THE WHOLE PROVINCE HAS 319/411 COMMUNES MEETING NEW RURAL STANDARDS
At the meeting, the Provincial People's Committee listened to and commented on the report on the results of practicing thrift and fighting waste in 2023 and the directions and tasks for 2024; Nghe An State Financial Report in 2022; Report on the results of implementing the national target program on new rural construction in 2023, tasks for 2024; Report on administrative reform work of Nghe An province in 2023, tasks and solutions for 2024.
The program of practicing thrift and fighting waste during the year achieved good results. The development of the public investment plan for the period 2021 - 2025 and the allocation of the public investment plan for 2023 ensured compliance with the order of priority prescribed by the central government.
Units continue to effectively implement the autonomy rights approved by People's Committees at all levels, achieving high efficiency in internal management and effective use of resources. Inspection, examination and control work has been strengthened, thereby detecting and strictly handling violations.
It is estimated that by the end of 2023, the whole province will have 10 more communes meeting new rural standards, 35 communes meeting advanced new rural standards, 6 communes meeting model new rural standards, and 1 district, Hung Nguyen, meeting new rural standards - bringing the number of district-level units meeting new rural standards to 10.
By the end of 2023, the whole province has 319/411 communes meeting new rural standards, accounting for 77.61% of the total number of communes; 88/319 communes meeting advanced new rural standards, accounting for 27.59% of the number of communes meeting new rural standards; 12 communes meeting model new rural standards, accounting for 3.76% of the number of communes meeting new rural standards.
Administrative reform work has received strong leadership and direction and has made remarkable changes. Nghe An has established a Provincial Administrative Reform Steering Committee headed by the Provincial Party Secretary. Nghe An Province has announced for the first time the 2022 Department, Branch, Sector and District People's Committee Competitiveness Index (DDCI).
Six main contents in administrative reform have achieved positive results. The implementation results of Project 06 of the Government are high. The administrative reform programs and plans of the province, sectors and levels have been built and implemented well with the motto of 5 clear: "Clear work content, clear staff department, clear leadership and direction, clear completion time, clear work products".
By October 31, the national target program for sustainable poverty reduction, capital source in 2022, had disbursed more than VND 159,473 billion, reaching 39.46%. Capital source in 2023, disbursed more than VND 43,163 billion, reaching 8.42%.
National target program for socio-economic development of ethnic minority and mountainous areas: Sources from 2022 transferred to 2023, development investment capital is more than 219 billion VND, reaching 50.8% of the plan; career capital is 39,696 billion VND, reaching 13.7% of the plan. Sources from 2023, reaching 25.2% of the plan.
Compliance with occupational safety and hygiene policies and laws by all levels, sectors, employers and employees is getting better and better. However, compliance with occupational safety and hygiene laws by some units and enterprises, especially small and medium enterprises, is still limited. In the first 10 months of 2023, there were 13 occupational accidents in the province, causing 16 victims, of which 7 died, 4 were seriously injured, and 5 were slightly injured.
CRIME IS CONTRACTED, TRAFFIC ACCIDENTS REDUCED IN 3 CRITERIA
The Provincial People's Committee also listened to and commented on the report on the results of citizen reception, complaint and denunciation settlement in 2023; directions and tasks in 2024; Report on corruption prevention and control in 2023 and tasks in 2024; Report on the situation and results of crime prevention and control and law violations in 2023, focus of work in 2024; Report on the results of ensuring traffic order and safety in 2023, directions and tasks in 2024...
In 2023, State administrative agencies at all levels in the province received 5,402 visits, with 5,995 citizens coming to complain, denounce and make recommendations, reflecting, down 5.6% compared to the same period in 2022. The total number of regular and unscheduled receptions of heads of State administrative agencies was 15,065 visits.
The total number of complaints resolved is 177/195 cases to be resolved; reaching a rate of 90.8%; 18 complaints are still being resolved by all levels and sectors. The total number of denunciations resolved is 70/84 cases to be resolved; reaching a rate of 83.3%.
The Provincial People's Committee and all levels and sectors have paid attention to and implemented anti-corruption work. During the period, the investigation agencies actively verified and prosecuted many corruption cases. The number of corruption cases detected during the period was 29 cases/119 defendants, down from the same period last year, but the number of corruption defendants detected increased sharply compared to the same period last year, an increase of 55 defendants compared to the same period in 2022.
Investigation agencies at all levels in Nghe An Police are handling and investigating 13 cases and 3 incidents under the monitoring and direction of the Provincial Steering Committee on anti-corruption and negativity. During the period, disciplinary action was taken against 1 officer who was the head of the agency or unit when corruption occurred.
The work of preventing and combating crimes and law violations in the province has been well implemented, contributing to maintaining security and order, serving the socio-economic development of the province. The police force has done a good job of preventing crimes, the situation of all types of crimes continues to be contained and deeply reduced, exceeding the target set by the Ministry of Public Security. The results of the fight and arrest of criminals related to criminal, drug, economic, environmental and social evils are very outstanding.
The provincial police coordinated with localities to effectively implement the Project on Building "Non-drug free border communes". After more than 1 year, 27/27 border communes met the criteria for drug free communes. The whole province has 196/460 communes, wards and towns that are drug free, 3 district-level units have 100% of communes meeting the criteria for "none-drug free", which was commended and directed to be replicated nationwide by the Ministry of Public Security.
From December 14, 2022 to October 15, 2023, the whole province had 148 traffic accidents, killing 100 people and injuring 104 people. Compared to the same period last year, there were 13 fewer accidents, 4 fewer deaths, and 9 fewer injuries.
The traffic police force detected and made administrative records on traffic safety and order in 67,705 cases; issued decisions to fine 61,823 cases, and transferred nearly 122 billion VND to the treasury to collect fines. The Department of Transport Inspectorate imposed administrative penalties on 537 violating organizations and individuals; and collected 1.690 billion VND to the state budget.
After listening to the reports, Chairman of the Provincial People's Committee Nguyen Duc Trung analyzed the basic contents, commented on the reports and requested the sectors to absorb the opinions of the delegates attending the meeting, coordinate with the Provincial People's Committee Office to complete and submit to the Provincial People's Council at the end of 2023 session.
