It clearly states: With the spirit and responsibility in the management of historical and cultural relics in the area, the City People's Committee organized a conference to, through dialogue, allow the leaders of Tam Diep city to directly listen to the thoughts, aspirations, opinions and recommendations of the representatives of the people of Ly Nhan residential group, Yen Binh ward residential groups and Tay Son, Nam Son and Trung Son wards on the management of provincial historical and cultural relics of Dau temple and Quan Chao temple in the past time. On that basis, there were exchanges and answers to clarify the opinions and recommendations of the people. At the same time, through the conference, to propagate the guidelines, policies and guidelines of the Party and State, and legal regulations in the field of historical and cultural relic management.
At the conference, there were 20 opinions and questions from representatives of the Ly Nhan residential group, the residential groups of Yen Binh ward and the wards of Tay Son, Nam Son, Trung Son focusing on the contents related to the management of historical and cultural relics of Dau temple and Quan Chao temple such as: requesting the city to respect and recognize the ownership of Dau temple and Quan Chao temple belonging to the community of Ly Nhan residential group; requesting the city to manage revenue and expenditure activities at the relics in accordance with regulations, requesting to allocate a part of the welfare money to Ly Nhan residential group as in previous years; requesting to keep the members participating in the temple duty according to the convention at Ly Nhan residential group, not mobilizing people from other wards to participate in the temple duty; It is proposed to consider and have a compensation regime for the forces of the residential groups in Nam Son and Trung Son wards near Dau Temple and Quan Chao Temple while in recent years, the management board of the relics has coordinated well with the management board of the relics to ensure security, order and traffic safety in the area around the two relics; the city has solutions to resolve and overcome the potential traffic safety problem when the number of vehicles carrying tourists and people to visit and worship at the relics often encroach on the roadway and sidewalks due to lack of parking space...
Representatives of the city's leaders, departments, offices and units responded and discussed specifically the opinions and recommendations of representatives of the Ly Nhan residential group, Yen Binh ward residential groups and Tay Son, Nam Son and Trung Son wards at the dialogue conference.
Speaking at the conference, Comrade Bui Thanh Dong, Member of the Provincial Party Committee, Secretary of the Tam Diep City Party Committee, acknowledged the merits and contributions of generations of Tam Diep people from the past to the present, including the great merits of the cadres and people of Ly Nhan residential group, Yen Binh ward in the construction, restoration, embellishment, management and protection of the historical and cultural relics of Dau temple and Quan Chao temple.
He also stated: In recent years, in the management process from the city to the ward, there has been laxity, lack of focus on leadership, direction, and lack of guidance for localities in accordance with regulations, allowing management to be implemented spontaneously and self-determined, leading to shortcomings, especially in the management, use, and spending of donation money at the relics; complaints and denunciations arise... The city's viewpoint is that the management of historical-cultural relics of Dau temple and Quan Chao temple must comply with the provisions of the Law on Heritage, the Law on Land, the Law on Religious Beliefs, the Prime Minister's telegram, Circular 04 of the Ministry of Finance, Regulation 34 of the Provincial People's Committee; the city focuses on managing relics in accordance with the provisions of law to continue promoting the value of historical and cultural relics to serve the common goal of the province, which is to build Ninh Binh into a centrally-run city with the characteristics of a millennium heritage urban area.
The comrade assigned the City People's Committee to base on the regulations, absorb the people's legitimate opinions and recommendations, research and complete the internal rules and regulations on management work at the relic to ensure compliance with regulations, in accordance with the actual situation of the locality, ensuring the solemnity, protection and promotion of the role and historical and cultural values of the relic.
The management board of the historical and cultural relics of Dau temple and Quan Chao temple must pay attention to rectifying a number of activities: arranging signs for business and food in the area in front of the relic gate that violate the traffic safety corridor, arranging the place of worship to ensure suitability, not placing money plates, donation boxes, and incense oil boxes in the same area; doing a good job of environmental sanitation; promoting propaganda about the value of the relic; training, building the style, spirit, and service attitude of members participating in the relic management board. Wards are responsible for propagating so that people do not gather in large numbers at the relic; strictly comply with the provisions of the law. People in wards with historical and cultural relics of Dau temple and Quan Chao temple are requested to continue to promote their roles and responsibilities in participating in the management, protection, and promotion of the value of the relic.
He assigned the City Police to continue to do a good job of monitoring the situation and ensuring security and order. If violations are discovered, they will be strictly handled, especially those who intentionally incite and entice.
The city continues to recommend to the province to plan, expand the campus, and establish projects to invest in restoration to match the value of the historical and cultural relics of Dau temple and Quan Chao temple.
