On the morning of June 6, in Ban Me commune, Si Ma Cai district, the Provincial Traffic Safety Committee coordinated with the Si Ma Cai district police to organize propaganda and dissemination of legal education on order and safety of waterway traffic.

Attending the propaganda session were about 20 boat owners, boat drivers and people in Simacai district.

At the propaganda session, representatives of the Provincial Traffic Safety Committee and the Simacai District Police conveyed a number of contents related to ensuring order and safety of waterway traffic: Law on Inland Waterway Traffic dated June 15, 2004; Law on Amending and Supplementing a Number of Articles of the Law on Inland Waterway Traffic dated June 17, 2014; Law on Prevention and Control of Harmful Effects of Alcohol and Beer dated June 14, 2019; Decree No. 139/2021/ND-CP dated December 31, 2021 of the Government on administrative sanctions for violations in the field of inland waterway traffic; a number of regulations on rudimentary watercraft participating in inland waterway traffic; responsibilities of the People's Committees of communes and towns in managing rudimentary watercraft with a load capacity of less than 1 ton, a capacity of less than 5 people or rafts participating in inland waterway activities; Instruct boat owners, boat drivers and people to use lifebuoys, flotation devices and safety equipment properly and most effectively.
