With the improvement and increasingly strict management of the law, the business according to the orthodox multi-level method is increasingly coming into the framework. However, many subjects are taking advantage of the lack of knowledge of the people, especially people in rural, mountainous, remote areas to "trap" multi-level disguises. Propaganda and raising awareness for people is an extremely necessary task to equip knowledge of defense, limit risks in the situation of multi-level disguises that are becoming increasingly sophisticated.
In 2021, 72 Mong people in Muong Lat district participated in the TRON (TRX) virtual currency investment model on the internet through Vitae Company. According to the investigation of the Provincial Police, the 30 leaders of this network, due to lack of knowledge and gullibility, paid money to higher-level leaders, then sought to attract new members to receive commissions and get back the money they initially paid. This is a multi-level virtual currency business model on cyberspace, causing property damage and affecting security and order in the area. These forms of fraud are not new and have been propagated and popularized by authorities for many years, however, the scammers target a group of people who lack knowledge, understanding, and information in mountainous and ethnic areas to commit fraud. This is also a valuable lesson for people to learn from, not to easily fall into the traps of scammers because of greed.
Recently, in the content of the Project to improve the effectiveness of State management in multi-level business activities, the Department of Industry and Trade of Thanh Hoa organized a number of programs and conferences to propagate the signs of identifying multi-level sales in some mountainous localities such as: Nhu Thanh, Nhu Xuan... Within the framework of these conferences, cadres, civil servants, public employees and representatives of local people were introduced by reporters of the Trade Management Department (Department of Industry and Trade) and the Provincial Market Management Department to how to distinguish and the signs of identifying multi-level business in disguise, regulations to distinguish between legal and illegal multi-level business. In particular, the "scenarios" of fraud by illegal business entities with trends such as: No tangible investment products but digital technology products, foreign exchange transactions, development of electronic applications, virtual currency, virtual assets; methods of calling for maximum use of internet tools such as social networks, mobile applications; Payment channels through e-wallets, virtual currencies... were also clearly pointed out to the people by reporters.
The reporter from the Anti-Smuggling Team, Economic Police Department, Provincial Police advised: "People need to be extremely alert to the complicated multi-level methods that are currently taking place in the province, such as: Mobilizing capital for cooperation in real estate business projects; forms of betting on the internet such as the 0S model - betting on football with negative scores... which can cause serious consequences."
Cao Thanh Quang, Party cell secretary and village head of Cong Thanh, Phuong Nghi commune (Nhu Thanh), said: “Recently, in the area, there have been groups of people who occasionally come to distribute promotional goods, then take advantage of selling functional foods of unknown origin and high-priced consumer goods. The local government and functional forces have handled a number of cases, however, with many new forms of multi-level marketing that the functional forces have conveyed, it will provide more knowledge for me in my work duties in the village.”
Le Van Binh, Party cell secretary and head of Xuan Phu village, Tan Binh commune (Nhu Xuan), shared: "Although there have been no violations of multi-level marketing in the area, the conference has provided more knowledge for me to proactively identify multi-level marketing in disguise, thereby propagating preventive solutions to local people."

On April 28, 2023, the Government issued Decree No. 18/2023/ND-CP amending and supplementing a number of articles on the management of multi-level marketing activities. The Decree, which takes effect from June 20, 2023, provides stricter regulations and assigns specific responsibilities to multi-level marketing enterprises in the process of production and business development, aiming to limit the exploitation of legal loopholes to commit violations in multi-level marketing.
The representative of the Department of Industry and Trade also said: Currently, multi-level marketing activities are being distorted and there are many complicated developments. A large number of people do not understand multi-level marketing and are being lured into participating in many forms of multi-level marketing. Therefore, in the coming time, the unit will continue to conduct conferences to propagate and disseminate legal knowledge to people in some localities, especially mountainous districts, to raise awareness of the law on managing multi-level marketing activities, to proactively prevent crimes and violations of the law in multi-level marketing activities.
