On the morning of November 12, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting of the Provincial People's Committee to listen to and give opinions on a number of important contents. Attending the meeting were comrades of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Committee; leaders of departments, branches and localities.

Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke at the meeting.

At the meeting, delegates listened to the Department of Agriculture and Rural Development report on the proposal to amend and supplement Clause 3, Article 5 of Resolution No. 06/2023/NQ-HDND, dated July 12, 2023 of the Provincial People's Council on support policies for new rural construction in Thai Binh province until the end of 2025; the Department of Planning and Investment reported on the draft submission of the Provincial People's Committee on the promulgation of the Plan to implement the Thai Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050; the draft Resolution of the Provincial People's Council stipulating the preferential regime of land rent exemption for projects using land for production and business purposes in preferential investment sectors and occupations or in preferential investment areas that meet one of two conditions: the project is of the type, scale criteria, and socialization standards prescribed by the Prime Minister or a non-profit project in the province. The Provincial State Treasury reports on the state finances of Thai Binh province in 2023. The Department of Construction reports on the following contents: Draft Resolution of the Provincial People's Council on the mechanism to support the implementation of social housing construction investment projects in the province; 1/2000 scale zoning plan for the golf course in Quynh Phu district, Thai Binh province. The Department of Health reports on the project to develop the grassroots health system in Thai Binh province until 2025 and orientation to 2030; draft Resolution of the Provincial People's Council stipulating policies on training and attracting health human resources for the period 2025 - 2030. The Department of Home Affairs reports on the draft Resolution of the Provincial People's Council stipulating titles, regimes and policies for non-professional workers at the commune, village and residential group levels and regimes and policies for people directly participating in activities in villages and residential groups in the province; Draft Resolution of the Provincial People's Council deciding on measures to ensure the implementation of democracy at the grassroots level in the province.

Comrade Vu Kim Cu, Member of the Provincial Party Standing Committee, Head of the Provincial Economic Zone and Industrial Park Management Board spoke at the meeting.

The Department of Health leaders reported additional content on developing the grassroots health system.

After listening to the opinions and proposals of the delegates, in his concluding remarks at the meeting, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, agreed on the policy and emphasized the significance and importance of issuing resolutions of the Provincial People's Council, including many contents that will be presented at the upcoming meeting to resolve urgent matters of the Provincial People's Council.

Giving specific comments on the draft reports and submissions, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested that relevant departments and branches study and carefully review a number of contents, absorb comments, and complete the draft reports and submissions before submitting them to the Provincial People's Council for consideration and promulgation.
