Therefore, Vinh City removed it from the general planning. However, after the adjustment, the locality has not fully informed the people and related subjects; at the same time, there is no suitable plan to open the road for businesses. Regarding the cancellation of the auction results of land use rights for plot No. 224, in Cua Nam ward, there is not enough legal basis.
Chairman of the Provincial People's Committee Nguyen Duc Trung has assigned the responsibility to Vinh City to work with Nam Hung Enterprise and Hoa Hiep Company Limited to coordinate and find a way to open an entrance, creating favorable conditions for Nam Hung Enterprise to operate production and business. Before October 15, 2024, Vinh City People's Committee must have a written report back to the Provincial People's Committee for consideration and handling.

At that time, Mr. Thoan had bought a plot of land and paid 2.5 million VND. While preparing to hand over the land, a scuffle broke out between the people of Quynh Vinh commune and Quynh Thien commune, after which the local leaders were disciplined. Therefore, the land allocation to the households has not been carried out, including Mr. Le Thanh Thoan's family.
