towns. Accordingly, the District People's Committee clearly stated: For individuals, organizations and enterprises when coming to work at agencies and units under the Lak District People's Committee, if they discover that cadres, civil servants and public employees have harassed, caused difficulties and delays in implementing administrative procedures or that agencies and units arbitrarily add administrative procedures that cause difficulties and obstacles for individuals, organizations and enterprises, they must promptly report to the Working Group via the hotline.
