Authorized by the Prime Minister to present the Report on the results of implementing the national goals on gender equality in 2023, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that the field of gender equality is increasingly receiving attention and direction from the leaders of the Party, State, National Assembly, Government and Prime Minister, ministries and branches. The system of legal documents and policies continues to be improved towards ensuring the principle of gender equality. Legal documents when being developed or amended are assessed for impact, and gender mainstreaming is implemented for documents with gender issues.

Communication work on gender equality continues to be strengthened with the participation of the entire political system from central to local levels, contributing to raising awareness and changing the attitudes and actions of Party committees, authorities and people at all levels on implementing gender equality.

There is relatively smooth coordination between levels, sectors, state management agencies and socio-political organizations, social organizations in implementing gender equality and preventing and responding to gender-based violence, contributing to expanding and attracting resources and initiatives to effectively implement this field of work.

Minister Dao Ngoc Dung also said that models promoting gender equality, preventing and responding to gender-based violence have gradually developed in quantity and improved the quality of support services for subjects.

"Statistics and reporting on the results of gender equality work in general and the implementation of goals and targets of the National Strategy on Gender Equality in 2023 have achieved better results than in previous years," said Mr. Dung.

However, the Minister also said that the state management apparatus for gender equality at all levels is still limited in number, the staff working on gender equality is often rotated and unstable, affecting the effectiveness of gender equality implementation.

"Regular funding sources of ministries, branches and localities for gender equality work in general and for the implementation of the National Strategy on Gender Equality for the 2021-2030 period, the Program on Prevention and Response to Gender-Based Violence for the 2021-2025 period and the Communication Program on Gender Equality to 2030 are still modest," said Mr. Dung.

Statistics, information and reporting on gender equality and gender-based violence still face some difficulties due to the lack of tools to monitor, inspect and evaluate the implementation of laws, strategies, programs and plans on gender equality. Gender information in many areas is still lacking and inconsistent.

Some agencies in charge of drafting legal documents have not proactively identified gender issues, gender responsibilities, and resources to address gender issues in draft documents. There has not been close coordination between the document appraisal agency and the state management agency for gender equality in assessing and integrating gender equality issues as prescribed.

Presenting the Audit Report on the results of implementing national goals on gender equality in 2023, Chairwoman of the Social Committee Nguyen Thuy Anh said that the legal system on gender equality is increasingly complete, synchronous, consistent with the country's reality and international integration trend to ensure equal rights for women, men and vulnerable groups.

The integration of gender equality issues in the development of legal documents is increasingly receiving attention. Awareness of gender equality among officials and people is increasingly changing positively. The relationship of cooperation, support and sharing between men and women in all areas of social life is increasingly connected and consolidated.

However, the Chairman of the Social Committee also said that, in addition to the achieved results, gender equality work still has some shortcomings and limitations such as: the rate of women participating in the political field is not commensurate with the level and capacity of women today and has not achieved the targets of Resolution No. 11-NQ/TW dated April 27, 2007 of the Politburo on women's work in the period of strong industrialization and modernization of the country. Goal 1 of the Strategy to 2025 has not been achieved.

"Female workers still account for the majority of labor-intensive occupations, have low professional qualifications or work in the informal sector, and have lower average incomes than male workers. The gender imbalance at birth has not decreased, and this target is difficult to achieve by 2025, which will lead to social and demographic consequences, and is one of the causes of gender inequality," the Chairman of the Social Committee stated.

The Chairman of the Social Committee recommended that the Government continue to direct the completion of the legal system on gender equality; strictly implement the integration of gender equality issues in the development of legal documents. Direct the effective implementation of the Program "Enhancing equal participation of women in leadership and management positions at all levels of policy making for the period 2021-2030".

In addition, it is necessary to effectively implement projects, policies and solutions to reduce the rate of gender imbalance at birth; adapt to population aging, digital technology, income, employment, climate change and reduce the gender gap.

"Directing the promotion of propaganda and raising social awareness of gender equality. Continuing to have appropriate policies in prioritizing enrollment and supporting learning for preschool children, pupils and students of very small ethnic minorities," said the Chairman of the Social Committee.

In addition, the Chairman of the Social Committee emphasized that it is necessary to pay attention to allocating funds for activities and contents on gender equality, establishing gender-responsive budgets in socio-economic development programs; and strengthening and improving the capacity of staff working on gender equality.

"Direct the amendment and supplementation of the Law on Gender Equality and the Law on the Elderly; evaluate the implementation of the Strategy by 2025, review and adjust the Strategy's indicators to ensure they are consistent with reality," said the Chairman of the Social Committee.
