This afternoon, January 3, Acting Chairman of the Provincial People's Committee Ha Sy Dong chaired a working session of the Provincial People's Committee with Hai Lang district to evaluate the results of implementing the tasks of socio-economic development, national defense and security for the 2020-2025 term.

According to the report of Hai Lang District People's Committee, based on the assessment of the mid-term implementation results, 2023 and the first 9 months of 2024, the locality has 9/14 targets achieved and exceeded the Resolution of the 16th District Party Congress, term 2020 - 2025. In 2024, 17/18 socio-economic targets achieved and exceeded the set plan. Typically, the growth rate of production value reached 11.4%; average income per capita reached 73 million VND/person; production value per unit area reached 118 million VND/ha; total grain output was over 884 thousand tons; total social development investment capital was about 1,100 billion VND.

All 15/15 communes have met the new rural standards, of which 3 communes have met the advanced new rural standards; Hai Lang district has met the new rural district standards. New jobs have been created for 1,200 workers, of which 180 have been exported; the poverty rate in the district has decreased by 0.5%; the rate of people participating in health insurance has reached 98%. The forest coverage rate has been stable at 42%; the rate of people using clean water has reached 100%... National defense and security work has been maintained, political security and social order and safety have been ensured.

In addition to the achieved results, Hai Lang district is still facing some difficulties such as: 5/14 targets of the Resolution of the 16th District Party Congress, term 2020 - 2025 are low, it is forecasted that from now until the end of the term it will be difficult to achieve the target. The work of clearing land for urban areas in the area is still slow and difficult.

Production and business activities of enterprises in industrial clusters are mainly small-scale, with raw processing, inefficient land use, low employment creation, low income and tax payment. Revenue from land use rights auctions is low. There are still violations of land laws and construction order in some localities. The teacher/class ratio at preschool level does not meet the minimum level.

At the meeting, Hai Lang district also proposed that the Provincial People's Committee agree to continue to orient the development of My Thuy urban area until 2030 and add it to the provincial planning. Issue a specific project on funding support to build new working offices for communes and towns to arrange commune-level administrative units in the period of 2019 - 2021 and the period of 2023 - 2025, up to the period of 2026 - 2030 to ensure the scale and working conditions for officials and facilitate people to come to transact and resolve administrative procedures. Support investment to complete the lighting system on National Highway 1.

Include in the medium-term public investment plan projects on infrastructure, transportation, urban development, agriculture... Invest in repairing the damaged dike system in the low-lying area of ​​Hai Lang; reinforce and repair riverbank erosion. Propose solutions to difficulties in site clearance, resettlement and land; obstacles in the process of piloting the sending of workers to work abroad; upgrade commune health stations.

Concluding the working session, Acting Chairman of the Provincial People's Committee Ha Sy Dong suggested that Hai Lang district should focus on restructuring the apparatus in the direction of merger, streamlining, efficiency, effectiveness, and efficiency in accordance with the policies of the Central Government and the province.

Continue to direct the drastic and synchronous implementation of goals, targets, tasks and solutions to effectively implement the 5-year socio-economic development plan for the period 2021 - 2025 and the key programs and projects that have been set out; focus on targets that are forecast to be difficult to achieve, strive to complete 100% or approach the plan. Continue to promote agricultural restructuring associated with the construction of new rural areas, advanced new rural areas and exemplary models.

Promote organic agricultural production, natural farming, circular agriculture, high-tech agriculture, and linkage in agricultural production value chains. Strive to have at least 250 hectares of organic rice and natural farming by the end of 2025; by 2030, there will be at least 500 hectares of organic rice and natural farming.

Directing the complete resolution of difficulties and obstacles to hand over clean land to investors for construction of Quang Tri Industrial Park Phase 1, My Thuy Port Area, LNG power project. For cases that have been repeatedly propagandized, mobilized, and fully applied compensation and support policies for site clearance but still deliberately do not comply with site handover, review to carry out enforcement procedures according to regulations.

Focus on completing land allocation and granting land use right certificates to people in resettlement areas. Prepare plans for site clearance in phases 2 and 3 of the Quang Tri Industrial Park and My Thuy Port projects. Coordinate with departments and branches in implementing the National Highway 15D project.

Promote the development of trade and services; mobilize resources for investment in infrastructure construction. Complete technical infrastructure projects on schedule, especially key projects. Strengthen management of exploitation, rational and effective use of resources; use land in the direction of sustainable development and environmental protection; do not affect people's lives during the process of mineral exploitation and processing.

Organize and manage well the district planning until 2040, with a vision to 2050 in conjunction with the provincial planning. Complete the establishment of the general planning for communes until 2035; review and adjust specialized planning and other planning. Perform well the work of granting construction permits, managing planning boundaries, and managing housing construction in urban and rural areas.

Pay attention to directing vocational training, job creation, sustainable poverty reduction, people's health care and social security policies. Organize well the activities of the 50th anniversary of the liberation of the district on March 19 (1975 - 2025) and the 35th anniversary of the re-establishment of the district on May 1 (1990 - 2025). Strengthen the maintenance of the goal of ensuring national defense - security, foreign affairs, social order and safety. Resolve complaints, denunciations, recommendations, reflections, conflicts and disputes of the people right at the grassroots level.

Regarding the recommendations and proposals of Hai Lang district, Acting Chairman of the Provincial People's Committee Ha Sy Dong basically agreed and assigned departments and branches to coordinate with Hai Lang district to review, research and implement.
