The economic picture in the first quarter has many bright spots.
The content that received many comments and contributions at the meeting was the report on the results of implementing the socio-economic development tasks, ensuring national defense and security in the first quarter, and the directions and tasks for the second quarter of 2024 presented by the Department of Planning and Investment.
According to the report of the Department of Planning and Investment, in the first quarter of 2024, in the context of many difficulties in the domestic and world economy, under the timely leadership of the Provincial Party Committee, People's Council, and Provincial People's Committee, the province's socio-economic picture has many bright spots.
Localities completed planting 18,439.6 hectares of rice, reaching 101.9% of the plan; corn for grain was planted on 8,262 hectares, reaching 102.7% of the plan. The whole province attracted 917,500 tourists, reaching 33.4% of the plan, up 4% over the same period; total revenue from tourists reached 1,080 billion VND, reaching 30% of the plan, up 7% over the same period.

Total retail sales of goods reached VND9,069.7 billion, equal to 25.9% of the plan, up 8.4% over the same period; estimated export value of goods reached USD33.8 million, equal to 19.9% of the plan, up 2.4% over the same period.
Industrial production value reached VND 5,447.3 billion, reaching 23% of the annual plan, up 19.8% over the same period in 2023. The progress of disbursement of public investment capital in 2024 as of March 15, 2024 reached 15.4% of the plan... Political security and social order and safety are maintained.
At the meeting, delegates from local departments and branches discussed and discussed solutions to overcome some limitations such as: Promoting production and business for enterprises is still limited, many projects are currently facing difficulties in implementing procedures on land clearance agreements, construction, construction planning, environment, fire prevention and fighting procedures. In particular, land allocation and land lease for projects is very slow, there are many unresolved problems, which are bottlenecks in attracting investors and enterprises in production and business activities, promoting socio-economic development of the province.

The implementation of public investment projects, especially key projects and works and three national target programs, is still slow. The planning of Tuyen Quang province for the period 2021-2030, with a vision to 2050, has been approved by the Prime Minister for a year now, but the implementation of establishing industrial parks and industrial clusters is very slow; the planning of district areas and annual land use planning is still slow.
Some industrial products achieved lower results than planned. Forestry law enforcement in some places is not strict. Implementation of models and projects linking production and consumption of agricultural products is still limited.
The completion of criteria and documents proving the target communes for new rural areas in 2022 and 2023 is still slow. Newly established enterprises in the province are mainly small-scale enterprises, not investing much in the production sector to create high added value. The sense of responsibility of the heads of some agencies and units at the grassroots level has not been resolutely implemented from the beginning of the year...
Chairman of the Provincial People's Committee Nguyen Van Son emphasized that in the first quarter, the province has made great efforts in management and achieved very important results. The limitations, difficulties and obstacles pointed out by departments and branches through discussion, the Chairman of the Provincial People's Committee requested the Department of Planning and Investment to preside over and complete the report in the direction of assessing in detail the progress of plan implementation, achieved results, clearly analyzing limitations and causes; studying growth scenarios for each quarter.

At the same time, carefully evaluate some contents such as the progress of public investment disbursement, national target programs, progress of off-budget projects... to determine the key tasks of the second quarter and the year. The key areas and key tasks must be highly focused on by departments, branches and localities to remove difficulties and obstacles, creating growth momentum.
To complete the second quarter and yearly goals, the Chairman of the Provincial People's Committee requested that departments, branches and localities continue to strictly implement working regulations, closely follow the work program and arising work to ensure quality, progress and strictly comply with administrative discipline.
Along with that, we must overcome the situation of avoiding and pushing responsibility, not daring to advise on solving work in accordance with the spirit of the Prime Minister: Only discuss doing, not retreating, not saying no, not saying difficult, not saying yes but not doing.
Prepare the best conditions for Thanh Tuyen Festival
At the meeting, the leaders of the Department of Culture, Sports and Tourism presented the Plan to organize the Festival to display representative intangible cultural heritage of humanity and Thanh Tuyen Festival 2024.
According to the draft, the Festival will be organized on an international scale, while the Thanh Tuyen Festival will be organized on a national scale with many attractive activities within the framework of the program. The expected time is from August 31 to September 15 in Tuyen Quang City and some localities.
The Chairman of the Provincial People's Committee noted that in 2023, the Thanh Tuyen Festival and the Festival through heritage sites organized by Tuyen Quang were very successful. This year, more careful preparation is needed to make this activity more successful than in 2023.

For the Festival of Performing Intangible Cultural Heritage of Humanity, it is necessary to work closely with the Ministry of Culture, Sports and Tourism on capital and scale. For the activities of organizing the Thanh Tuyen Festival, the Department of Culture, Sports and Tourism needs to work specifically with localities and units to organize more thoughtfully, especially inviting foreign representatives... He emphasized that for the Festival to be successful, the design of the model, ideas, and implementation must be carefully prepared early. The live broadcast of the program must be planned early, on VTV1 channel of Vietnam Television.
Regarding the Proposal on approving the policy of establishing the Project to build Tan Trao Special National Relic Site into a center for educating revolutionary traditions of the whole country associated with tourism development, the Chairman of the Provincial People's Committee requested the Department of Culture - Sports and Tourism to review and supplement the contents related to the effectiveness of the Project.
Thoroughly overcome the shortcomings in environmental protection activities due to mineral exploitation.
In the report on the implementation results of the Government Inspectorate's inspection conclusions on environmental protection in mineral exploitation activities in the province in the period of 2011-2017 presented by the Department of Natural Resources and Environment, after overcoming, there are still some limitations such as the situation of outstanding tax debts for granting rights, resource taxes due to many enterprises with outstanding debts that have temporarily stopped operations; some units have been granted mining rights but have not yet started mining or have temporarily stopped mining to complete the required documents...
Commenting on this content, Chairman of the Provincial People's Committee Nguyen Van Son requested to strictly implement the conclusions pointed out by the Government Inspectorate, assigning relevant departments and branches to review unfinished contents and complete them in April 2024.
At the meeting, delegates listened to and gave opinions on many other important issues.
Previously, the Chairman of the Provincial People's Committee awarded the Emulation Flag of the Provincial People's Committee to units in the emulation blocs with outstanding achievements in the Patriotic Emulation movement.
